The Syrian conflict has unfolded into a horrific humanitarian disaster that should be dealt with through a joint effort by all parties involved. Russia has been providing humanitarian assistance to the people of Syria ever since the conflict started.
We have been doing this jointly with the Syrian Government as well as through the International Committee of the Red Cross, the UN Refugee Agency, the UN Development Program and other authorized international agencies. We are in contact with Damascus to facilitate the activities of the UN agencies and NGOs in Syria. The Russian air forces in Syria started its own humanitarian mission on January 15. Humanitarian assistance is also sent to Syria by Russia's NGOs (for more details read here).
It is obvious that due to the conflict and spread of terrorism the humanitarian potential of the Syrian Government is limited to the areas under its control. Even under these circumstances, Damascus provides vital social and economic services in uncontrolled regions, providing people with water and electricity, paying out wages and welfare benefits.
The humanitarian problems are to be a subject, but not a precondition, of the forthcoming intra-Syrian negotiations in Geneva on the basis of the UNSC Resolution 2254. A solution of the humanitarian crisis is to be pursued by each party to the conflict as well as "external players". It will not be an overstatement to say that the best way to put an end to the human suffering in Syria and beyond is to reach a political settlement starting with a cease-fire and accompanied by international reconstruction assistance. But terrorists with their barbaric agenda have to be isolated and defeated first.
Attention should also be paid to the areas where people are under siege by the opposition and terrorists. About 250,000 are trapped in the city of Deir al-Zour, which is surrounded by the ISIS jihadists. Jabhat al-Nusra and the Islamic group Ahrar al-Sham laid siege to the two villages in Syria's northern Idlib province - Kefraya and al-Fua. 80,000 people have been blocked in Nubul and Az-Zahra in Aleppo Province.
Meanwhile, there is evidence provided by NGOs that the Syrian authorities closely cooperate with the United Nations and a number of NGOs in providing humanitarian aid to the people of Syria. Thus, the Syrian Government meets its obligations specified in the UNSC "humanitarian" resolutions. At the same time, anti-government forces have often been breaking the Istanbul cease-fire agreement of 24 September, 2015. Terrorists have been using civilians as a "human shield". Militants on a regular basis have been refusing UN officials access to the besieged areas.
It is worth mentioning that the sanctions and embargoes imposed by the West on Syria is a major factor in the dire humanitarian situation. I wonder if this issue will be brought up at the forthcoming "humanitarian" conference on Syria in London.

Der Schierlingsbecher, politische Morde und Heiligsprechungen

- ein Diskussionsbeitrag von Gerhard Nauman (Auszug)

Nachtrag zum Beitrag"Sokrates oder Stein sein" (Rezension des Buches "Der Sokrates Prozess von I.F. Stone) von Irene Eckert vom  24. 01. 16

"Da wäre z.B. Jeanne d‘Arc.

Alles Länder, die einen anderen way of life einschlugen oder einschlagen möchten.

Syrian oppositions wait for UN response on demands, undecided on participation in Geneva talks

News | 28.01.2016 | 09:01

Xinhua - Syrian oppositions have ended their meetings here Wednesday without reaching a final decision over whether they would participate in Syrian peace talks in Geneva, Al Arabia local news reported on Wednesday.

Head of the Kurdish Democratic Party Sheikh Salem Al Muslat told Al Arabia the meeting will continue on Thursday, adding that their fellow opposition members will continue to wait for the UN response of their demands.

The oppositions released on Tuesday a statement demanding genuine improvements on the ground before starting the negotiations.

The group said it is open to the eventual participation in the talks scheduled to begin on Friday.

The talks stem from an agreement reached in Vienna, Austria, in November by the International Syria Support Group, comprising the Arab League, the European Union, the United Nations, and 17 countries including the United States, Russia and China, as part of an effort to end the five-year-long war with an agreement on new governance, a new constitution and new elections.

The first phase could last two to three weeks before preparations are made for further phases and there will be no opening ceremony, de Mistura said, stressing that there will be a substantial presence of civil society and women, who represent 51 percent of the total population.

Sabotaging the Syrian Peace Process?

