How Crimea plays in Beijing

THE ROVING EYE

By Pepe Escobar
"We are paying very close attention to the situation in Ukraine. We hope all parties can calmly maintain restraint to prevent the situation from further escalating and worsening. Political resolution and dialogue is the only way out."
This, via Chinese Vice Foreign Minister Li Baodong, is Beijing's quite measured, official interpretation of what's happening in Ukraine, tailored for global consumption.
But here, in a People's Daily editorial, is what the leadership is really thinking. And the focus is clearly on the dangers of regime change, the "West's inability to understand the lessons of history", and "the final battlefield of the Cold War."
Yet again the West misinterpreted China's abstention from the UN Security Council vote on a US-backed resolution condemning the Crimea referendum. The spin was that Russia - which vetoed the resolution - was "isolated". It's not. And the way Beijing plays geopolitics shows it's not.
Oh, Samantha …
The herd of elephants in the (Ukraine) room, in terms of global opinion, is how the authentic "international community" - from the G-20 to the Non-Aligned Movement (NAM) - who has had enough of the Exceptionalist Hypocrisy Show, has fully understood, and even applauded, that at least one country on the planet has the balls to clearly say "F**k the US". Russia under President Vladimir Putin may harbor quite a few distortions, just like any other nation. But this is not a dinner party; this is realpolitik. To face down the US Leviathan, nothing short of a bad ass such as Putin will suffice.
NATO - or shorthand for the Pentagon dominating European wimps - keeps issuing threats and spewing out "consequences". What are they going to do - launch a barrage of ICBMs equipped with nuclear warheads against Moscow?
Furthermore, the UN Security Council itself is a joke, with US ambassador Samantha "Nothing Compares to You" Power - one of the mothers of R2P ("responsibility to protect") - carping on "Russian aggression", "Russian provocations" and comparing the Crimean referendum to a theft. Oh yes; bombing Iraq, bombing Libya and getting to the brink of bombing Syria were just innocent humanitarian gestures. Samantha The Humanitarian arguably gives a better performance invoking Sinead O'Connor in her shower.
Russian ambassador Vitaly Churkin was polite enough to say, "these insults addressed to our country" are "unacceptable". It's what he added that carried the real juice; "If the delegation of the United States of America expects our cooperation in the Security Council on other issues, then Power must understand this quite clearly."
Samantha The Humanitarian, as well as the whole bunch of juvenile bystanders in the Obama administration, won't understand it. Russia's Deputy Foreign Minister Sergei Ryabkov gave them a little help; Russia didn't want to use the Iranian nuclear talks to "raise the stakes", but if the US and the EU continue with their sanctions and threats, that's what's going to happen.
So the plot thickens - as in a closer and closer strategic partnership between Tehran and Moscow.
Secessionists of the world, unite?
Now imagine all this as seen from Beijing. No one knows what exactly goes on in the corridors of the Zhongnanhai, but it's fair to argue there's only an apparent contradiction between China's key principle of non-interference in the internal affairs of sovereign states, and Russia's intervention in Crimea.
Beijing has identified very clearly the sequence of affairs; long-running Western interference in Ukraine via NGOs and the State Department; regime change perpetrated with the help of fascists and neo-nazis; a pre-emptive Russian counterattack which can be read as a by-the-book Samantha The Humanitarian R2P operation (protecting Russians and Russian speakers from a second coup planned in Crimea, and thwarted by Russian intelligence.)
On top of it Beijing well knows how Crimea has been essentially Russian since 1783; how Crimea - as well as a great deal of Ukraine - fall smack into Russian civilization's sphere of influence; and how Western interference directly threatened Russia's national security interests (as Putin made it clear.) Now imagine a similar scenario in Tibet or Xinjiang. Long-running Western interference via NGOs and the CIA; a take over by Tibetans in Lhasa or Uighurs in Kashgar of the local administration. Beijing could easily use Samantha's R2P in the name of protecting Han Chinese.
Yet Beijing (silently) agreeing to the Russian response to the coup in Kiev by getting Crimea back via a referendum and without a shot fired does not mean that "splittists" Tibet or Taiwan would be allowed to engage in the same route. Even as Tibet, more than Taiwan, would be able to build a strong historical case for seceding. Each case bears its own myriad complexities.
The Obama administration - like a blind Minotaur - is now lost in a labyrinth of pivots of its own making. A new Borges - that Buddha in a gray suit - is needed to tell the tale. First there was the pivoting to Asia-Pac - which is encircling of China under another name - as it's well understood in Beijing.
Then came the pivoting to Persia - "if we are not going to war", as that Cypher in Search of an Idea, John Kerry, put it. There was, of course, the martial pivoting to Syria, aborted at the last minute thanks to the good offices of Moscow diplomacy. And back to the pivoting to Russia, trampling the much-lauded "reset" and conceived as a payback for Syria.
Those who believe Beijing strategists have not carefully analyzed - and calculated a response - to all the implications of these overlapping pivots do deserve to join Samantha in the shower. Additionally, it's easy to picture Chinese Think Tankland hardly repressing its glee in analyzing a hyperpower endlessly, helplessly pivoting over itself.
While the Western dogs bark …
Russia and China are strategic partners - at the G-20, at the BRICS club of emerging powers and at the Shanghai Cooperation Organization (SCO). Their number one objective, in these and other forums, is the emergence of a multipolar world; no bullying by the American Empire of Bases, a more balanced international financial system, no more petrodollar eminence, a basket of currencies, essentially a "win-win" approach to global economic development.
A multipolar world also implies, by definition, NATO out of Eurasia - which is from Washington's point of view the number one reason to interfere in Ukraine. In Eurasian terms, it's as if - being booted out of Afghanistan by a bunch of peasants with Kalashnikovs - NATO was pivoting back via Ukraine.
While Russia and China are key strategic partners in the energy sphere - Pipelineistan and beyond - they do overlap in their race to do deals across Central Asia. Beijing is building not only one but two New Silk Roads - across Southeast Asia and across Central Asia, involving pipelines, railways and fiber optic networks, and reaching as far as Istanbul, the getaway to Europe. Yet as far as Russia-China competition for markets go, all across Eurasia, it's more under a "win-win" umbrella than a zero-sum game.
On Ukraine ("the last battlefield in the Cold War") and specifically Crimea, the (unspoken) official position by Beijing is absolute neutrality (re: the UN vote). Yet the real deal is support to Moscow. But this could never be out in the open, because Beijing is not interested in antagonizing the West, unless heavily provoked (the pivoting becoming hardcore encirclement, for instance). Never forget; since Deng Xiaoping ("keep a low profile") this is, and will continue to be, about China's "peaceful rise". Meanwhile, the Western dogs bark, and the Sino-Russian caravan passes.

