a) Die Regierung muss sofort zurücktreten.

Geneva Deal Promotes Settlement of Iranian Nuclear Problem

News | 15.01.2014 | 11:05
The agreement regarding the Iranian nuclear program, which has been reached at the Geneva negotiations with the P5+1 group, will help resolve that problem, Moscow believes.
"The joint action plan the Sextet and Iran adopted in Geneva on November 24, 2013 has fostered the settlement of one of the most complex problems in international political affairs - the Iranian nuclear program. The deal struck in Geneva lays down a solid foundation for further negotiations targeting a comprehensive solution," says a commentary of the Russian Foreign Ministry's information and press department posted on Wednesday.
"Same as before, Russia will continue doing everything in its power for the positive development of this process and the final settlement of the problem at the negotiating table," the ministry said.
Iranian Foreign Minister Javad Zarif will pay a working visit to Russia on January 16, and Russian Foreign Minister Sergei Lavrov will hold negotiations with Zarif on the same day, the ministry said.
"Russia-Iran relations have been active lately. The political dialogue dynamics has grown, and economic contacts have intensified. We intend to continue the expansion of mutually advantageous relations with Iran and interaction in the interests of regional stability and international security. Our relations are based on the principles of friendship and neighborliness and are immune to political fluctuations. We expect to strengthen positive trends in every sphere of Russia-Iran cooperation," the ministry remarked.
In the opinion of Moscow, Russia and Iran "are capable of combining their sizable potentials, which may be used efficiently for the development of both countries."
"In addition, interaction between the two countries can have a positive influence on the general situation in the Middle and Near East and create additional conditions for [regional] stability," the commentary runs.

Press release: Conference of Syrian women, convened by UN Women

UN Women - United Nations Entity for Gender Equality and the Empowerment of Women

...with strong recommendations for upcoming peace talks

For immediate release Date: 13 January 2014

Geneva —
A two-day meeting to support women’s participation and voice in the Syrian peace process, convened in Geneva by UN Women together with the Government of the Netherlands, ended today with a statement by Syrian women civil society members and activists.

Approximately 50 Syrian women surround UN Women Executive Director Phumzile Mlambo-Ngcuka, (centre-left) and UN-Arab League Joint Special Representative for Syria, Lakhdar Brahimi (centre-right) at the conference in Geneva. Photo: UN Women
The Outcome Statement calls for support of the political process, urging all parties to transcend their differences to reach an agreement for a free, pluralistic and democratic Syria that respects human rights, including the rights and equality between men and women; and for decision-makers to respect Syrian women’s right to full political participation in all matters related to shaping the future of their country.
“We cannot remain silent regarding events in Syria, such as daily death, massive destruction, starvation, displacement of hundreds of thousands of families (in Syria and abroad); and the spread of terror, violence, ongoing detentions, acts of kidnapping, destruction of infrastructure and the spread of disease, particularly among children,” said Sabah Alhallak, who together with Kefah Ali Deeb, Rafif Jouejati and Delsha Ayo, were selected by approximately 50 women from inside and outside Syria who participated in the meeting to address the media on their behalf.
Phumzile Mlambo-Ngcuka, Executive Director of UN Women, thanked the participants who travelled far distances and at great personal risk to attend the meeting. “These women worked day and night to identify solutions to bring back security, rights and dignity to the suffering Syrian people”, she said. “Women have a critical role to play in creating the foundations for a sustainable peace and a pluralistic Syria based on democracy and respect for human rights. UN Women will continue to be a strong partner for Syrian women to support their collective voice and peace initiatives in the political process,” Mlambo-Ngcuka added.
The meeting was part of UN Women’s long-term efforts to support Syrian women and civil society’s active participation in the Syrian peace process, and to create spaces to hear and advance women’s voices and perspectives in peace efforts, consistent with Security Council Resolutions 1325 and 2122 and the Geneva Communiqué I, which call for the full inclusion and engagement of women in peace processes.
UN-Arab League Joint Special Representative for Syria, Lakhdar Brahimi, joined the women during the conference’s opening session, which was held 10 days before the expected start of the “Geneva II” talks on Syria.
“This meeting conveys to both parties that will sit together at the negotiating table the importance of listening to the voices of Syrian women and incorporating women as a key player in the efforts leading to a peaceful resolution of the Syrian crisis,” said Mr. Brahimi, during the meeting of Syrian women civil society.
Mr. Brahimi is expected to meet again with the participants on 14 January to receive the Outcome Document and hear in person about the Syrian women’s collective asks and conclusions.
Frans Timmermans, Minister of Foreign Affairs of the Netherlands sent a message to the participants congratulating their efforts and courage "I am pleased to hear that Syrian women are letting the world know that the future of Syria should not exclusively be decided by those who carry the arms. Women have a crucial role in implementing a future peace agreement. That is why their voice matters."

