US ‘spare Nusra for plan B’ to change regime in Syria – Lavrov

The US is keeping jihadist group al-Nusra for a “Plan B”, potentially to overthrow Syrian President Assad, Russian Foreign Minister Sergey Lavrov said in an interview with the BBC.
Speaking to the British outlet about increased violence in Syria, including in Aleppo, Lavrov  that Washington has still not delivered on its promise to persuade US-backed rebels to separate from Jabhat al-Nusra jihadists.
The Russian Foreign Minister also said that the reason for this could be Washington’s desire to “change the regime” in the country.
"They still, in spite of many repeated promises and commitments ... are not able or not willing to do this and we have more and more reasons to believe that from the very beginning the plan was to spare al-Nusra and to keep it just in case for Plan B or stage two when it would be time to change the regime,"Lavrov said.
The separation of so-called “moderate” anti-government fighters from terrorist groups is one of the cornerstones of the Russia-US brokered peace deal for Syria.
Lavrov’s statement came on the first anniversary of the Russian anti-ISIS air campaign at the request of President Assad. On September 25 the US envoy to the UN, Samantha Power, called Russia’s actions in Syria “barbarism,” with Lavrov saying such rhetoric is “unacceptable.” When questioned about alleged civilian casualties caused by Russian strikes in Aleppo, Lavrov said that there was “no meaningful proof.”
"We are not using any munition which is prohibited by the United Nations," he added.
Instead Lavrov noted that the West including the US is remaining silent over terrorist re-supplies in the city during the humanitarian pauses agreed between Moscow and Washington. "Every time these pauses have been used by Nusra to get from abroad more fighters, more ammunition and more weapons,” the official said.
The deteriorating situation in Aleppo was the focus of Lavrov’s telephone call with US State Secretary Kerry on Friday, according to the  from Russia’s foreign Ministry. During the conversation Kerry asked Russia to stop its current counter-terrorist strikes in Aleppo to re-activate the truce deal there.
Lavrov countered that it’s the militants “controlled by al-Nusra” who jeopardize peace efforts. The terrorists are “shielding themselves with other armed groups” in order not to be attacked, Lavrov noted, stressing that Washington needs to do more to persuade moderate forces to dodge any cooperation with Jihadists.
Yet Russia “is still ready for an open dialogue with the US on all key questions of settling the Syrian crisis,”Lavrov added.
The US appears less willing to find solutions after the State Department spokesperson Mark Toner said his country is “on the verge” of breaking up cooperation with Moscow on Syria.
Aleppo remains one of the key examples of civilian suffering during the Syrian war. The UN estimates that some 250,000 thousand people in the ravaged city are in need of basics like medicine and water. Humanitarian assistance to the city was part of the deal clinched by Lavrov and his US counterpart John Kerry on September 9.
However it suffered a major setback when a UN-backed convoy was attacked just 10 days later by unknown assailants, leaving 21 people dead.
While speaking with Lavrov the BBC claimed that there is “evidence” proving that the attack involved the Russian military. The official countered that he “would like to see that evidence,” adding that one should wait for the results of the investigation launched by the UN.
Aside from the Syrian deadlock, Lavrov has been also quizzed by the British outlet over the alleged Russian role in the crash of MH17 in 2014. The official was asked if he wanted to apologize for the incident after the Dutch-led international inquiry found that the missile system which downed the plane was allegedly brought from Russia.
Lavrov noted that the investigation is still ongoing, and that Russia has provided all the relevant information to the international team.

How the US Armed-up Syrian Jihadists Alastair Crooke (Consortium News)




The West blames Russia for the bloody mess in Syria, but U.S. Special Forces saw close up how the chaotic U.S. policy of aiding Syrian jihadists enabled Al Qaeda and ISIS to rip Syria apart, explains ex-British diplomat Alastair Crooke.

