NATO’s Shadow of Nazi Operation Barbarossa

NATO’s Operation Atlantic Resolve paced ahead this week with the latest arrival of more US military forces in the Baltic region. Under the guise of defending eastern Europe from «Russian aggression», more than 100 Abrams tanks and Bradley armoured personnel carriers rolled into Latvia. Last month, a similar motorised display of military support was deployed in Estonia – in the town of Narva – with American flags flown by the US Army’s Second Calvary Regiment just 300 metres from the Russian border.
Narva protrudes sharply eastward – like a metaphorical blade – into Russian territory. It is only some 100 kilometres from St Petersburg – Russia’s second city after Moscow, and with a searing history of military assault by Nazi Germany during 1941-44. The siege of St Petersburg, formerly Leningrad, caused over one million Russians to perish, mainly from hunger, before the German Wehrmacht was eventually pushed back and defeated by the Soviet Red Army. More on that in a moment. 
Back to the present: US General John O’Conner said of the latest deployment in Latvia that American troops would «deter Russian aggression», adding with Orwellian prose: «Freedom must be fought for, freedom must be defended».
The US-led Operation Atlantic Resolve has seen a surge in American military presence in the Baltic countries and other eastern European members of the NATO alliance over the past year. Technically, it is claimed that the US forces are «on tour duty» and therefore not transgressing past agreements with Russia to limit NATO permanent forces on Russia’s borders. But semantics aside, it is hard not to see that Washington has, in effect, significantly stepped up its military footprint in a geo-strategically sensitive region, in brazen contravention of erstwhile commitments made to Moscow. NATO warplane sorties have increased four-fold in the Baltic region over the past year, as have NATO warships in the Black Sea. 
Citing «Russian aggression», Washington and amenable rightwing governments in Lithuania, Latvia and Estonia, are giving themselves a licence to do what they are forbidden to do under binding accords, such as the NATO-Russia Founding Act signed in the 1990s, – namely, to expand military forces on Russia’s western borders. Operation Atlantic Resolve is predicated on unsubstantiated US-led claims – propaganda – that Russia is the source of aggression, primarily in Ukraine, and to the rest of Europe. Fact: Russia is not in Ukraine or any European country. 
Such blatant inversion of reality is part of the «psyops» in the US-led propaganda offensive. 
US commanded military exercises, including live-fire drills and the installation of Patriot and Cruise missiles, are scheduled to take place over the next months in the Baltic countries, Poland, Czech Republic, Hungary, Romania, Bulgaria, as well as Ukraine and Georgia on Russia’s southern flank. The latter two reveal the wider non-NATO dimension of Washington’s geopolitical agenda.
US Colonel Michael Foster said of the forthcoming military exercises across Europe: «So by the end of the summer, you could very well see an operation that stretches from the Baltic all the way down to the Black Sea.»
It is doubtful that this American colonel understands the historical significance of his excited military vista. Part of the problem is that Americans and many other Westerners have such a paucity of historical understanding. They are inebriated with Western Victors’ History, which is bereft of real causes and effects. It is a propagandised version of chronological events, with the causal forces omitted, and which is used to justify the subsequent actions of Western powers. This inebriated understanding of history explains why history seems to so often repeat. Without understanding the real causes of events, how can repetition be averted? And that’s just the way Western corporate rulers like it, with their culpability obscured from public view.
Let’s have a look at US-led Operation Atlantic Resolve in a more realistic, historical perspective. Then we might appreciate that it has the scope and unerring sinister resonance with a previous military development – Operation Barbarossa – the mammoth invasion of Soviet Russia that was launched by Nazi Germany in the summer of 1941. 
Furthermore this is not superficial analogy indulging in sensationalism. If we look into the ideological motive forces there is a consistent continuum.
Nazi Germany’s unprovoked assault on the Soviet Union in June 1941 was the biggest military invasion ever in the history of modern warfare. It led to the death of some 30 million Russians at the hands of the Waffen-SS and Einsatzgruppen extermination squads, along with forced starvation, disease and appalling privations, such as in the cities of St Petersburg and Volgograd (Stalingrad). 
Operation Barbarossa, like Operation Atlantic Resolve, spanned from the Baltic to the Black Sea, with key invasion points through Estonia, Poland and Ukraine. And we wonder why the current Kiev regime’s onslaught on the ethnic Russian people of eastern Ukraine is deemed so provocative to Russia? During Operation Barbarossa, Ukrainian regiments served as auxiliaries to the Waffen-SS in the mass murder of millions of fellow Ukrainians, Russians, Poles, Gypsies, Jews and others. All were seen as «untermenschen» (sub-humans) to be eliminated by the «exceptional» Germanic «Aryan race». 