The full text of the Outcome Document reads as follows:
Syrian Women’s Initiative for Peace and Democracy
11-13 January 2014
Geneva
Syrian women and men, as well as the international community, are focused on the Geneva II peace conference.
We are Syrian women of diverse backgrounds and positions, and we represent a broad range of women’s and civil society organizations. We have come together to prepare this set of demands and priorities based on our first-hand experience of the suffering of the Syrian people, which has become intolerable. We share the hopes of the Syrian people that the Geneva II conference will be a serious step towards ending the violence and bloodshed in Syria.
We believe that the Geneva I Communique provides a foundation to end all forms of tyranny and to initiate the transition to a civil, democratic, pluralistic, and united state.
Priorities as related to ending the fighting, promoting the peace process and improving the humanitarian situation
1. Adopt the Geneva 1 Communique (stop the fighting and achieve a cessation of armed violence, the release of arbitrarily detained women and men, freedom of movement throughout the country for journalists, respect for freedom of association and the right to demonstrate peacefully). To this we add: release the women and men who have been abducted by the various armed groups.
2. Lift the siege and allow for the timely provision of humanitarian and medical aid to all affected regions, under the supervision of an independent commission with international oversight.
3. Implement an immediate ceasefire as a first step towards the permanent cessation of military operations. This can be achieved by relying upon mutually reinforcing negotiation tracks at local, national and international levels, with the robust (?) participation of Syrian civil society.
4. Call upon the United Nations Security Council to support the efforts of the UN Arab League Joint Mission, by authorizing the appointment and deployment of negotiators, observers and peacekeepers, as needed.
5.  Take immediate measures to stop gender-based violence as per UN Security Council Resolutions 1820 1888, 1960; adopt gender-sensitive policies and protect women and girls against sexual exploitation, early marriage, human trafficking and rape.
6. Cooperate with neighboring states and secure international guarantees to ensure the expulsion of all non-Syrian combatants.
7. Put an end to all arbitrary detentions, court rulings and administrative decisions, and lift all travel restrictions on activists and politicians so as to assure their freedom of movement.
8. Ensure the safe and dignified return of all refugees and internally displaced people to their former cities and places of residence, with provisions for compensation, family reunification, and guaranteeing gender equality in this process.
9.  Put an immediate end to the recruitment of child soldiers as per UN Security Council resolutions 1261, 1612, and 1882. Immediately establish a national education program that suspends all ideological curricula and which adopts modern unified curricula that respect human rights, the equality of citizens regardless of gender, and which addresses the issue of children who have been unable to attend school.
10.          Demand the lifting of economic sanctions on the Syrian people immediately upon signing of the agreement between the parties and the launching of a transitional process. This demand does not include the lifting of sanctions imposed on individuals and private corporations.(?)
11.          Dismantle all arbitrary tribunals, terror-related courts, as well as sharia commissions, and reinstate civil law throughout Syria.
12.          Develop a national plan that protects vulnerable structures, including economic, security, administrative and cultural sites, as well as the country’s infrastructure.
13.          Take measures to secure all official records and documentation in cooperation with appropriate civil society organizations.