In a detailed report, US Special Forces Sabotage White House Policy gone Disastrously Wrong with Covert Ops in Syria, Jack Murphy, himself a former Green Beret (U.S. Special Forces), recounts a former CIA officer having told him how the “the Syria covert action program is [CIA Director John] Brennan’s baby …Brennan was the one who breathed life into the Syrian Task Force … John Brennan loved that regime-change bullshit.”

In gist, Murphy tells the story of U.S. Special Forces under one Presidential authority, arming Syrian anti-ISIS forces, whilst the CIA, obsessed with overthrowing President Bashar al-Assad, and operating under a separate Presidential authority, conducts a separate and parallel program to arm anti-Assad insurgents.
Murphy’s report makes clear the CIA disdain for combatting ISIS (though this altered somewhat with the beheading of American journalist James Foley in August 2014): “With the CIA wanting little to do with anti-ISIS operations as they are focused on bringing down the Assad regime, the agency kicked the can over to 5th Special Forces Group. Basing themselves out of Jordan and Turkey” — operating under “military activities” authority, rather than under the CIA’s coveted Title 50 covert action authority.
The “untold story,” Murphy writes, is one of abuse, as well as bureaucratic infighting, which has only contributed to perpetuating the Syrian conflict.
But it is not the “turf wars,” nor the “abuse and waste,” which occupies the central part of Murphy’s long report, that truly matters; nor even the contradictory and self-defeating nature of U.S. objectives pursued. Rather, the report tells us quite plainly why the attempted ceasefires have failed (although this is not explicitly treated in the analysis), and it helps explain why parts of the U.S. Administration (Defense Secretary Ashton Carter and CIA Director Brenner) have declined to comply with President Obama’s will – as expressed in the diplomatic accord (the recent ceasefire) reached with the Russian Federation.
The story is much worse than that hinted in Murphy’s title: it underlies the present mess which constitutes relations between the U.S. and Russia, and the collapse of the ceasefire.
“The FSA [the alleged “moderates” of the Free Syria Army] made for a viable partner force for the CIA on the surface, as they were anti-regime, ostensibly having the same goal as the seventh floor at Langley” [the floor of the CIA headquarters occupied by the Director and his staff] – i.e. the ousting of President Assad.
But in practice, as Murphy states bluntly: “distinguishing between the FSA and al-Nusra is impossible, because they are virtually the same organization. As early as 2013, FSA commanders were defecting with their entire units to join al-Nusra. There, they still retain the FSA monicker, but it is merely for show, to give the appearance of secularism so they can maintain access to weaponry provided by the CIA and Saudi intelligence services. The reality is that the FSA is little more than a cover for the al-Qaeda-affiliated al-Nusra. …
“The fact that the FSA simply passed American-made weaponry off to al-Nusra is also unsurprising considering that the CIA’s vetting process of militias in Syria is lacklustre, consisting of little more than running traces in old databases. These traces rely on knowing the individuals’ real names in the first place, and assume that they were even fighting-age males when the data was collected by CTC [Counterterrorism Centre] years prior.”
Sympathy for Al Qaeda
Nor, confirms Murphy, was vetting any better with the 5th Special Forces operating out of Turkey: “[It consisted of] a database check and an interview. The rebels know how to sell themselves to the Americans during such interviews, but they still let things slip occasionally. ‘I don’t understand why people don’t like al-Nusra,’ one rebel told the American soldiers. Many had sympathies with the terrorist groups such as Nusra and ISIS.”