When Adolf Hitler wrote his infamous manifesto, Mein Kampf, in 1925, he postulated that Germany’s imperial greatness would be realised by crushing Soviet Russia. The necessary «lebensraum» (expansion) would be by conquest of the eastern region, which he disparaged as being populated by «untermenschen slavs ruled by Bolshevik Jews». Hitler’s hatred of Jewry was only matched by his utter detestation of Communist Russia. Both had to be exterminated, in his view.
Western conventional history tends to focus on Hitler’s anti-Semitism and Final Solution as being directed primarily at Jews. The truth is that Hitler and Nazi Germany was equally obsessed with destroying Soviet Russia. This obsession with Soviet Russia was intimately shared within Western ruling circles in the years preluding the Second World War. 
In 1918 at the end of the First World War, and despite all its horrors and 20 million death toll, US Secretary of State Robert Lansing was vexed by quite another matter when he wrote: «Bolshevism is the most hideous and monstrous thing that the human mind has ever conceived… it is worse, far worse, than a Prussianised Germany, and would mean an ever greater menace to human liberty.»
Russia’s October Revolution of 1917 and the threat of communist insurrection worldwide presented Western rulers with a staggering nightmare. This was underlined by the crisis in capitalism at that time and its quagmire of economic recession, social collapse and the looming Great Depression, not unlike today’s crisis.
Fascism in Europe – from Portugal, Spain, Italy to Germany – was courted by Western elites as a bulwark against the spread of socialist movements inspired by Russia’s October Revolution. Hitler’s Germany with its industrial prowess was seen as a particularly favourite strong-arm, anti-Soviet regime, which would crush a growing European labour movement as well as the perceived geopolitical rival of Russia to Western capitalism.
It is a matter of record that US corporations, from Wall Street banks to Ford and General Motors, invested heavily in building up the Nazi war machine during the 1930s. The Fuhrer was also covertly engaged by the British Conservative elite, led by Prime Minister Neville Chamberlain and his Foreign Secretary Lord Halifax, whereby he was given a «freehand» to expand eastwards. When Nazi Germany annexed Austria and Czech Sudetenland in 1938, that was just the beginning of the eventual intended assault on the Soviet Union that the Western rulers were quietly rooting for. When Operation Barbarossa came in the summer of 1941, the largest military invasion in history was thus fulfilling a deeply held strategic agenda to crush Russia as a geopolitical rival, not just to Germany but to the Western powers who had covertly built up the Nazi war machine. 
A quirk in the historical matrix saw the Western governments go to war with Nazi Germany for their own tactical interests. But the telling point is that as soon as the Second World War closed these same Western powers began recruiting Nazi agents, intelligence and assassins to assist in the new Cold War against the Soviet Union. Ukraine and the Baltic countries were again instrumental in the postwar subterfuge against Russia as they had been under the Nazi’s Operation Barbarossa, only this time they were recruited by the CIA, MI6 and US-led NATO, formed in 1949. 
Today, Russia may no longer profess Bolshevism as a state ideology. And we are not predicting here that the current US-led NATO manoeuvres around Russian territory are going to precipitate into an all-out military attack. That is beside the main issue. The point is that Russia still presents a problematic rival to American and Western hegemony. Moscow under Vladimir Putin is seen as an obstacle to US-led capitalist domination of Asia and the rest of the world. Russia’s stolid insistence on abiding by international law is an irksome impediment to Washington’s «exceptional» petulance to use military force whenever and wherever it wants to underpin its putative global hegemony. International popular support for Putin as a respected world statesman, together with widespread disdain for US rulers, is also another source of intense chagrin to Washington. This is the context in which we should assess the US-led hostility toward Russia and the latent war signals that emanate from Operation Atlantic Resolve.
The historical resonances over the past century are the same. Operation Barbarossa and Operation Atlantic Resolve are part of the same continuum of Western aggression towards Russia. Russia is deemed to be a countervailing force to Western hegemony, and therefore must be removed.
For Russia, the menacing military encirclement of Operation Atlantic Resolve has profoundly bad resonance with the past, and for good reasoning. Operation Barbarossa – only 74 years ago – is seared into Russian consciousness through immense human suffering. Russia was then on the brink of extirpation and was only saved by the heroic sacrifice of millions of its people; any nation would never allow such a danger to ever come close again. 
The West has never suffered in history to the depth that the Russian people have; and therefore many in the West, especially the pampered elite rulers, have no idea of how resolute Russians are in defending their homeland. Vladimir Putin’s home city is St Petersburg, the city where one million died from Nazi siege. 
When Western leaders talk breathlessly about «defending freedom» and glibly pillory Russians for being «paranoid» their Godawful inebriated ignorance of history is just cause for even more alarm. 
Russia can perceive, rightly, the continuum of aggression.