US Army Launches Ground Offensive in Syria and Iraq (101st Airborne Division deploys to Middle East)

Peter KORZUN | 27.01.2016 | 00:00

In a significant change of strategy, the United States has announced that it is going to deploy «boots on the ground» soon to assist local forces in fighting the extremist group Islamic State (IS).
With the Iraq and Afghanistan wars fresh in memory, the US has made public its decision to get involved militarily in another Middle East conflict.
US Vice President Joe Biden said on January 23 that the United States and Turkey were prepared for a military solution against the Islamic State in Syria should the Syrian government and rebels fail to reach a political settlement.
The Syria peace talks planned to begin on January 25 in Geneva are at risk of being delayed partly because of a dispute over the composition of the opposition delegation.
The US plans are detailed enough. «The storied 101st Airborne Division will soon deploy 1,800 troops to Iraq to aid in the fight against ISIL (Islamic State). They will head there with the support of the American people and armed with a clear campaign plan to help our allies deliver the barbaric organization a lasting defeat», writes US Defense Secretary Ashton Carter in an article published by Politico.
The Secretary said the US focuses on three military objectives. One, to take back the cities of Mosul, Iraq and Raqqah, Syria – the objectives that constitute terrorists’ centers of gravity. Two, fight the Islamic State (IS) group worldwide. Three, protect the homeland.
The same day CNBC quoted a statement by the US Secretary of defense Ashton Carter that the Western coalition to use ground troops in the fight against the terrorist group in Syria and Iraq.
Though the US military presence in Iraq has been steadily growing over the past year-and-a-half, this marks the first time a senior official acknowledged the presence of combat troops (not instructors) on spot. The policy shift is a clear turnaround from the Obama's previous stance of not deploying combat troops in Iraq and Syria and one sure to shape the foreign policy debate in the 2016 election. These announcements provoke experts into making a lot of hay over whether that meant the US was engaged in ground war in these countries. Secretary Carter told Congress members that American soldiers would be conducting raids in places including Syria as far back as last October.
The US War Powers Resolution requires the President to notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than 60 days, with a further 30 day withdrawal period, without a Congressional authorization for use of military force or a declaration of war.
The US ground presence in Iraq, which began with the commitment of a mere 300 advisors in June of 2014, has increased to over 3,500. In Syria, the Obama Administration has moved to establish a permanent presence by US special operators, ostensibly to bolster the logistics of local fighters battling the jihadists. This isn’t the first time US special operations units have been on the ground in Syria, but it is the first time they will stay. Like in Vietnam, Lebanon, Somalia and a host of other locations, the commitment of ground troops gradually grows into an often ill-defined unpopular military campaign in a country of marginal consequence.
The new White House policy directly contradicts multiple promises personally made by President Barack Obama that he would not put combat boots on the ground in Syria.
«I will not put American boots on the ground in Syria», Obama said during a televised national address on September 10, 2013. «I will not pursue an open-ended action like Iraq or Afghanistan».
During his 2013 address, Obama said one major reason for his firm, no-troops-in-Syria policy is that Americans are «sick and tired» of aimless, unending wars in the Middle East. The Obama administration is yet to publicly identify the goals it plans to achieve through the deployment of combat troops in Syria.
The Islamic State became a major player in the region after US departure from Iraq. The US military had largely wiped out extremists in the province of Anbar before withdrawing. With US troops gone, the group was able to rebuild in what is often referred to by outsiders as the «vacuum» that followed America’s presence. Winning war, the US fails to build peace with no local governments and militaries in place to effectively maintain law and order. The probability is great that injecting US ground forces into the fight against the Islamic State would result in the very same thing America has experienced all too frequently in recent years – a kind of perpetual war with little chance of reaching the expected outcome and the risk to spark broader escalation. This is confirmed by terrible outcomes of the recent operations in Libya and the mishandled ventures in Iraq and Afghanistan.
There is a crucially important aspect of the matter that the US leaders have not mentioned in their statements. What other countries will commit ground forces? Have they made arrangements regarding the rules of engagement? What norms of international law exactly will be used to justify the action? It’s hard to imagine the Syrian and Iraqi governments approve the idea of having US combat troops deployed on their soil. For instance, Iraqi leaders have said «no» on many occasions. Once the decision is taken and the operation actually started, the US has to make arrangements with the Russia-Syria-Iran coalition. The deployment of ground troops is impossible without coordinating activities with the Russian and Syrian forces. Even if the US and its NATO allies act in violation of international law, the deployment should be preceded by intensive talks between the Russian and military leaders. The establishment of a coordination cell is inevitable. It all makes intensive Russia-NATO military-to-military contacts an issue of paramount importance.
No doubt, it’s not a pure coincidence that the US troops deployment takes place at the very same time the UN-sponsored negotiation process on Syria is about to kick off in Geneva.