Others simply were not fit to be soldiers. “They don’t want to be warriors. They are all cowards. That is the moderate rebel,” a Green Beret told Murphy, who adds:
“Pallets of weapons and rows of trucks delivered to Turkey for American-sponsored rebel groups simply sit and collect dust because of disputes over title authorities [i.e. Presidential authorities] and funding sources, while authorization to conduct training for the militias is turned on and off at a whim. One day they will be told to train, the next day not to, and the day after only to train senior leaders. Some Green Berets believe that this hesitation comes from the White House getting wind that most of the militia members are affiliated with Nusra and other extremist groups.” [emphasis added.]
Murphy writes: “While the games continue on, morale sinks for the Special Forces men in Turkey. Often disguised in Turkish military uniform, one of the Green Berets described his job as, ‘Sitting in the back room, drinking chai while watching the Turks train future terrorists’ …
“Among the rebels that U.S. Special Forces and Turkish Special Forces were training, ‘A good 95 percent of them were either working in terrorist organizations or were sympathetic to them,’ a Green Beret associated with the program said, adding, ‘A good majority of them admitted that they had no issues with ISIS and that their issue was with the Kurds and the Syrian regime.’”
Buried in the text is this stunning one-line conclusion: “after ISIS is defeated, the real war begins. CIA-backed FSA elements will openly become al-Nusra; while Special Forces-backed FSA elements like the New Syrian Army will fight alongside the Assad regime. Then the CIA’s militia and the Special Forces’ militia will kill each other.
Well, that says it all: the U.S. has created a ‘monster’ which it cannot control if it wanted to (and Ashton Carter and John Brennan have no interest to “control it” — they still seek to use it).
U.S. Objectives in Syria
Professor Michael Brenner, having attended a high-level combined U.S. security and intelligence conference in Texas last week, summed up their apparent objectives in Syria, inter alia, as:

–Thwarting Russia in Syria.
–Ousting Assad.
–Marginalizing and weakening Iran by breaking the Shi’ite Crescent.
–Facilitating some kind of Sunni entity in Anbar and eastern Syria. How can we prevent it falling under the sway of al-Qaeda?  Answer: Hope that the Turks can “domesticate” al-Nusra.
–Wear down and slowly fragment ISIS. Success on this score can cover failure on all others in domestic opinion.
Jack Murphy explains succinctly why this “monster” cannot be controlled: “In December of 2014, al-Nusra used the American-made TOW missiles to rout another anti-regime CIA proxy force called the Syrian Revolutionary Front from several bases in Idlib province. The province is now the de facto caliphate of al-Nusra.
That Nusra captured TOW missiles from the now-defunct Syrian Revolutionary Front is unsurprising, but that the same anti-tank weapons supplied to the FSA ended up in Nusra hands is even less surprising when one understands the internal dynamics of the Syrian conflict, i.e. the factional warfare between the disparate American forces, with the result that “Many [U.S. military trainers] are actively sabotaging the programs by stalling and doing nothing, knowing that the supposedly secular rebels they are expected to train are actually al-Nusra terrorists.”
How then could there ever be the separation of “moderates” from Al-Nusra – as required by the two cessations of hostilities accords (February and September 2016)? The entire Murphy narrative shows that the “moderates” and al-Nusra cannot meaningfully be distinguished from each other, let alone separated from each other, because “they are virtually the same organization.”
The Russians are right: the CIA and the Defense Department never had the intention to comply with the accord – because they could not. The Russians are also right that the U.S. has had no intention to defeat al-Nusra – as required by U.N. Security Council Resolution 2268 (2016).
So how did the U.S. get into this “Left Hand/Right Hand” mess – with the U.S. President authorizing an accord with the Russian Federation, while in parallel, his Defense Secretary was refusing to comply with it? Well, one interesting snippet in Murphy’s piece refers to “hesitations” in the militia training program thought to stem from the White House getting wind that most of the militia members were “affiliated with Nusra and other extremist groups.”
Obama’s Inklings
It sounds from this as if the White House somehow only had “inklings” of “the jihadi monster” emerging in Syria – despite that understanding being common knowledge to most on-the-ground trainers in Syria. Was this so? Did Obama truly believe that there were “moderates” who could be separated? Or, was he persuaded by someone to go along with it, in order to give a “time out” in order for the CIA to re-supply its insurgent forces (the CIA inserted 3,000 tons of weapons and munitions to the insurgents during the February 2016 ceasefire, according to IHS Janes’).