To the people and leaders of the Islamic Republic of Iran:

It has come to our attention while observing the nuclear negotiations between Iran and the United States government that a group of 47 U.S. Senators are attempting, against the will of the majority of the American people, to sabotage any agreement due to their hope of creating additional conflict between our country and the people of Iran.
We would also like to bring to your attention that many people in the United States are aware that the United States government is in violation of a treaty approved by the Senate and signed into law. The treaty imposes an affirmative obligation on the United States and all other countries possessing nuclear weapons to act to diminish and eventually eliminate all of their existing nuclear weapons as a condition for relieving non-nuclear countries of the need to acquire such terrifying weapons. The official name of this treaty is the Treaty on the Non-Proliferation of Nuclear Weapons or NPT.
We also wanted to bring to your attention that under the U.S. Constitution, (Article 6, Clause 2), any treaty approved by the Senate and signed into law “shall be the supreme law of the land” in the United States.
Article VI of the Nuclear Non-Proliferation Treaty requires the United States as a nuclear power to: “pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a Treaty on general and complete disarmament under strict and effective international control". (our emphasis)
We wanted to make sure that you were aware that the U.S. Constitution, recognizing the Non-Proliferation Treaty (NPT) as the supreme law of the land in the United States, requires government officials to carry out two specific tasks:
First, to eliminate the U.S. nuclear arsenal under its Treaty pledge of “general and complete disarmament under strict and effective international control;”
And second, to “pursue negotiations in good faith” with other nations for the achievement of nuclear disarmament.
As things stand, the United States is in violation of this “supreme law of the land.”
The United States is not ridding itself of nuclear weapons. It possesses thousands of operational nuclear weapons that it is not destroying. In fact, it is in the process of improving their capability, deploying them on updated fighter aircraft, and other land-attack missiles, aircraft carriers and submarine platforms at the cost of hundreds of billions of dollars in new government funding.
The United States also provides more than $4 billion in military and economic aid to the state of Israel although Israel refuses to sign the Nuclear Non-Proliferation Treaty, or allow outside inspectors, and does not deny that it possesses a considerable arsenal of nuclear weapons. We are not aware of any call by U.S. officials insisting that Israel sign the Nuclear Non-Proliferation Treaty or begin liquidating its own nuclear arsenal.  
We, the people of the United States, are also aware that Iran as a signatory to the same Non-Proliferation Treaty (NPT) has the absolute legal right, as do all signatory countries, to develop a nuclear capability for civilian energy purposes.
Article IV of the Treaty states: “Nothing in this Treaty shall be interpreted as affecting the inalienable right of all the Parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes.”
As a side note, we are also aware that when your country was ruled by a monarch installed in power in 1953 as a consequence of a CIA led-coup against the then constitutional government in Iran, the policy of the U.S. government was to encourage the development of an Iranian nuclear program.
We hope that this letter enriches your understanding that the spirit and content of the Open Letter by 47 Republican Senators does not conform with the views and desires of a broad section of public opinion inside the United States.
Their real aim in scuttling and sabotaging the current negotiations between the United States and Iran, perhaps unprecedented in the form they have chosen, is to create more conflict including the danger of military action against Iran.
Be assured that the last thing the American people want is war with or against Iran.

The trillions of dollars being spent on wars-for-profit abroad could be used here at home to rebuild our cities, educate our youth, employ our jobless, repair damage to the environment – and try to make up for the endless suffering the Pentagon is inflicting on people around the world, most of them people of color, the vast majority of whom have nothing to do with threatening us or anyone else.
Some of the connections are even more striking. Some of the very same kinds of military equipment used in Iraq was seen this past summer on the streets of Ferguson, Mo. Surveillance drones developed for use by the military are now being used by domestic police departments. The endless “war on terror” is being used to justify taking away our civil liberties here at home. This conference will be an opportunity to meet and network with activists from across the country and learn about the many struggles going on today, both at home and around the world. Speakers with decades of experience will be joined by members of the new generations of activists who are bringing fresh energy and ideas into the movement. Together, we will learn from and inspire each other.