Western State Terrorists Slander Putin

Finian CUNNINGHAM | 28.01.2016 | 00:00

Washington and London are all-out to demonize Russian leader Vladimir Putin. Only days after a British judge insinuated that Putin had ordered the murder of a former Russian intelligence agent, the BBC and the American Treasury Department were accusing the Russian president of financial corruption. Meanwhile, in the world of hard facts Washington and London are guilty of state terrorism involving the murder of millions of innocent people. We may marvel at the discrepancy. It’s called brainwashing.
Enough has already been written about the death of Alexander Litvinenko in London 10 years ago to dispel official British claims that the incident had anything to do with Vladimir Putin or anyone else at the Kremlin. Yet the risibly flimsy nature of the so-called British public inquiry did not stop British premier David Cameron mouthing condemnations against Russia.
That feeble propaganda stunt failed to gain any credibility, so this week the state-owned BBC aired a program that «reveals» how the Russian leader is, allegedly, an embezzling tycoon. The BBC features the US Treasury «confirming» allegations that Putin has become a multi-millionaire through corruption, which, we are told, Washington has known about for «many, many years».
As with the so-called Litvinenko inquiry, the latest corruption «revelations» from the BBC are presented without the slightest proof. The central bit of «evidence» are claims by the BBC that Putin got rich in part from the gifting of a luxury yacht from London-based Russian business magnate Roman Abramovich. Talk about tenuous tale-spinning. And, to boot, Abramovich is quoted by the BBC as dismissing its own threadbare claims as ridiculous.
The Kremlin barely responded to any of these claims, and is right not to dignify them by making formal denials. Russia’s foreign ministry rebuffed the Litvinenko speculation as a «bad joke» while on the corruption claim Putin’s spokesman rubbished it as «fiction».
Nevertheless, it is a disturbing sign of egregious discourtesy to diplomatic norms that Washington and London are openly throwing such slander at the Russian president. It shows a complete breakdown in respect for international law, sovereignty and scruples; not that Washington or London had much scruples to begin with.
The astounding irony of all this is that while the American and British authorities are indulged in their baseless allegations against Putin with copious coverage in the Western mainstream media the facts are glaring that both these governments are inculpated by systematic support for international terrorism.
Leave aside, for a moment, the illegal wars, regime-change operations and drone assassinations in Afghanistan, Iraq, Honduras, Libya, Syria, Palestine, Ukraine, Pakistan and Somalia since US President Barack Obama was elected in 2008 – which have resulted in millions of innocent lives being destroyed.
Let’s just focus on the events and statements over the past week alone which indict both Washington and London in outrageous war crimes.
Last week, while on a tour of Europe, the US defense secretary Ashton Carter called for more military intervention in Iraq and Syria – supposedly to fight against terrorism. Carter said this in the company of other NATO counterparts, including those of Britain and France. The Pentagon chief also went on to admit that hundreds of US commandos are already active in Syria and Iraq.
In Carter’s own glib words, the American government has just self-incriminated. As respected international war crimes lawyer Christopher Black said to this author: «In calling for military intervention in sovereign countries, no matter what the alleged purpose is, what Carter and his NATO allies are doing is criminal. They are in effect engaging in aggression which is the most serious violation of international law».
The lawyer added: «The International Criminal Court in The Hague should be issuing indictments for this latest act of aggression by Washington and its allies towards countries in the Middle East. Of course, the ICC is a political instrument of the Western powers. Nonetheless, the legal case is that Washington is in serious breach of international law from its declaration for increasing military action in Syria and Iraq».
Washington’s deluded notion of exceptional impunity was further amplified when Vice President Joe Biden hours later announced that the US was prepared to take military action in Syria if the current Geneva political negotiations turned out a failure. (By «failure» Biden means failure to achieve regime change via political means.) Biden was speaking during a visit to Turkey where he heaped praise on the Ankara regime as a fellow NATO ally even while Turkish troops have killed hundreds of Kurds in recent weeks as well as invading Iraqi and Syrian territory.
The Turkish incursion of Syria near the northern town of Jarabulus appears to be in conjunction with reports last week of American troop takeover of an airfield at Rmeilan in Syria’s northeast Hasakah Province. Therefore, Biden is not just endorsing illegal aggression by an ally; Washington is colluding in this aggression.
