STOP Encircling Russia With US Bases! - xox pVs

Pentagon’s announcement  this week 2/1/16 that it will quickly quadruple the positioning of US-NATO heavy military weapons and troops near Russia’s eastern borders. The result, Steven Cohen argues, will further militarize the new Cold War, making it more confrontational and likely to lead to actual war with Russia.

'Unprecedented Aggressive  Move Against Russia'

The move is unprecedented in modern times. Except during Nazi Germany’s invasion of the Soviet Union, Western military power has never been positioned so close to Russia, making the new Cold War even more dangerous than was the preceding one.

Russia to React says Steven Cohen

Russia will certainly react, probably by moving more of its own heavy weapons, including new missiles, to its Western borders, possibly along with a large number of its tactical nuclear weapons. The latter reminds us, Steven Cohen points out, that a new and more dangerous US-Russian nuclear arms race has been under way for several years, which the Obama Administration’s decision can only intensify.

The decision will also have other woeful consequences, undermining ongoing negotiations by Secretary of State Kerry and Russian Foreign Minister Lavrov for cooperation on the Ukrainian and Syrian crises and further dividing Europe itself, which is far from united on Washington’s increasingly hawkish approach to Moscow.

Cohen Deplores Lack of Public Debate

Cohen ends by expressing despair that these ongoing developments have been barely reported in the US media and publicly debated not at all, not even by current presidential candidates and the moderators of their “debates.”
Never before has such a dire international situation been so ignored in an American presidential campaign. The reason may be, Cohen adds, that everything that has happened since the Ukrainian crisis erupted in November 2013 has been blamed solely on the “aggression” of Russian President Putin—a highly questionable assertion and media-policy narrative.

‘Turkey has gone rogue, UN Security Council must get involved’

Not only is there evidence of Turkey financing and arming ISIS and other terrorist groups, but we now see the Turkish government cracking down on its own citizens, says Middle East analyst Sharmine Narwani.
Since the end of the WWII and the beginning of the Cold War Britain and the US have had a very close strategic working relationship with the Turkish government.
The Russian Defense Ministry Monday released video footage, which it claims shows the Turkish military shelling Syrian territory using heavy artillery.
RT: Russia's defense ministry is clearly angered by Turkey not releasing any evidence. Do you think the Russian ministry has a point here?
Sharmine Narwani: Of course they do. A lot of people can make allegations, but the proof is in the pudding. If the Turks have evidence - like any other nation states – if you have evidence that someone has violated your territorial integrity or your sovereignty, you need to show that evidence so that the international community understands what is happening and can act accordingly. So of course the Russians are fully justified to demand information when allegations are made so publicly and so widespread, and expect an answer.
RT: What about the NATO’s claim that this would go against the national security or they can’t release the information for security reasons?
SN: I don’t know why this information would be secure – is it because of how they gain that information, where their satellites are, what they’re watching? There are ways, there are mediation committees that can look at evidence with impartial actors who can look at evidence and provide the answers that the Russians and the Turks need. It seems to me that we’re entering a stage where we are going to have to need some kind of international mediation between the Russians and the Turks on some of these contentious issues.
RT: Turkey's yet to comment on today's video of the shelling. Would you expect to hear anything from Ankara?
SN: No, nothing that would support the Russian position or the allegations of the Syrian state. The Turks rejected and turned their backs on the Russian claims of shooting down the plane last November and handled that in such a bad and confrontational way that the Russians had to act by slapping sanctions on the country, limiting trade and tourism and other such things.
It is a very dangerous situation for Turkey as these things escalate; the rhetoric escalates as well as the incidents. Today we’ve seen the Turkish lira fall. There is a real necessity for these actors to clarify things and to get past it. But I don’t think the Turks seeing past behavior that we can expect them to acknowledge these claims and deal with them as one would expect from a major international player.
RT: In just the last week we've seen a lot of claims and counter claims by both sides. How difficult do you think it is to work out who's telling the truth?
SN: That’s true; this is why we have organizations like the UN. The UN and its Charter is there to prevent war and then help regulate conflict when it does break out. People are looking to NATO and the Pentagon for answers; we’re not going to get it from these players. This is the UN’s job, this is when they need to step-up, but they are being very squeamish about involvement in this, because of course the Syrian conflict is ultimately a massive global geopolitical fault line where all the major players in the world have taken sides. We shouldn’t be looking to the organizations that the Russians are asking for answers. This is something that falls well within the domain of the UN and it is unfortunate that they are not stepping up to do anything about this.
Turkey has become quite a rogue actor during this Syrian conflict. Not only have we seen evidence of them participating in the financing and arming of ISIS and Jabhat al-Nusra, al-Qaeda in Syria Ahrar ash-Sham and other terrorist groups, but this has also spilled into Turkey and now we see the Turkish government killing its own citizens and making mass arrests, and regulating the freedom of speech, arresting journalists, etc. Turkey has gone rogue, and we can’t have much expectation from that state, we need now to turn to UN Security Council for some answers.