14.          Restructure and reform security and police institutions in line with international norms of human rights and gender sensitivity.
15.          Bring to justice and render accountable the perpetrators of war crimes and crimes against humanity, and launch the process of transitional justice.
Demands on the Negotiation Process
1.            Adopt the Geneva 1 Communique as the baseline for a political solution and as the starting point for the negotiation process that seeks to build a comprehensive and lasting peace, and which lays the foundation for a state based on citizenship and the rule of law.
2.            Start the democratic transition process to end tyranny in all its forms and lay the foundations for a pluralistic, civil and democratic state in which all components of society are equal, and which upholds human rights in accordance with international norms and guarantees freedom of speech and belief.
3.            Affirm that the State should be based on the principles of peaceful transfer of power, separation of powers, independence of the judiciary, rule of law and neutrality of the military.
4.            Reject any political solution based on ethnicity, confessionalism, religion or military balance on the ground, to protect the territorial integrity of Syria and the unity of its people.
5.            Demand that the constitution guarantees the equality of women and men and penalizes all forms of discrimination and violence against women.
6.            Demand a constitution that guarantees the rights of equal citizenship to the Syrian people in all their diversity and affiliations.
7.            Establish a clear timetable for the negotiation phase.
8.            Urge all relevant international actors to end all forms of military support to the parties and call upon neighboring states to control their borders with Syria in accordance with international laws.
9.            Develop a national Disarmament Demobilization and Reintegration program.
10.          Incorporate strategies to guarantee gender-sensitive transitional justice.
11.          Prohibit the transitional government from entering into contractual agreements that extend beyond its tenure or from signing contracts that may bind the country beyond the transitional stage or threaten its independence in any way.
Demands related to the participation of women in the peace process
1.            We call on the United Nations to uphold its commitments to implement Security Council Resolutions 1325, 1820, 1888, 1889, 1960, 2106, 2122, regarding the status of women in armed conflict. We ask the United Nations pressure on the international community and on the negotiating parties to guarantee the effective participation of women on all negotiating teams and committees in a proportion of no less than 30% for the duration of the negotiation process.
2.            Ensure that representatives of women’s organizations and civil society organizations be included as observers in the negotiations.
3.            Ensure the meaningful participation of women in the entire political process, including in the formation of the transitional governing body, the constitutional drafting committee, the drafting of the election law, mechanisms of transitional justice, the local administration and local committees for civil peace.
4.            Appoint a Syrian gender advisor to the mediation team and establish communication channels to enable joint action and coordination with women’s and civil society organizations.
5.            Exert pressure on all the parties and mobilize public opinion campaigns to uphold international commitments and ensure the implementation of the outcomes of the Geneva 2 conference.
6.            Work with the mediation team to ensure that the negotiating parties adopt the document produced by this meeting.
7.            Take all necessary measures to protect women who participate in negotiations and throughout the political process.
8.            Build the capacity of Syrian women activists and civil society organizations in the areas of negotiation and peacebuilding skills.