US War on ISIS a Trojan Horse

In August of 2013, even as the words came out of US President Barack Obama’s mouth regarding an “impending” US military strike against the Syrian state, the impotence of American foreign policy loomed over him and those who wrote his speech for him like an insurmountable wall.  So absurd was America’s attempt to once again use the canard of “weapons of mass destruction” to justify yet another military intervention, that many believed America’s proxy war in Syria had finally reached its end.
The counterstroke by Russia included Syria’s immediate and unconditional surrendering of its chemical weapons arsenal, and with that, so evaporated America’s casus belli.
Few would believe if one told them then, that in 2015, that same discredited US would be routinely bombing Syrian territory and poised to justify the raising of an entire army of terrorists to wage war within Syria’s borders, yet that is precisely what is happening. President Obama has announced plans to formally increase military force in Iraq and Syria “against ISIS,” but of course includes building up huge armies of “rebels” who by all other accounts are as bad as ISIS itself (not to mention prone to joining ISIS’ ranks by the thousands).
All it took for this miraculous turn in fortune was the creation of “ISIS,” and serial provocations committed by these Hollywood-style villains seemingly engineered to reinvigorate America’s justification to militarily intervene more directly in a war it itself started in Syria beginning in 2011.
ISIS could not be a more effective part of America’s plans to overthrow the Syrian government and destroy the Syrian state if it had an office at the Pentagon.
Having failed to achieve any of its objectives in Syria, it inexplicably “invaded” Iraq, affording the US military a means of “easing into” the conflict by first confronting ISIS in Iraq, then following them back across the border into Syria. When this scheme began to lose its impact on public perception, ISIS first started executing Western hostages including several Americans. When the US needed the French on board, ISIS executed a Frenchman. When the US needed greater support in Asia, two Japanese were beheaded. And just ahead of President Obama’s recent attempt to formally authorize the use of military force against “ISIS,” a Jordanian pilot was apparently burned to death in a cage in an unprecedented act of barbarity that shocked even the most apathetic.
The theatrics of ISIS parallel those seen in a Hollywood production. This doesn’t mean ISIS didn’t really burn to death a Jordanian pilot or behead scores of hostages. But it does mean that a tremendous amount of resources and planning were put into each murder, except apparently, the effect it would have of rallying the world behind the US and its otherwise hopelessly stalled efforts to overturn the government of Syria.
Could ISIS have built a set specifically to capture dramatic shots like a flame trail passing the camera on its way to the doomed Jordanian pilot, planned crane shots, provided matching uniforms for all the extras on their diabolical movie set, but failed to consider the target audience and how they would react to their production? Could they have, just by coincidence, given exactly what the United States needed to continue its war on Syria in 2015 when it otherwise had effectively failed in 2013?
The answer is obviously no. ISIS’s theatrics were designed specifically to accomplish this. ISIS itself is a fictional creation. In reality the legions of terrorists fighting across the Arab World under the flag of “ISIS” are the same Al Qaeda militants the US, Saudi Arabia and others in an utterly unholy axis have been backing, arming and exploiting in a variety of ways for decades.
Just as the “Islamic State” in Iraq was exposed as a fictional cover for what was also essentially Al Qaeda (as reported by the NYT in their article, “Leader of Al Qaeda group in Iraq was fictional, U.S. military says“), ISIS too is just the latest and greatest re-visioning yet.
The fighters are real. Their atrocities are real. The notion that they’ve sprung out of the dunes of Syria and Iraq, picked their weapons from local date trees and have managed to wage war regionally against several collective armies is entirely fantasy. Required to maintain ISIS’ ranks would be billions in constant support. These are billions ISIS simply cannot account for from hostage ransoms and black market oil alone. The only source that could prop ISIS up for as long as it has allegedly existed and to the extent it allegedly exists, is a state or collection of states intentionally sponsoring the terrorist enterprise.
Those states are of course the chief benefactors of ISIS’ atrocities, and we can clearly see those benefactors are the US and its partners both in Europe and in the Middle East. The US would claim that the threat of ISIS necessitates them to intervene militarily in Syria (when lies about WMDs were flatly rejected by the American and international public). Of course, before the serial headline atrocities ISIS committed, the US attempted to sell this same lie but without affect. Now that sufficient blood has been split and the public sufficiently riled, the US is once again trying to move forward its agenda.
Don’t be surprised, if the US manages to succeed, that everything in Syria is left destroyed except for ISIS. A Hollywood villain this popular and effective is surely destined for a sequel in neighboring Iran or southern Russia, coincidentally where the US would like to create strife and carnage the most.

Top NATO commander General Philip Breedlove has raised hackles in Germany with his public statements about the Ukraine crisis.

US President Obama supports Chancellor Merkel's efforts at finding a diplomatic solution to the Ukraine crisis. But hawks in Washington seem determined to torpedo Berlin's approach. And NATO's top commander in Europe hasn't been helping either.

It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding.

On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day."

German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).

The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO.

The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.

The 'Super Hawk'

But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats.

Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

A mixture of political argumentation and military propaganda is necessary. But for months now, many in the Chancellery simply shake their heads each time NATO, under Breedlove's leadership, goes public with striking announcements about Russian troop or tank movements. To be sure, neither Berlin's Russia experts nor BND intelligence analysts doubt that Moscow is supporting the pro-Russian separatists. The BND even has proof of such support.

But it is the tone of Breedlove's announcements that makes Berlin uneasy. False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO -- and by extension, the entire West -- in danger of losing its credibility.

There are plenty of examples. Just over three weeks ago, during the cease-fire talks in Minsk, the Ukrainian military warned that the Russians -- even as the diplomatic marathon was ongoing -- had moved 50 tanks and dozens of rockets across the border into Luhansk. Just one day earlier, US Lieutenant General Ben Hodges had announced "direct Russian military intervention."

Senior officials in Berlin immediately asked the BND for an assessment, but the intelligence agency's satellite images showed just a few armored vehicles. Even those American intelligence officials who supply the BND with daily situation reports were much more reserved about the incident than Hodges was in his public statements. One intelligence agent says it "remains a riddle until today" how the general reached his conclusions.

Much More Cautious

"The German intelligence services generally appraise the threat level much more cautiously than the Americans do," an international military expert in Kiev confirmed.

At the beginning of the crisis, General Breedlove announced that the Russians had assembled 40,000 troops on the Ukrainian border and warned that an invasion could take place at any moment. The situation, he said, was "incredibly concerning." But intelligence officials from NATO member states had already excluded the possibility of a Russian invasion. They believed that neither the composition nor the equipment of the troops was consistent with an imminent invasion.

The experts contradicted Breedlove's view in almost every respect. There weren't 40,000 soldiers on the border, they believed, rather there were much less than 30,000 and perhaps even fewer than 20,000. Furthermore, most of the military equipment had not been brought to the border for a possible invasion, but had already been there prior to the beginning of the conflict. Furthermore, there was no evidence of logistical preparation for an invasion, such as a field headquarters.

Breedlove, though, repeatedly made inexact, contradictory or even flat-out inaccurate statements. On Nov. 18, 2014, he told the German newspaper Frankfurter Allgemeine Zeitung that there were "regular Russian army units in eastern Ukraine." One day later, he told the website of the German newsmagazine Stern that they weren't fighting units, but "mostly trainers and advisors."

He initially said there were "between 250 and 300" of them, and then "between 300 and 500." For a time, NATO was even saying there were 1,000 of them.

The fact that NATO has no intelligence agency of its own plays into Breedlove's hands. The alliance relies on intelligence gathered by agents from the US, Britain, Germany and other member states. As such, SACEUR has a wide range of information to choose from.

Influencing Breedlove

On Nov. 12, during a visit to Sofia, Bulgaria, Breedlove reported that "we have seen columns of Russian equipment -- primarily Russian tanks, Russian artillery, Russian air defense systems and Russian combat troops -- entering into Ukraine." It was, he noted, "the same thing that OSCE is reporting." But the OSCE had only observed military convoys within eastern Ukraine. OSCE observers had said nothing about troops marching in from Russia.

Breedlove sees no reason to revise his approach. "I stand by all the public statements I have made during the Ukraine crisis," he wrote to SPIEGEL in response to a request for a statement accompanied by a list of his controversial claims. He wrote that it was to be expected that assessments of NATO's intelligence center, which receives information from all 33 alliance members in addition to partner states, doesn't always match assessments made by individual nations. "It is normal that not everyone agrees with the assessments that I provide," he wrote.
He says that NATO's strategy is to "release clear, accurate and timely information regarding ongoing events." He also wrote that: "As an alliance based on the fundamental values of freedom and democracy, our response to propaganda cannot be more propaganda. It can only be the truth." The German government, meanwhile, is doing what it can to influence Breedlove. Sources in Berlin say that conversations to this end have taken place in recent weeks. But there are many at NATO headquarters in Brussels who are likewise concerned about Breedlove's statements. On Tuesday of last week, Breedlove's public appearances were an official item on the agenda of the North Atlantic Council's weekly lunch meeting. Several ambassadors present criticized Breedlove and expressed their incredulity at some of the commander's statements.

The government in Berlin is concerned that Breedlove's statements could harm the West's credibility. The West can't counter Russian propaganda with its own propaganda, "rather it must use arguments that are worthy of a constitutional state." Berlin sources also say that it has become conspicuous that Breedlove's controversial statements are often made just as a step forward has been made in the difficult negotiations aimed at a political resolution. Berlin sources say that Germany should be able to depend on its allies to support its efforts at peace.