US & UK have given Turkey a blank check in Middle East

Middle East expert and publisher of Politics First magazine, Marcus Papadopoulos says America and Britain, who are Turkey’s main backers, might dismiss the evidence provided by Russia.
RT: Why would Turkish armed forces fire shells across the Syrian border?
MP: What is clear is that the Turkish government’s objective of trying to overthrow the Syrian government through the use of Islamic terrorists has failed and Turkey’s role, its links to Islamic terrorism in Syria, is being exposed for the whole world to see.
Now, why would the Turkish military start shelling Syrian territory? I think there are a number of reasons for that. In recent months the Syrian army, backed by the Russian military air campaign, is advancing rapidly along the Syrian –Turkish border; they are liberating areas from ISIS occupation, from al-Nusra occupation. Also, at the same time, in the east of the country, in the central area along the border Syria’s Kurds, the YPG [People's Protection Units], are also liberating areas along the Syrian-Turkish border.
So the Turkish government could be shelling in those parts of Syria where the Syrian Army and the YPG are, as warning shots trying to deter the Syrian army from liberating its own territory and also from the Kurds. Obviously Turkey has a very, very complex relationship with the Kurdish forces. Also, it could be an act of provocation. Turkey might be trying to provoke the Syrian army, in particular, to respond to the shelling, so that Turkey has a reason to stage some sort of military intervention into Syria.
RT: What reaction do you expect from Turkey to the allegations?
MP: Turkey will categorically deny it, and no matter how persuasive, how concrete the evidence is – that the Russian Defense Ministry has, America and Britain – Turkey’s main backers in the world, will simply dismiss the evidence. Why? Because since the end of the WWII, the beginning of the Cold War, America and Britain have pushed for a very, very close strategic working relationship with Turkey. In effect, the Americans and the British have given Turkey a blank check to do what it wants in the region. For example, after the first Gulf War, American and British warplanes would patrol the north of Iraq to protect the Kurds from Saddam Hussein’s forces, but those planes, when they were going back to their base in Turkey, would pass Turkish airplanes on their way to actually bomb the Kurds in Northern Iraq. And at the moment in Northern Iraq the Turkish government has deployed Turkish forces, which of course is completely at odds with the UN charter and international law. If we go to Cyprus – Cyprus was invaded in 1974 by Turkey illegally, they ethnically cleansed the Greek Cypriots of Northern Cyprus. Now, on all three occasions, America and Britain have been silent.  The statements, views and opinions expressed in this column are solely those of the author and do not necessarily represent those of RT.

Insbesondere in Syrien."