Geneva II – Washington’s Plan B for Regime Change in Syria

Finian CUNNINGHAM | 15.01.2014 | 00:00

The fatal problem with the Geneva II negotiations on Syria, due to open next week in Switzerland, is that the process is furtively being treated by the US and its allies as a lever for regime change. It is their Plan B for regime change, where Plan A is the failed covert military tactic. That does not bode well for a successful, that is sustainable, settlement to a crisis that is nearly three years old with well over 100,000 deaths and nine million people – more than a third of the total population – displaced from their homes. It amounts to an illegal interference in the internal affairs of a sovereign state, and as such is doomed to fail.
Of course, Washington and its allies would never admit to this cynicism. No, they couch their baleful, cynical agenda with all sorts of pious platitudes about «peace» and «finding solutions».
But one quick integrity-check is this: there are some 30 countries invited to attend the Geneva conference, including the five permanent members of the UN Security Council, plus Germany, Italy, Saudi Arabia, Turkey, Qatar and even Brazil and South Africa. But missing from that list like a hole in the head is Syria’s main regional ally, Iran. This omission is due to the insistence of the United States. Such an unreasonable, obstreperous American attitude betrays a hidden ideological objective and belies any genuine interest in finding a peaceful settlement.
Underscoring the ulterior motive is the seeming American concession that Iran is «welcome» to attend the Geneva II summit – but only if Tehran accepts that the Syrian government of Bashar al-Assad must step down. Iran has refused to accept any such precondition for its participation and has reiterated that it is up to the Syrian people to decide on the political outcome of the talks.
The implicit flaw in the Geneva II process reflects the disingenuous position of the Western powers and their regional Arab and Turk allies towards trying to find a negotiated political settlement to the Syrian conflict.
Syria’s Assad government has announced its willingness to participate in the conference, which opens on January 22 in the Swiss city of Montreux and continues in Geneva on January 24. It is called Geneva II because a previous conference held in Geneva at the end of June 2012 first set out a framework of constituting a «transitional government». The so-called Geneva I Communiqué clearly states that any political settlement must be mutually worked between Syrian parties and that it may comprise members of the present Syrian government, including Bashar al-Assad. In other words, the communiqué does not pre-empt negotiations.
Why the follow-up Geneva II conference has been delayed for more than 18 months is largely due to prevarication by the Western governments and their sponsored exiled Syrian opposition, the so-called Syrian National Council. The Western powers and their regional proxies have been busily trying to reinterpret the Geneva Communiqué as a statement that imposes the precondition of the Assad government standing down. For Syria and its allies Russia, China and Iran that contravenes the agreed Geneva principle of mutual negotiations and having no preconditions, especially preconditions imposed by foreign parties. (Truth be told, this would not be the first time that the US backtracks on political agreements, as Russia well knows from vacillating negotiations over nuclear arms reduction.)
US backsliding over Syria was clear immediately following the first Geneva conference when then US Secretary of State Hillary Clinton sardonically disclosed the ulterior agenda. In a quip to media, Clinton remarked that the continuance of Assad in power would «never be mutually acceptable» and therefore the communiqué, in the US view, was for all intents and purposes a sacking order.
A lot has changed over the intervening year and half. For a start, the death toll from the violence has probably doubled to the current figure of 130,000. The US and its allies bear responsibility for this bloodshed and destruction from their material support of the various anti-government militias and from their inordinate delay in convening the Geneva II conference.
A second major change is that Syrian government forces have managed to gain the military upper hand over the foreign-backed militants. Assad’s army has retaken large swathes of the country and has pushed back the insurgents into territorial pockets of the northeastern region. The militants may still hold Syria’s second city of Aleppo in the north and Raqqa in the northeast, but the Syrian Arab Army has been gradually whittling away control of surrounding areas into an ever-tightening noose.
Whereas back in June 2012 Assad’s political future seemed to be in the balance, now his government is more assured that it will overcome the insurgency. Its legitimacy, mandate and sovereignty have been reinforced. This insurgency has always been an externally driven covert campaign for regime change, underpinned by clandestine supply of arms, money and so-called jihadist fighters being funneled into Syria from the US, Britain and France in liaison with Saudi Arabia, Qatar, Turkey, Jordan and Israel.
Moscow has been well aware of this covert agenda and hence it has stood firm in support of its historic Syrian ally, despite Western governments and media trying to traduce Russia’s principled involvement as «providing succor to a despotic regime».
The Saudis appear to be the only member of the US-led axis that still retains a commitment to the covert military agenda for regime change. Washington and its other allies have sobered up to the realpolitik that regime change in Syria is not going to happen through the battlefield and wanton acts of terrorism.