Support for the hypothesis that Obama may not have been fully aware of this reality comes from Yochi Dreazen and Séan Naylor (Foreign Policy’s senior staff writer on counter-terrorism and intelligence), who noted (in May 2015) that Obama himself seemed to take a shot at the CIA and other intelligence agencies in an interview in late 2014, when he said the community had collectively “underestimated” how much Syria’s chaos would spur the emergence of the Islamic State.
In the same article, Naylor charts the power of the CIA as rooted in its East Coast Ivy League power network, its primacy within the intelligence machinery, its direct access to the Oval Office and its nearly unqualified support in Congress. Naylor illustrates the CIA’s privileged position within the Establishment by quoting Hank Crumpton, who had a long CIA career before becoming the State Department’s coordinator for counterterrorism.
Crumpton told Foreign Policy that when “then-Director Tenet, declared ‘war’ on Al-Qaeda as far back as 1998, “you didn’t have the Secretary of Defense [declaring war]; you didn’t have the FBI director or anyone else in the intelligence community taking that kind of leadership role.”
Perhaps it is simply – in Obama’s prescient words – the case that “the CIA usually gets what it wants.”
Perhaps it did: Putin demonized, (and Trump tarred by association); the Sunni Al Qaeda “monster” – now too powerful to be easily defeated, but too weak to completely succeed – intended as the “albatross” hung around Russia and Iran’s neck, and damn the Europeans whose back will be broken by waves of ensuing refugees. Pity Syria.

Putin Ups the Ante: Ceasefire Sabotage Triggers Major Offensive in Aleppo

The attack on Deir Ezzor was a flagrant act of betrayal. For the first time in the five year-long war,  US warplanes targeted an SAA military outpost killing 62 Syrian regulars. The surprise attacks — which lasted for the better part of an hour and were followed by a coordinated ground assault by members of ISIS– were intended to torpedo the fragile ceasefire agreement and send a message to Moscow that the US was prepared to achieve its strategic objectives in Syria whether it had to launch direct attacks on defenders of the regime or not.
The attacks–for which the Pentagon eventually accepted responsibility–were followed by a callous and thoroughly-unprofessional tirade by the administration’s chief diplomat at the United Nations, Samantha Power. Power dispelled any doubt that either she or anyone else in the Obama administration cared at all about the people who lost their lives in the bombing raid.  She also made it clear that she didn’t care if the US had violated the terms of the ceasefire just two days before critical parts of the agreement were scheduled to be implemented.
Naturally, Moscow was taken aback by Washington’s reaction, it’s blatant disregard for the soldiers they killed, and its obvious determination to sabotage the ceasefire. Having reflected on Obama’s de facto rejection of the agreement, Putin pursued the only viable option left open to him;  more war.   As a result, he has intensified his efforts on the battlefield particularly around Aleppo where the Syrian Arab Army (SAA) and crack-units from Hezbollah have launched a three-prong attack that will dispose of the US-backed jihadists that have destroyed much of Syria over the last half-decade  and displaced over 7 million civilians.
Bottom line: Having foreclosed the political option for reducing the violence, the Obama administration will now face the consequences for its rejection.
Here’s an excellent summary of developments on the ground around Aleppo from decorated veteran and retired senior officer of U.S. Military Intelligence and U.S. Army Special Forces (The Green Berets) Colonel W. Patrick Lang. The article was posted on September 24:
“As of today, forces have been massed at Aleppo for the purpose of eliminating the East Aleppo rebel pocket.  This pocket has now been without re-supply for an extended period.  This is true for both the jihadi rebels and the civilian population, many of whom are rebel supporters.
IMO (In my opinion) the main effort by R+6 is taking place at the SE side of the East Aleppo pocket.  That is now underway with massive CAS from Russian aerospace forces. At the same time Palestinian militia allies with CAS have attacked the fortified Handarat refugee camp at the NE corner of the pocket.  IMO this is a secondary attack intended to prevent the rebels moving forces south to oppose the main R+6 effort.
This is an excellent plan.
At the same time there is an unconfirmed report from SOHR in London (pro-rebel) that a Russian force with 3,000 men has been positioned at al-Safir about 12 km. SE of the main attacks on the Aleppo pocket.  If this report is correct this force is well positioned to reinforce the main attack or be used in a defensive move against a rebel effort elsewhere.  It would be in the Russian operational tradition to pass a reinforcing “wave” or echelon of forces through the initial assault forces when they become exhausted by combat….