Syria Сonflict: Battle Continues, Peace Talks Stalled

Dmitry MININ | 04.02.2016 | 08:00

The UN envoy for Syria has announced a «temporary pause» in peace talks in Geneva saying that the process will resume later this month. Speaking to reporters after a meeting with opposition leaders, Staffan de Mistura, UN special envoy for Syria, insisted «this is not the end, and it is not the failure of the talks». De Mistura said both sides were«interested in having the political process started», and that he had set a new date of February 25 for the resumption of the talks.
The events unfolding in Geneva demonstrate that the forces opposing the legitimate government of Syria based in Damascus go to any length in order to stymie the negotiation process. The Saudi Arabia-formed delegation of «irreconcilable» Islamic opposition is adamant in its desire to insist on the implementation of its preliminary conditions, one of which is for the regular Syrian military to suspend combat activities without any commitments on the other part. Turkey continues to commit provocative acts near the Syrian border in the air and on the ground.
«We are here for a few days. Just to be clear, only a few days. If there (is) no progress on the ground, we are leaving... We are not here for negotiations, we are here to test the regime's intentions», Monzer Makhous, an official from the Syrian pro-Saudi opposition's High Negotiations Committee, told Reuters Television on arrival to Geneva.
Opposition delegates in Geneva had a two-hour meeting with the UN envoy Staffan de Mistura, who said this session marked the official beginning of peace talks. At first glance, the High Negotiations Committee’s negative attitude towards the talks appears to run contrary to logic. The government forces have advanced on the ground. Under the conditions, a truce would serve the interests of the Committee. The opposition realizes it has no chances of winning neither on the battlefield, nor at the round table. There is a general agreement that the Islamic State and Jabhat al-Nusra (al-Qaeda’s only official branch in the Syrian conflict) must be excluded from the truce. Putting an end to hostilities can abruptly change the general balance of forces in the country. A ceasefire under international control in the western and central parts of Syria would enable the Syrian government to redeploy forces to the east and ramp up the effort against the Islamic State. Syrian regular military supported by the Russian Aerospace Forces will inevitably defeat Islamists and seize control of at least three fourths of the country’s territory with 80 percent of its population. It will also exercise control over the country’s natural resources, including oil and gas. As a result, Syrian government’s clout will significantly grow and boost its role in the process of shaping the post-war Syria. This is something the Syrian opposition sponsored by Saudi Arabia would like to prevent from happening. They believe that the only way to prevent this scenario would be by inciting an intervention by the West, Turkey and Arab monarchies. To do that, Damascus must be made responsible for derangement of the peace management process. Even before the Geneva round of talks, some members of the High Negotiations Committee, including the chief negotiator Mohammed Alloush, issued a statement on January 23, saying that they hold the Syrian government and Russia responsible for any failure of peace talks and efforts to end the country’s civil war.
Some world media outlets and Western politicians, like British Foreign Secretary Philip Hammond, raised a ballyhoo over a major offensive launched by the Syrian government troops in the province of Aleppo on the first day of the peace conference. They say the offensive undermines the peace management process, though the combat actions are mainly waged on the territory occupied by the Islamic State and Jabhat al-Nusra. The Syrian Free Army, known as a «moderate» force, sent reinforcements to these groups, which have been officially designated as terrorist organizations. The agenda of the peace conference on Syria must include the common mission of eradicating the Islamic State group and other jihadists. Otherwise the peace management will result in their exculpation.