In a related vein, the top US military officer, Marine Corps General Joseph F Dunford Jr, the Chairman of the Joint Chiefs of Staff, was also out and about in Europe last week, where he told reporters in Paris that Washington and its NATO allies were planning military action in Libya «within weeks». There is no functioning government in Libya to even give this planned intervention a fig leaf of legal cover. Remember the US and its NATO allies destroyed the Libyan government when they bombed the North African country for seven months in 2011, resulting in the murder of its leader Muammar Gaddafi and the usurpation of Libya by extremist militias related to the so-called Islamic State (IS) terror network.
The IS network, like al-Qaeda and the Mujahideen in Central Asia and the Russian Caucasus, the Contra in Central America and Gladio terrorists in Europe, among many others, is a creation of Western intelligence: the American CIA and British MI6, along with other governmental terrorist-sponsoring agencies in France, Saudi Arabia, Qatar, Turkey and Israel.
Washington’s systematic relationship with terrorism was revealed this week in the debacle over the Geneva so-called peace talks on Syria. The talks missed their start date on January 25, and were re-scheduled for later this week. The US and Saudi-backed «opposition» groups are threatening to snub dialogue with the Syrian government. Why? Because the Syrian government and its Russian ally are saying that terrorist groups are not admissible to the negotiating table. Again self-incriminatingly, Washington, along with the Saudi regime, wants to include in the opposition side two groups that are directly implicated as subsidiaries of the IS and al-Qaeda terrorist franchises. They are Jaish al-Islam and Ahrar ash-Sham. Both share fighters, American weapons, Saudi financing and Saudi Wahhabi ideology with the officially listed terrorist groups. Yet Washington wants to have these same groups participate in shaping the political future of Syria.
On Monday – the same day that the Geneva talks were slated to begin – Washington’s presumably «moderate rebels» in Ahrar ash-Sham carried out a no-warning car bombing in the Syrian northern city of Aleppo, killing 23 civilians.
US top diplomat John Kerry was in Riyadh two days before the Geneva talks were scheduled in order to give his imprimatur to the Saudi-backed and self-appointed High Negotiating Committee. This committee excludes any peaceful, political Syrian opposition groups who want to sit down to thrash out reforms with the government of Syrian President Bashar al-Assad. Instead the US, Saudi-backed exiled committee insists that the terrorist militia of Jaish al-Islam and Ahrar ash-Sham (both in reality shell fronts for IS and al-Qaeda) must be the sole «opposition» in the Geneva talks.
What’s more the terrorist «opposition» are stipulating that if the Syrian and Russian armed forces do not stop their military campaigns immediately then they will not participate in the Geneva talks. In other words, Washington is using diplomacy and politics in an utterly cynical way to pursue regime change because it has lost the criminal covert war it launched in Syria nearly five years ago – a war that has resulted in a quarter million deaths and millions more wounded and made homeless.
The criminality does not stop there. While in Riyadh last weekend, US secretary of state John Kerry also reiterated Washington’s support for the Saudi-led military coalition that has been bombing Yemen non-stop for the past 10 months. Kerry repeated Saudi lies justifying its military aggression in Yemen that has resulted in nearly 8,000 deaths. Both Washington and London have supplied warplanes, missiles and logistics for the Saudi slaughter in the Arab world’s poorest country. Not even hospitals and family homes have been spared in the war of aggression on Yemen, where up to 80 per cent of the 24 million total population are being starved of food, water, fuel and medicines owing to a US, British, Saudi military blockade on the entire country. Last week, nine dockworkers were killed in a Saudi air strike on the Red Sea port terminal at Ras Isa, near Hodeida.
The crimes of Washington and London are legion, provable and ongoing. And that is apparent in only a narrow time frame over the past week. Extend that by weeks, months, years and decades and we are talking about systematic war crimes involving millions of deaths.
Yet these two state-terrorist regimes have the audacity to make a song and dance with slanderous allegations against Russia’s Vladimir Putin based on their own mischievous lies.
How do they get away with such phenomenal distortion? That’s where the goldfish-bowl, brainwashing Western mainstream media rise to the occasion. They are equally complicit in criminality for the lies and omissions they relay on behalf of their masters.
But, alas, the decades-long brainwashing spell is waning. Western people are gradually waking up and beginning to see through the arrant nonsense implanted by their rulers. When that happens in full, the people will come after those real culprits, the ones in fancy suits and polished corporate-government offices.
So let them slander Putin and whoever. The more slander, the more self-incrimination for their own eventual day of judgement.