Pressure on Obama

German foreign policy experts are united in their view of Breedlove as a hawk. "I would prefer that Breedlove's comments on political questions be intelligent and reserved," says Social Democrat parliamentarian Niels Annen, for example. "Instead, NATO in the past has always announced a new Russian offensive just as, from our point of view, the time had come for cautious optimism." Annen, who has long specialized in foreign policy, has also been frequently dissatisfied with the information provided by NATO headquarters. "We parliamentarians were often confused by information regarding alleged troop movements that were inconsistent with the information we had," he says.

The pressure on Obama from the Republicans, but also from his own political camp, is intense. Should the ceasefire in eastern Ukraine not hold, it will likely be difficult to continue refusing Kiev's requests for shipments of so-called "defensive weapons." And that would represent a dramatic escalation of the crisis. Moscow has already begun issuing threats in anticipation of such deliveries. "Any weapons deliveries to Kiev will escalate the tensions and would unhinge European security," Nikolai Patrushev, secretary of Russia's national security council, told the Russian newspaper Komsomolskaya Pravda on Wednesday.

Although President Obama has decided for the time being to give European diplomacy a chance, hawks like Breedlove or Victoria Nuland are doing what they can to pave the way for weapons deliveries. "We can fight against the Europeans, fight against them rhetorically," Nuland said during a private meeting of American officials on the sidelines of the Munich Security Conference at the beginning of February.

In reporting on the meeting later, the German tabloid Bild reported that Nuland referred to the chancellor's early February trip to Moscow for talks with Putin as "Merkel's Moscow stuff." No wonder, then, that people in Berlin have the impression that important power brokers in Washington are working against the Europeans. Berlin officials have noticed that, following the visit of American politicians or military leaders in Kiev, Ukrainian officials are much more bellicose and optimistic about the Ukrainian military's ability to win the conflict on the battlefield. "We then have to laboriously bring the Ukrainians back onto the course of negotiations," said one Berlin official.

Nuland Diplomacy

Nuland, who is seen as a possible secretary of state should the Republicans win back the White House in next year's presidential election, is an important voice in US policy concerning Ukraine and Russia. She has never sought to hide her emotional bond to Russia, even saying "I love Russia." Her grandparents immigrated to the US from Bessarabia, which belonged to the Russian empire at the time. Nuland speaks Russian fluently.

She is also very direct. She can be very keen and entertaining, but has been known to take on an undiplomatic tone -- and has not always been wrong to do so. Mykola Asarov, who was prime minister under toppled Ukrainian President Viktor Yanukovych, recalls that Nuland basically blackmailed Yanukovych in order to prevent greater bloodshed in Kiev during the Maidan protests. "No violence against the protesters or you'll fall," Nuland told him according to Asarov. She also, he said, threatened tough economic and political sanctions against both Ukraine and the country's leaders. According to Asarov, Nuland said that, were violence used against the protesters on Maidan Square, information about the money he and his cronies had taken out of the country would be made public.

Nuland has also been open -- at least internally -- about her contempt for European weakness and is famous for having said "F..* the EU" during the initial days of the Ukraine crisis in February of 2014. Her husband, the neo-conservative Robert Kagan, is, after all, the originator of the idea that Americans are from Mars and Europeans, unwilling as they are to realize that true security depends on military power, are from Venus.

When it comes to the goal of delivering weapons to Ukraine, Nuland and Breedlove work hand-in-hand. On the first day of the Munich Security Conference, the two gathered the US delegation behind closed doors to discuss their strategy for breaking Europe's resistance to arming Ukraine.
On the seventh floor of the Bayerischer Hof hotel in the heart of Munich, it was Nuland who began coaching. "While talking to the Europeans this weekend, you need to make the case that Russia is putting in more and more offensive stuff while we want to help the Ukrainians defend against these systems," Nuland said. "It is defensive in nature although some of it has lethality."

Training Troops?

Breedlove complemented that with the military details, saying that moderate weapons aid was inevitable -- otherwise neither sanctions nor diplomatic pressure would have any effect. "If we can increase the cost for Russia on the battlefield, the other tools will become more effective," he said. "That's what we should do here."
In Berlin, top politicians have always considered a common position vis-a-vis Russia as a necessary prerequisite for success in peace efforts. For the time being, that common front is still holding, but the dispute is a fundamental one -- and hinges on the question of whether diplomacy can be successful without the threat of military action. 

Additionally, the trans-Atlantic partners also have differing goals. Whereas the aim of the Franco-German initiative is to stabilize the situation in Ukraine, it is Russia that concerns hawks within the US administration. They want to drive back Moscow's influence in the region and destabilize Putin's power. For them, the dream outcome would be regime change in Moscow.