Dr Bashar al-Jaafari, the head of the delegation of the Syrian Arab Republic to the Syrian-Syrian talks in Geneva, said on January 31 that the Riyadh-supported delegation’s delayed attendance at Geneva, and the fact that the names of its members are unknown, show that the pro-Saudi opposition lacks seriousness and responsibility. He condemned the terrorist bombings that targeted Sayed Zainab area in Damascus countryside, a terror act that had taken place on the same day, noting that a terrorist from the so-called «southern front» promised to back the Riyadh delegation with military operations on the ground.
The Islamic State lost no time to claim the responsibility for the crime (it willingly takes responsibility for actually all such crimes in the world), but there are many indicators that prove that the version of events put forward by Bashar al-Jaafari is appropriately justified. According to him, it made no sense to make Saudi Arabia responsible for preparing the list of opposition invitees. This decision was at the core of many problems related to the talks.  Saudi Arabia is not a neutral party in the Syrian conflict. Al-Jaafari also drew attention to the behavior of another terrorism sponsoring state – Turkey. Turkish President Recep Tayyip Erdogan has arrested several officers, security personnel, prosecutors, and two journalists and accused them of treason for leaking secret information about the trucks carrying weapons sent by Turkey to terrorists in Syria.
The leading Kurdish movements – the Democratic Union Party (PYD) led by Salih Muslim Muhammad and its People's Protection Units or People's Defense Units (YPG) – are not made parties to the talks. It reduces the chances for success of the conference. These organizations have joined together with the government forces to fight the Islamic State. PYD controls a big chunk of territory in the north of the country. Moscow and Damascus have come in support of PYD and YPG participation. They said it was important for the outcome of the talks. Turkey and the Riyadh-controlled High Negotiations Committee fiercely opposed the idea.
Even Washington said it would serve the purpose to invite them. The United States strives for special relationship with the Kurds by supporting them with weapons supplies and sending military instructors. At that, the US did not emphasize the need to protect the Kurds’ rights while preparing the Geneva conference. Its main efforts were focused on excluding Jaysh al-Islam (the Islam Army) and Ahrār ash-Shām (the Islamic Movement of the Free Men of the Levant) from the list of terrorist organizations (something Moscow insisted on) and making them part of the opposition delegation. Jaysh al-Islam (Islam Army) is viewed as a terrorist group by Russia.
According to Al-Monitor, there is hard evidence received from different sources to prove that the above mentioned groups have interacted with Jabhat al-Nusra.
The Kurds realize that if the United States wished, they would get the representation at the Geneva talks without great difficulties to overcome. Now PYD leaders start to suspect that the US simply plans to use the Kurds as cannon fodder.
Saleh Muslim, co-chair of the Kurdish Democratic Union Party (PYD), said «Their mentality is the same as the Nusra Front and Daesh (Islamic State)», he said of Jaysh al-Islam. «They clearly want to establish an Islamic state».
According to him, the talks are doomed to failure without the PYD – the party he leads.
Sooner or later, any war will come to an end. There is no alternative to peace settlement of the Syrian conflict. Not the Geneva proceedings, but rather the events in Syria define the final outcome. Damascus is becoming more confident and self-assured, while the opposition continues its attempts to torpedo the peace talks. By doing so, it risks losing all the support it has inside the country. By obstructing the talks to make them delayed till late February the Saudi-sponsored opposition shot itself in the foot.