- 16. März von I. Eckert

Was weiter?

Lokale Demonstrationen initiieren.

„Lay Down Your Arms, Refrain From War Propaganda, Organize for Peace“ Wilpf Women

Preparing WILPF's European Meeting in Berlin March 20th - 23rd in Commemoration of the Peace Organizations's Forthcoming Hundredth Birthday

Reflections by Irene Eckert, Wilpf member since 1981, Berlin, March 19th 2014

Mind UN and UNESCO CHARTA!

While Wilpf, the world's oldest international women's peace organisation, is busy preparing for its hundredth birthday celebrations, preparations for more wars are under way. Wars have always been prepared long before they started. „Since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed“ This is what the UNESCO Charta says. Let us use the opportunity of being together this coming  weekend to come forward with a strong statement condemning all efforts preparing for more military adventures.

The UN Charta designed before the UNESCO was founded, aimed at liberating the humankind from the scourge of war. Spirit and letter of the UN Constitution rule out  the use of force in international relations. This precious document laid the ground for peaceful conflict resolution. The following conventions and covenants that our founding mothers have been working for, must be our instruments and guiding our daily work for peace and human rights. Our  unique organization has rightfully dedicated itself to defend the peaceful purposes of international law. Beyond international law, there is pure machevelian strength that would govern the world. We are witnesses of the dire consequences.  We therefore strongly support the maintenance of the original wording of the UN Charta.

Defend WILPF'S heritage!