That’s why Clinton’s successor, John Kerry, told the so-called Friends of Syria gathering in Paris last weekend that «there is no military solution, only a political one». The proper way to perceive Kerry’s reasoning is not one of moral exhortation, but more a jaundiced resignation to reality by the US.
What Kerry means by «solution» is that the long sought-after objective of regime change in Syria must henceforth be achieved through political means because, quite evidently, the covert military option is quickly becoming redundant.
The Western media myth of «moderate rebels» fighting for democracy in parallel with anti-government «extremists» has collapsed spectacularly to reveal an orgy of heinous violations against civilians and nihilistic feuding between different extremist groups, all of whom profess a ideological link to Al Qaeda.
In the latest infighting between the extremists in Syria’s northeast, the Islamic State of Iraq and Syria (ISIS) is reported to have executed hundreds of cadres belonging to the Jabhat al Nusra Front and another militia called Ahrar al-Sham. All of these groups – which were formerly fighting against the Assad forces before turning their guns on each other – espouse the fanatical Wahhabi ideology of Saudi Arabia and are supported materially by the Saudis. It has been reliably reported over several months – albeit in a low-key way – by the New York Times, Daily Telegraph and Le Monde among other Western media outlets that the US has supplied weapons to these Al Qaeda-affiliated groups with Saudi collusion.
From the Western viewpoint, the covert military agenda in Syria has degenerated from a smart regime-change tactic into a dangerous, unpredictable loose cannon. The violent repercussions threatening the stability of Iraq, Lebanon and the region, extending as far as Russia as the Volgograd bombing atrocity indicates, is probably not what Washington foresaw being unleashed in such an uncontrollable way.
Revealing American apprehension, Kerry said last week: «This is part of the reason why the Geneva conference is so critical, because the rise of these terrorists in the region and particularly in Syria and through the fighting in Syria is part of what is unleashing this instability in the rest of the region. That’s why everybody has a stake. All of the [Persian] Gulf states, all of the regional actors, Russia, the United States and a lot of players elsewhere in the world have a stake in pushing back against violent extremist terrorists who respect no law, who have no goal other than to take over power and disrupt lives by force.»
Kerry’s sanctimonious words are, of course, contemptible. Why is Iran pointedly omitted from this panoply of players? What’s more, the extremism raging in the region – the countless bloody death toll – is a direct result of American imperialist machinations fomenting these very same «violent extremist terrorists who respect no law».
Kerry’s words and his government’s belated concern to convene the Geneva II conference are doubly contemptible because they are nothing more than barefaced deception to salvage a morass of its making.
Washington’s concern is not to find a political settlement to end the Syrian conflict, but rather to find an alternative way of executing regime change by other means. This is why Washington is desperately trying this week to get its sponsored exile group the Syrian National Council (SNC) to attend the conference. The SNC has minimal political base inside Syria. Even the anti-government militants, whom the SNC presumes to sort-of represent, have rejected it as a political non-entity.
Nevertheless, the US needs this exiled confected group to attend the Geneva II conference in order to give its «Assad must go» precondition any substance. If the SNC does not attend then all that remains of the Syrian caucus at Geneva is the Assad government and reformist Syrian opposition parties, such as the Syrian Nationalist Party and the Syrian Popular Front for Change and Liberation. The latter opposition groups have said that they are willing to work out a negotiated settlement with the Assad government and, in scathing reference to the Western-backed SNC, they have rejected «a fabricated opposition which lives in fancy hotels and make their money through the blood of Syrian people».
That is the point: the US and its Western allies and their regional proxies, such as Saudi Arabia and Turkey, do not want to allow a genuine political process worked out by the Syrian people. The Orwellian-named Friends of Syria are imposing preconditions to orchestrate their pre-emptive regime-change outcome of Geneva II regardless of the interests or the sovereign rights of the Syrian people.
By contrast, Russia, China and Iran have shown themselves to be genuine allies of the Syrian people because these powers have insisted that the process must be governed by Syrians without any preconditions. As Russia’s Foreign Minister Sergei Lavrov pointed out, the Western approach to Geneva II is «ideological», not a practical commitment that prioritises finding a peaceful solution.
If Western interests are allowed to dominate the process, then the Geneva II is doomed to fail in its ostensible objective of achieving a peaceful resolution to the Syrian conflict… This should be no surprise because the authors of the conflict in Syria are the US-led axis, who now present themselves as the authors of peace. How can these actors possibly prescribe peace? And moreover especially because their covert war on Syria is merely being redeployed by other, political, means.

5. - 6. Dezember 2013 in Haifa/Israel