Pentagon wants $582bn in 2017 budget, quadrupling of spending in Europe

News | 03.02.2016 | 00:28
RT - President Obama will request $582.7 billion in funding for the Pentagon as part of the fiscal year 2017 budget, Secretary of Defense Ash Carter said. It will be partly used to keep a competitive edge over Russia and China, and to quadruple spending in Europe.
Carter said part of the $582.7 billion will include $71.4 for research and development funding, adding that much of the money will focus on maintaining an edge over the competition. The defense secretary called Russia and China "our most stressing competitors."
The budget will also include $7.5 billion to fight Islamic State, $8.1 billion for submarines, and $1.8 billion on munitions, according to Carter.
Carter said the budget was guided by five factors: the rise of power from Russia and China; the threat of North Korea to the US and its Pacific allies; Iran's “malign influence” against allies in the Gulf; and the ongoing fight against Islamic State (IS, formerly ISIS/ISIL).
“We don’t have the luxury of just one opponent, or the choice between current fights and future fights – we have to do both,” Carter said. “And that’s what our budget is designed to do.”
He added that in the past, the Defense Department "tended to focus and plan and prepare for whatever big war people thought was coming over the horizon," but that such tactics "won't work for the world we live in today."
Spending in Europe
The Pentagon will also more than quadruple its spending in Europe, from $789 million to $3.4 billion, to reassure allies and deter so-called Russian aggression. This is expected to include more US forces in Europe, more training and exercising, the positioning of military equipment, and improving infrastructure there.
"While we do not desire conflict of any kind with any of these nations – and let me be clear, though they pose some similar defense challenges they are very different nations and situations – we also cannot blind ourselves to the actions they appear to choose to pursue," Carter said.
Islamic State
When speaking about ISIS, Carter said "we need to keep ISIL down."
"Our strategic approach is to keep motivated local forces which are hard to find. We have to take Mosul and we have to take Raqqa in order to make sure that there is no Islamic State," he said.
Carter noted that Americans will lead the fight against the militant group, but that other countries need to do their part.
"Many of them are not doing that much," Carter said.
The Pentagon plans to boost its spending on the war against ISIS in Iraq and Syria by 50 percent from last year, to $7.5 billion. Of that total, $1.8 billion will go to buying more than 45,000 GPS-guided smart bombs and laser-guided rockets, Carter said.
The Defense Department will also aim to delay the retirement of the A-10 attack jet, which has been dropping bombs on ISIS, until 2020.
North Korea
Referencing North Korea, Carter said the US is "keeping an eye on the DMZ (Korean Demilitarized Zone) every minute of the day."
“...Don’t forget nuclear weapons coupled with ballistic missiles in the hands of North Korea, coupled with…how do I say this…their odd demeanor [is a bad thing]," he added.
Gitmo
Carter said he would like to see Guantanamo Bay closed.
“I would like to see Guantanamo closed, but here...is the issue. There are people in the detention facility, there’s no way to say this, [that] have to be contained. So it needs to be closed safely...there needs to be another place to keep them."
He added that he would "rather not leave this detention business to the next president. We need to work with Congress..."
Snowden
When asked about damaged inflicted by NSA whistleblower Edward Snowden, Carter said: “It was damaging to security, to work with other countries, but most importantly [it] hurt trust with industry. For companies, it has been used as a guise for protectionism. It has put our companies at a disadvantage. Some countries say 'store your data in our country, it will be safer here.'"
“When I was a physicist, the generation before me had a reflex that it was important to use your knowledge for the public good. I do find that people in Silicon Valley, these are people who are where they are because they like to do things of consequence, they see defending our country as something of consequence," Carter added.
Submarines & fighter jets
Meanwhile, the Pentagon's next five-year budget proposal will seek $13 billion in funding for a new submarine to carry nuclear ballistic missiles, along with orders for more Boeing Co (BA.N) and Lockheed Martin Corp (LMT.N) fighter jets, sources told Reuters.
According to one of the sources, the Pentagon will underscore the need to fund all three areas of a US strategic deterrent "triad." This includes a new Air Force bomber, a replacement for the Ohio-class submarines that carry nuclear weapons, and new nuclear-armed intercontinental ballistic missiles.
The budget will also reportedly fund the procurement of materials for the new submarines that take a long time to acquire, with funding of the first full new submarine to follow in fiscal years 2021.
The sources added that the Navy will spend over $4 billion on research and development of the new submarines, plus over $9 billion in procurement funding over the next five years.
The Navy will request funding for two Boeing F/A-18E/F Super Hornets as part of the fiscal 2017 war budget, and 14 in the fiscal 2018 budget, one of the sources said. It will likely add a request for 12 more Boeing Super Hornets to their list of "unfunded priorities" for fiscal 2017.
The five-year budget plan calls for Lockheed to sell a total of 161 F-35 fighter jets to the Navy and Marine Corps. These include 64 C-model jets that take off and land on aircraft carriers, and 97 B-model jets which can take off from shorter runways and land like a helicopter.