Propaganda War against Russia

Brian CLOUGHLEY | 27.01.2016 | 08:00

The surge of Western propaganda against Russia, and most notably against President Putin, has reached massive proportions. The waves are breaking against the rocks of Russian disregard, but venomous trickles continue to influence the citizens of western countries to hate Russia and its leader – which is precisely what they are intended to do.
The art of propaganda goes back a long way, and is used by the governments, intelligence agencies and media (sometimes all singing from the same song sheet) of many countries. Its effectiveness varies enormously, but one of the main factors in achieving success is that a detectable lie must never be told. Such an error could destroy an entire campaign against the individual or country concerned. So the mind-benders slant round the truth, and, while avoiding deliberate lies (unless they are 100 per cent certain of their success), present attractive items – little bits and pieces – of undeniable truth in such a manner as to ensure that they are regarded by the audience as severely critical of the target.
Let me give an example: There is a very good book called ‘We Danced All Night’ which is a social history of Britain between the First and Second World Wars. It is well-written and most informative, but on the very first page it has a sentence that epitomises the art of propaganda. It wasn’t intended to do so, but it is such a perfect example of disinformative indoctrination that it deserves to be included in all the textbooks on psychological warfare.
It must be emphasised that the book’s author did not intend to malign the person whom he describes; so far as he is concerned, he has innocently conveyed misinformation – information that is unintentionally false – rather than disinformation, which is intended deliberately to manipulate its audience into coming to a false conclusion. But the result is the same.
The exemplar sentence begins: «Duff Cooper, who had spent much of the war working as a civil servant, had escaped the worst privations of wartime...»
(The war referred to is that of 1914-1918; and Duff Cooper was a prominent diplomat and politician.)
From the author’s description of Duff Cooper, it is readily understood by a reader that he avoided military service in the war; that he had not suffered any of «the worst privations» experienced by so many of his fellow-citizens; and that, indeed, the war had passed him by. This is a reasonable conclusion to reach, given the perfectly truthful statement that he had been a civil servant for «much of the war».
But it is entirely wrong, because, as recounted elsewhere, Duff Cooper did not engage in military service at the beginning of the war because he was required to continue working in the Foreign Service, where he was highly regarded. But then – after he was permitted to enlist in the army – he served in the trenches of France, and was awarded the Distinguished Service Order for outstanding bravery and leadership.
No lie was told in this little cameo. There is not the slightest indication that truth has been manipulated in any fashion. But the most open-minded reader of that book’s first page will be drawn to the conclusion that Duff Cooper was... just a little suspect. The reader can be forgiven for believing that Cooper was a coward who passed the horrible war years in comfort experienced by only a very tiny few. And the person who wrote the words that conveyed that impression can rest content that he said nothing derogatory about Cooper.
Which brings us to the present campaign of deliberate disinformation concerning President Putin.
The latest barrage of vicious propaganda concerns the murder in London in 2006 of a Russian called Alexander Litvinenko. He had been employed by the Russian secret service but changed sides and became an agent of Britain’s MI6 spy agency, after which he defected to London via Istanbul. Ten years after his death, the findings of a year-long official British inquiry into the circumstances of his demise have been released. The inquiry was conducted by a long-serving judge, and important sections of proceedings were held behind closed doors, without publication of allegations that could be challenged by any unbiased impartial observer. Secret people told their stories in secret: they could not be questioned. They will never be questioned.
As the BBC reported on January 21, a public inquiry had been proposed, but the British government refused to permit an open investigation. This decision was welcomed by the security services, the army of highly-paid government «spin doctors» whose propaganda tasks were made easier, and of course by the media, whose proprietors scented a juicy story. And now they have got such a story, because «A number of witnesses who gave evidence during the open sessions of the Inquiry expressed strong views as to President Putin’s direct involvement in Mr Litvinenko’s death».
Without a shred of proof – without one single sentence given in open court that could be in any way construed as indicating that the President of Russia was involved in the killing of Mr Litvinenko – the judge heading the inquiry announced that the murder was «probably approved» by President Putin.
The judge’s report noted «possible motives» for the murder, including Mr Litvinenko’s «association with other Russian dissidents» and «criticism of Mr Putin»,whereupon Britain’s media went berserk – vociferously encouraged by its politicians – and the governments of the US and Britain rejoiced that there was so much headline condemnation of Russia’s President.
The objective has been achieved. It was not necessary for public evidence to be given about the affair in order for official condemnation regarding «possible motives» to be accepted as absolute truth. The leaders of the West have convinced their citizens that President Putin is a murderer. Their propaganda war against Russia has received an enormous boost, and distrust between the West and Russia has increased immeasurably.
I began this comment about propaganda by reflecting how a casual observation on the early career of Duff Cooper is an example of how a deep, lasting and destructive insult can be conveyed most effectively even when «There is not the slightest indication that truth has been manipulated in any fashion».
In the case of the anti-Russia campaign, there has been manipulation of truth by employment of such words as «probably» and «possibly» by a respected member of the judiciary whose words were seized upon by the ever-ready anti-Russian media. As Adolf Hitler wrote in Mein Kampf, «Propaganda works on the general public from the standpoint of an idea», and it is apparent that his thesis continues to apply – with the result that the aim of encouraging hatred of Russia and its President has been achieved.
