However,  France and the United States immediately used the report to blame Syria for the attack...The quickness of the French and Americans to use the UN report to blame Assad’s forces for the chemical attack is designed to engineer through the UN Security Council a resolution authorizing the use of force against Assad  the moment Paris and Washington conclude that Assad is not abiding by his promise to turn over his chemical weapons to international inspectors.