Washington Is The Greatest Threat To World Order - Paul Craig Roberts

EDITOR'S CHOICE | 03.02.2016 | 00:00

Sergey Naryshkin, the Chairman of the Russian Parliament says that the growing tensions in international relations result from Washington’s lack of morals and violations of international law:
“The increasing crisis in international relations is rooted in Western nations’ lack of morals and their reluctance to observe basic norms of international law”, the State Duma chairman Sergey Naryshkin has said. “The tensions in the international situation have seriously increased over the past few years and this happens primarily because a group of Western nations, first of all, the United States of America, are neglecting the major principles of international law or interpret them freely,” Interfax quoted the Russian parliamentary leader as saying at a meeting with law students on Monday.
“I would be more direct – it happens due to the lack of morals”, Naryshkin added. He emphasized that the argument of “American exceptionalism” often used by many US politicians was against not only the legal principle of equality of all nations and peoples, but also contradicted basic human morality.
The Duma speaker also said that at the moment he considered Russia as the key protector of the basic foundations of international law. He noted that as one of the victor nations in World War II, Russia played a decisive role in introducing international law and that it had paid a great price for this achievement.
In May 2015, Naryshkin published an article in the Rossiyskaya Gazeta daily in which he urged European politicians to stop heeding advice from the United States and to start working on common Eurasian economic interests with Russia. If this doesn’t happen, Washington will eventually destroy the EU’s economic sovereignty by skilful manipulation of WTO mechanisms, Naryshkin wrote.
Naryshkin has also backed the idea of a future merger between the Russian Federation and the European Union, and suggested immediately starting consultations. The idea of the possibility of such a merger originally came from Czech President Milos Zeman, who confessed to having a dream that one day Russia would join the EU.
Naryshkin has a good point. Until the advent of the “war on terror”, torture was a rarely used tool of post-WW II governments in Europe and the US. But in the 21st century illegal torture became so commonplace that a magazine, Torture, was created to expose and combat torture. The magazine’s editorial board consists of Nilantha Ilangamuwa, Lauren Glenmere, and Eric Bailey.
In the current issue, Marjorie Cohn explains that “Torture Is Just Plain Wrong”. Morton Koch Andersen and Erik Wendt explain “Law As Repression”. Ron Jacobs explains “The Murderer As Hero”, as epitomized by American Sniper and the TV series NCIS. Noam Chomsky explains the disappearance of the US Constitution:
“The constitutional lawyer in the White House has introduced further modifications. His Justice Department explained that “due process of law” – at least where “terrorism offences” are concerned – is satisfied by internal deliberations within the executive branch. King John would have nodded in approval. The term “guilty” has also been given a refined interpretation: it now means “targeted for assassination by the White House.” Furthermore, the burden of proof has been shifted to those already assassinated by executive whim. As the New York Times reported, ‘Mr. Obama embraced a disputed method for counting civilian casualties that in effect counts all military-age males in a strike zone as combatants... unless there is explicit intelligence posthumously proving them innocent.’ The guiding principles are clear: force reigns supreme; “law” and “justice” and other frivolities can be left to sentimentalists.”
Government in America reeks of lawlessness and violence, whether it is the police shooting down citizens on their streets and in their homes or the military killing and displacing millions of Muslims in Washington’s attacks on seven countries. I explain the enormous threat that Washington presents to the world in my latest book, The Neoconservative Threat To World Order.

500,000 Russians living in Germany Want to Return Home

News | 03.02.2016 | 00:03

fort-russ - About half a million Russian Germans, who had moved to Germany in the past, expressed a desire to return to Russia, said the head of the party of immigrants and migrants in Germany "Unity" (Einheit)  - Dimitri Rempel.

"According to our estimates, up to 500 thousand people show an interest and are willing to leave the territory for the Russian Federation. This figure is approximate because there is no reliable information," said Rempel on the air of the Crimean radio station "Russia today".

However, he stressed that the move requires a complex programme.

"Some people already left in a rather chaotic manner, they found themselves a place to stay and faced certain problems in obtaining residence permits, health insurance. If there is a specific comprehensive program, the number of people will be comparable to the numbers that we said," said Rempel.

According to him, the Russian Germans are thinking about moving to Russia because of the difficult situation in Germany, particularly with the influx of refugees.

"The crime situation with refugees has already inspired people to think about looking for a new country where they could move. And of course, knowing the language, culture and tradition – Russia has become the most attractive country for resettlement," – said the politician.

Rempel visited Crimea on an official visit to discuss issues of cooperation in the sphere of tourism, sport and public diplomacy. Earlier on Monday, it was reported that, according to a study conducted by the Cologne Institute of German economy (IW), the placement, maintenance and integration of refugees, including language courses, will cost the German state almost 50 billion euros between 2016/2017.

Recall that on November 10th, the European border Agency Frontex reported that the external borders of the European Union, from 1st January to 1st November 2015, saw 1.2 million illegal migrants cross, which is an absolute record in the history of the EU. Frontex did not give any estimates about the number of cases that could not be resolved by the European border authorities. The European Commission stated that the EU is experiencing the largest migration crisis since the Second world war.