Obama’s de facto rejection of the ceasefire  has created the conditions for a decisive military defeat in Aleppo.   The fate of the CIA-trained “moderate” terrorists hunkered down in East Aleppo is not that different from that of General George Armstrong Custer at the Little Bighorn who was surrounded by a superior military force and summarily slaughtered to the man. This is the option Pentagon warlord, Ash Carter chose when he decided to sabotage the joint military implementation agreement and go rogue. Carter opposed the ceasefire deal and in doing so signed the death warrant for hundreds of US-backed extremists who chances for survival are growing slimmer by the day.
According to recent reports, pro-government forces are advancing on a number of fronts.  At the same time, the Syrian and Russian air forces have intensified their bombing campaign reducing large swathes of the city to rubble and killing several hundred Sunni militants.  While the jihadists have performed better than many had expected, their fate is no longer in doubt. The cauldron is encircled, their front lines are collapsing, their supply lines have been severed, and the end is in sight.
Aleppo will fall and the US-backed effort to topple the Assad government using a proxy army of Islamic extremists will fail.
A few things need to be said about the ceasefire to set the record straight.
First, there was never any chance that the US was going to abide by the terms of the agreement. The US has no way of separating the “moderates” from the extremists which was one of the main requirements of the deal. That was never going to happen. But, more importantly, the Pentagon –which opposed the agreement from the get-go –had no intention of complying with its demands.
Why?
Well, for one thing, as  Syrian President Bashar al Assad said himself:
“…the United States doesn’t have the will to work against al-Nusra or  ISIS, because they believe that this is a card they can use for their own agenda. If they attack al-Nusra or ISIS, they will lose a very important card regarding the situation in Syria. So, I don’t believe the United States will be ready to join Russia in fighting terrorists in Syria.”
Bingo. Assad is not suggesting that al-Nusra or ISIS are controlled by Langley. He’s merely saying that– inasmuch as the goals of these groups coincide with US strategic objectives (which they certainly do in Syria) Washington will continue to support their activities. In other words, Obama would rather see a “Salafist principality” emerge in Syria then allow an independent, secular government to remain in place. Everyone who has followed events closely in Syria for the last five years, knows this is true.
The other reason the Pentagon opposed the agreement was because  they didn’t want to comply with the military-to-military coordination plan. The western media has been particularly opaque on this issue. For example, according to the New York Times deal would be  “an extraordinary collaboration between the United States and Russia that calls for the American military to share information with Moscow on Islamic State targets in Syria.” (“Details of Syria Pact Widen Rift Between John Kerry and Pentagon“, New York Times)
Okay, but why is that a problem? Wouldn’t that be the most effective way to defeat ISIS and Al Qaida? Of course, it would. So, what’s the rub? Here’s more from the NYT:
“Chief among Pentagon concerns is whether sharing targeting information with Russia could reveal how the United States uses intelligence to conduct airstrikes, not just in Syria but in other places, which Moscow could then use for its own advantage in the growing confrontations undersea and in the air around the Baltics and Europe.”(NYT)
This is complete baloney. The fact is the Pentagon doesn’t want to have to get approval for its target-list  (identify and verify) from the Russian military. That’s what’s really going on. And the reason for this is obvious, the strategic objectives of the US are exact opposite of Moscow’s. Washington has no interest in defeating terrorism in Syria, in fact, as we pointed out earlier, Washington is just fine with terrorism as long it helps them move the ball closer to the goalpost. What the US wants is to topple the regime, replace Assad with a US-stooge, splinter the country into multiple parts, and control vital pipeline corridors. These goals cannot be achieved if the Pentagon has to get a green-light from Moscow every time they go on a bombing raid.  How are they going to assist their jihadist assets on the ground if they have to follow that rule?