Our noble duty  as women belonging to Women's International League for Peace and Freedom  is also to defend the heritage of our founding mothers. We must speak out and act in defense of international law, peaceful conflict solutions and and we must not allow it being warped by what ever noble cause there may be. The protection of human rights is a noble cause. Gender equality is a noble cause, part of the human rights agenda. Let us never forget over it to underline that the right to live and to live in peace is the first one among all human rights. After having made sure that all people on this globe have the right to live in peace and security we must also see the Human Rights Declaration of 1948 and the following Covenants based on it as an entity.

We are women and we come from different horizons, from different cultures and from different social backgrounds. What unifies us is perhaps nothing more than our strong common desire to live our different lives unhindered under peaceful conditions.

German ex-chancellor Brandt, nobel peace prize award of 1971, once said:„Peace is not everything, but there is nothing without peace“. This is still true.

Respect Differences and Dissent!

As we are different our attitudes and opinions may differ on many issues. We  therefore can not, as an organization, come out in support of the policies of the EU or any party. We can only demand from our elected politicians and from any  candidate who runs for office to strictly represent our wishes for a more peaceful policy following the rules of international law.

We cannot support women just because they are women. We cannot expect from a stronger representation of women in office a better policy. Women have special qualities and skills, but these can be misused under given power structures just as it has been done with men and their abilities.
To ask for gender equality may be a fair aim, if understood well, but it can also be misleading. Women and men are different, they have different needs that have to be accounted for.

Call for Gender Equality Insufficient

We as a women's peace organisation cannot possibly opt for more women becoming part of the militarized bodies of our societies. We must on the contrary denounce such efforts as a violation of the women's cause which  is always pro life and and for  the protection of a peaceful environment. We must also encourage men, our sons, brothers, partners to not serve in the  NATO armies.

We have aquired enough knowledge by now to be able to understand what is being done to women soldiers. We have not forgotten Cadett Jenny Böken who wanted to become a navy officer and who was cold heartedly sent to death by her commanders on the German 'Schulschiff'  Gorch Fok in 2008.
We know what is being done to women who serve in the army elsewhere, even as doctors in the Bundeswehr in Afghanistan  for example.  You can be forced to act as an armed soldier once you are in it.

While preparing for the European regional meeting, we have been asked by our European co-ordinator, to reflect upon the idea of „Women Serving as Better Defense ministers“.

Women the Last Resort for Warmongers?

Well, since 1990 we have had female defense minsters in about ten NATO countries. Where ever we  look, we cannot see that NATO policies have become more peaceful since then – on the contrary.  What is more, women are serving in many key positions of powerful nations within the scope of the „North Atlantic Defense Alliance“. Let me quote only some of them: Susan Rice is presently one of the top advicers of President Obama, (war mongerer Hillary Clinton is waiting to be the next US president, Madame Albright is known for her heartless word about the Iraqi children – the three of them are ex-secretaries of state), Samantha Power is US Embassador  at the UN. As mistresses of democratic demagogery they have advocated military interventions in sovereign countries under the pretext of  halting genozide. They might have being doing their job better than men in the eyes of their employers. The victims of their military interventions may see it differently. The results of their politics can be studied under scrutiny now. The fate of women in their zones of interference have worsened tremendously. Karen Donfried is another example for power politics  less known in public. She has been US intelligence officer for Europe. Presently she is director of the German marshall fund in Berlin, known for veiling the interventionist policies of her government. Better known  is Victoria Nuland who makes us believe that the Maidan activists  siding with Neo Nazis are democrats.
German women, too are tough in leading positions. Ms von der Leyen's first act in office as „defense minister“ was it to visit her "boys" and girls (!) in Afghanistan,  soldiers in a none declared war zone.

Hence we  must get away from the small minded concept of gender equality. UNSR 1325 will  not do it all  for the women's cause - on the contrary.

Sisters, such concepts can be used against us! And they are, while we have been sleeping and dreaming of National Action Programs, our masters have their own ideas about such action plans. They need more women in the military machine in order  to help them justify their wars.

Let us be on the alert. Wars must be named by their  true name again. They are nowadays  falsely called protective shields or humanitarian interventions or activities to saveguard peace.

Call War by its True Name

But their ugly face and reality is still the same: War means  armed interference in souvereign countries  and might even be waged by mercenaries and private companies. Such wars are still the worst enemy that humankind ever has experienced. Cyber war which comes next after unmanned drone warfare is still causing desasterous evil and we as women have a great chore.