A massive troop training range is located in Yavoriv in western Ukraine near the Polish border. During Soviet times, it served as the westernmost military district in the Soviet Union. Since 1998, though, it has been used for joint exercises by Ukrainian forces together with the United States and NATO. Yavoriv is also the site where US soldiers want to train members of the Ukrainian National Guard for their future battle against the separatists. According to the Pentagon's plans, American officers would train the Ukrainians on how to use American artillery-locating radar devices. At least that's what US Army in Europe commander Lt. Gen. Hodges announced in January.

The training was actually supposed to start at the beginning of March. Before it began, however, President Obama temporarily put it on hold in order to give the ceasefire agreement reached in Minsk a chance. Still, the hawks remain confident that they will soon come a step closer to their goal. On Tuesday, Hodges said during an appearance in Berlin that he expects the training will still begin at some point this month.

Jürgen Todenhöfer Offener Brief an die Kanzlerin "Schickt endlich die versprochene Hilfe nach Gaza!"


Liebe Freunde und Nahostinteressierte,  diesmal ist der Brief hier unten von J.Todenhöfer eigentlich das wichtigste, der hoffentlich bei der Adressatin – AM- endlich Wirkung zeigt. Dass in Israel die Wahl bevorsteht, wird in Uris Artikeln deutlich.  Der Internationale Frauentag am 8.3. wurde auf der WestbanK, mit  einer großen Demo  begangen, die 34 000 obdachlosen Frauen in Gaza hatten andere Probleme. Die Beduinen bei Abu Dies, die ich auch einmal nach einer Vertreibung besucht hatte, wurden wieder vertrieben, israelische Soldaten zerstören Getreidefelder – unglaublich wie vieles. Also die Gewalt der Besatzungsmacht wird immer aggressiver, als ob die Palästinenser keine Menschen wären. Was wird nur aus der jungen  schwer traumatisierten Generation?  Ob sie nochmal Frieden erlebt?  Das wünsche ich denen und uns Salam und Shalom! Ellen Rohlfs

Liebe Frau Bundeskanzlerin, mit Erfolg haben Sie in jüngster Vergangenheit bei schwierigen internationalen Konflikten die Rolle der "ehrlichen Maklerin" übernommen. Es gibt einen kleinen, vergessenen Landstrich, der dringend einen ehrlichen Makler braucht : Gaza.
Seit dem Waffenstillstand vor 6 Monaten kümmert sich niemand um die unzähligen seelisch Leidenden, Hungernden, Frierenden, in den Ruinen ihrer Wohnungen Dahinvegetierenden. Es gibt kein deutsches Wort, das das grenzenlose Elend und Leid der 1.8 Mio. Gefangenen von Gaza angemessen beschreibt.

Haben Sie von dem kleinen Mädchen Rahaf Abu Assi erfahren, Frau Merkel, das im Januar in ihrem zerstörten Haus bei Khan Younis erfror? (Foto). Wahrscheinlich nicht, denn unsere Medien berichteten nicht darüber. Rahaf ist nur zwei Monate alt geworden. Sie starb den Kältetod. So wie die zwei Monate alte Salma Al-Masri, der wenige Wochen alte Adel Al-Laham, der nur 50 Tage alt gewordene Moemen und der sechs Monate alte Wadie.

Die Situation der Menschen von Gaza ist nicht nur eine Tragödie. Sie ist eine Schande für eine Welt, die sich der Würde des Menschen verpflichtet fühlt. Wir begehen jeden Tag, an dem wir das Leid der Menschen von Gaza verdrängen, Verrat an unseren eigenen Werten.

Von den 5.4 Milliarden US-Dollar, die auf der Hilfskonferenz für Gaza im vergangenen Oktober in Kairo zugesagt wurden, ist in Gaza bis heute kaum etwas angekommen. UNRWA, das Hilfsprogramm der UN für Palästina, musste seine Wiederaufbauhilfe für den Gazastreifen bereits Ende Januar wegen akuten Geldmangels einstellen. Nichts geht mehr in Gaza. Außer Hunger, Krankheit, Tod.

In Ihrer Rede vom 18.3.2008 vor der Knesset in Jerusalem haben Sie gesagt: „Jede Bundesregierung und jeder Bundeskanzler vor mir waren der besonderen historischen Verantwortung Deutschlands für die Sicherheit Israels verpflichtet. Diese historische Verantwortung Deutschlands ist Teil der Staatsräson meines Landes. Das heißt, die Sicherheit Israels ist für mich als deutsche Bundeskanzlerin niemals verhandelbar.“

Sehr geehrte Frau Angela Merkel, darf man dann das Recht der Palästinenser auf ein Leben in Würde und Sicherheit missachten? Haben nicht die Palästinenser letztlich einen großen Teil der deutschen Schuld bezahlt? Einen größeren als wir Deutschen selbst?