They won’t be able to, which is why it’s no surprise that SECDEF Ash Carter put the kibosh on the deal by bombing the SAA positions at Deir Ezzor. The massacre effectively ended all talk about “coordination” with the Russians. Mission accomplished.
But even this does not completely explain why the Pentagon launched this unprecedented attack that killed 62 Syrian soldiers and moved the two superpowers closer to a direct confrontation. To grasp what’s really going on behind the endless recriminations, we need to understand that the Obama administration has abandoned its original plan to oust Syrian President Bashar al Assad, and moved on to Plan B; partitioning the country in a way that establishes a separate Sunni state where US troops will be based and where vital pipelines will be built to transfer natural gas from Qatar to the EU.
This ambitious plan is more than a redrawing of the Middle East and a pivot to Asia. It is a critical lifeline to a country (USA) whose economic prospects are progressively dimming, whose credit card is maxed out, and who is counting on a Hail Mary pass in Syria to save itself from cataclysmic economic collapse and ruination. Washington must succeed in Syria because, well, because it must, because the red ink has finally penetrated the pinewood hull and is fast filling the galley. A defeat in the Middle East could be the straw that broke the camel’s back, the tipping point in the agonizingly-protracted unipolar-new-world-order experiment.  In other words, it’s Syria or bust. Here’s a little background that will help to clarify what’s going on:
“Washington has previously made it clear that if it cannot achieve its plan A; regime change, it will go for its plan B; to balkanize the country and help to create a Kurdish and/or Sunni state in eastern Syria…
Attacking the Syrian Army, and allowing ISIL to capture the city will make Deir Ezzor a probable target for the US-backed proxies to attack and annex.” (“The Ceasefire Failed; What happens now?“, The Vineyard of the Saker)
So, Washington wants to control Syria’s eastern quadrant (where Deir Ezzor is located) for military bases, pipeline routes, and a Sunni homeland, which is more-or-less the pretext for continued military occupation. Here’s more from an article by Christina Lin:
“Writing in Armed Forces Journal4, Major Rob Taylor joined numerous other pundits in observing that the Syrian civil war is actually a pipeline war over control of energy supply, with Saudi Arabia, Qatar and Turkey needing to remove Assad “so they can control Syria and run their own pipeline through Turkey.”….
…if the Saudi/Qatar/Turkey backed Army of Conquest can control just enough land in Syria for a salafist statelet (aka–Sunnistan) to build the Qatar-Turkey pipeline, then these sunni states can finally realize their pipeline dream. The idea of splintering Syria into numerous fragments (and controlling the eastern portion of the state) has been promoted by western elites across the board, from neocon John Bolton  who said:
“Today’s reality is that Iraq and Syria as we have known them are gone…..Washington should recognize the new geopolitics. The best alternative to the Islamic State in northeastern Syria and western Iraq is a new, independent Sunni state.
This “Sunni-stan” has economic potential as an oil producer….and could be a bulwark against both Mr. Assad and Iran-allied Baghdad.” (“To Defeat ISIS, Create a Sunni State“, New York Times)
Liberal interventionists at the Brookings Institute are pushing for the same balkanization remedy. Here’s a clip from an article at Brookings titled “Deconstructing Syria: A new strategy for America’s most hopeless war” by chief military analyst, Michael O’ Hanlon:
“…the only realistic path forward may be a plan that in effect deconstructs Syria….the international community should work to create pockets with more viable security and governance within Syria over time… Creation of these sanctuaries would produce autonomous zones that would never again have to face the prospect of rule by either Assad or ISIL….”

So, there you have it; divide and conquer. Split up the country, install new leaders, and let the plundering begin. Sound familiar?
But the Russian’s will have none of it, in fact, Putin has responded to Carter’s escalation by escalating himself. The circle around Aleppo has closed, supply lines have been cut, the airstrikes have intensified, and the three-pronged ground assault has already begun. So while Washington may have big plans for Syria, they appear to be failing where it counts most…..on the battlefield.