Der Sicherheit Israels verpflichtet zu sein bedeutet, dass man sich für die Menschenrechte in ganz Palästina einsetzen muss. Und für ein lebenswertes Leben in Gaza. Ohne Mauern, Stacheldraht, tägliche Schikanen, Übergriffe und totale Perspektivlosigkeit. Sonst kann es auch für Israel nie Frieden geben.

Ich habe immer wieder die Kraft und Konsequenz bewundert, mit der Sie fernste Länder besuchen. Warum reisen Sie nicht einmal in das nahe Gaza? Sie wären erschüttert, wenn Sie das Leid der Gefangenen, Ausgebombten und im Stich Gelassenen von Gaza einmal mit eigenen Augen erleben würden.
Bitte schenken Sie den Menschen von Gaza dieses Zeichen von Aufmerksamkeit und Mitgefühl!

Wir müssen den Eltern von Rahaf, Salma, Adel, Moemen, Wadie und allen anderen Eltern Gazas, zeigen, dass wir in ihnen gleichwertige Nachbarn sehen. Dass ihr Schicksal auch unser Schicksal ist. Dass die Palästinenser nicht Menschen zweiter Klasse sind. Wir müssen beweisen, dass ihre Würde für uns nicht nur ein leeres Wort, sondern Verpflichtung ist. Auch im Interesse Israels und seiner langfristigen Sicherheit!

Deutschland hat mehr als jedes andere Land der Welt die Pflicht, sich als ehrlicher Makler im Palästina-Konflikt zu engagieren. Ich bitte Sie um dieses Engagement für beide Seiten.

Sie könnten als deutsche Kanzlerin ganz konkret die Initiative ergreifen, dass die versprochenen internationalen Hilfsgelder unverzüglich nach Gaza gelangen. Mit der Ihnen eigenen Entschlossenheit und Durchsetzungskraft würden Sie es schaffen. Gaza stirbt, aber Gaza darf nicht sterben.

USA setzten Venezuela auf Sanktionsliste

In einem Artikel von Russia Today wird offensichtlich, mit welchen widerlichen, aggressiven und feigen Methoden die US-Imperialisten das fortschrittliche und volksorientierte Venezuela in die Knie zwingen will. Sie setzten Venezuela einfach auf die Sanktionsliste, weil die Regierung dort die eigenen reichhaltigen Ölvorkommen nicht für ein paar US-Cent an die Finanzoligarchen verscherbeln will, damit diese sich in ihrer unbändigen Gier die Säckel noch voller stopfen können, wie dies früher unter „genehmen“ Regierungen der Fall war. Stattdessen „erdreistet“ sich die venezolanische Regierung, mit den eingenommenen Petro-Dollars die Grundnahrungsmittel zu subventionieren, Bildung und Gesundheitswesen auszubauen und Infrastrukturmaßnahmen zu fördern.
Dass dies nicht lange gut gehen konnte, war voraussehbar, denn bei allem Negativen, das die USA zu bieten haben, sind sie in dieser Richtung doch sehr berechenbar. Sie haben noch nie lange zugeschaut, wenn ein Präsident nicht nach ihrer Pfeife tanzen sondern für sein Volk ein besseres Leben in Anstand und Würde verwirklicht sehen will. Bestes Beispiel war ja bekanntlich die Ermordung von Salvador Allende in Chile durch die CIA, der den Fehler beging, nicht bedingungslos den US-Amerikanern zu folgen um Chiles Bodenschätze, Landwirtschaft und Fischerei ausbeuten zu lassen. Bei der nachfolgenden dunklen Epoche unter Pinochet schaute man nicht nur allzugerne bei den eklatanten Menschenrechtsverbrechen seines Regimes weg sondern half bei diesen sogar.
Es bleibt nur eine Frage der Zeit, wann die USA gegen die fortschrittlichen Staaten wie Venezuela, Bolivien und Ecuador die „Menschenrechts“keule mit konstruierten „Menschenrechts“verbrechen wie im Falle der DVR Korea oder Syriens noch mächtiger schwingen werden, obwohl sie selber die größten Menschenrechtsverbrecher sind. Dies ist übrigens sicherlich der Grund, weshalb sie die Ratifizierung des Statuts des Internationalen Strafgerichtshofs ablehnen und nie unterzeichnen werden. Sie wissen nur allzu gut, dass dann alle US-Präsidenten, Regierungsbeamte und Folterknechte vor Gericht gestellt würden.