We must call armed intervention by their true names. As Germans we remember how Hitler defined his occupation of Czechoslovakia in 1938.  His propaganda machine spoke of "The creation of  the Reichs protectorates Bohemia and Moravia". His interference was said to be a protective act in defense of the human rights of the German population there.

Let us be honest, let us be frank, let us be inclusive. We need to protect humanity from another extended war. We must once again make our voices heard and say:

„Lay down your Arms“!

No to the further militarization of the EU!

No to NAT0!

WILPF attended "Pussy Riot: A Punk Prayer" - Anti-Russian Propaganda US Made Style Hailed as "Groundbreaking Film Work" - a Contribution to Peace ??

What a timely contribution to peace from a "Women's Peace Organization' in the year 2014, when we should be commemorating the 100th anniversary of World War I and the 75th of World War II. The oldest international Womens Peace Organisation with several Nobel Peace Prize winners, awarded when the prize was still honorable, should be out today, condemming new war threats again Russia. WILPF, whose full name is Women's International League for Peace and Freedom was founded during World War I in the Hague by women from waring countries. Their objective was to end the slaughter and to prevent further wars by helping to abolish its root cause which they knew, is grounded in the capitalist system. WILPF sisters made a strong pledge  in 1915 to educate their constituencies and to help enlighten brains, that have been washed by propaganda. Was the organisation highjacked before its Hundredth Anniversary?
How is it possible that its leadership nowadays buys into US-style propaganda made in high prized PR agencies? Do WILPF leaders of the day not know that under president Putin Russia helped to avoid another big war last september when the Syrian conflict was put back on the agenda of diplomacy? Do they not know how popular the Russian President is not only in his own country but abroad? Do WILPFERS really want to side with the neo NAZI style „putsch“ in the Ukraine and its cruel, violently, racist and even anti-semit methods and attitudes? What else do they believe is PUSSY RIOT there for? Can they not respect the feelings of great nation that provided the world with rich culture?

Read the below report on WILPF Website and make your own judgement and if possible protest.

PUSSY POWER IN GENEVA
Geneva is hosting the International Film Festival and Forum on Human Rights (FIFDH). A platform for discussion on human rights, dedicated this year to Ales Bialiatski of Belarus and Sombath Somphone of Laos.
The festival this year is to host some 40 films, spanning the genres of creative to fictional. On the 9th of March, WILPF attended Pussy Riot: A Punk Prayer, a documentary detailing the arrest and prosecution of three members of the punk bank after their infamous performance in Moscow’s Cathedral of Christ the Saviour.
The event concluded with a panel discussion planned by FIFDH with Maria Alyokhina (Previously jailed member of Pussy Riot), Denis Bilunov (Russian Journalist) and Zoïa Svetova (Independent Journalist) moderated by Thérèse Obrecht Hodler (President of Reporters Without Borders Switzerland). Topics on the table for discussion stretched from the theme of the movie, to the current work of Maria Alyokhina after her release from prison in December 2013.
PUNK ORIGINS
Pussy Riot was founded in 2012 after the current President of Russia, Vladimir Putin was appointed to his third term.

Russian lawmakers issue statement on situation in Crimea

Russian lawmakers have issued a statement on the situation in the Republic of Crimea. The document, submitted on Monday by the leaders of all four parliament factions and house speaker Sergei Naryshkin, was supported by 441 legislators, with one abstention.

"Welcoming the expression of will by the Crimean people at the March 16 referendum on accession of the Republic of Crimea and the city of Sevastopol to Russia, the State Duma proceeds from the standpoint that the government bodies operating on the territory of Crimea will be maintaining inter-faith accord and language diversity of the republic," the document said.

Russian lawmakers assured that they would contribute to the socio-economic development of Crimea and the welfare of its population during the transition period. "The State Duma will contribute to ensuring the safety of all people staying in Crimea, regardless of their citizenship, nationality, language or religion, and to observing their legitimate rights and freedoms," according to the document.

Two questions were put up for the Crimean referendum on March 16: Do you support accession of Crimea to the Russian Federation as a subject of the Russian Federation? and Do you support restoration of 1992 Crimean Constitution and Crimea's status as a part of Ukraine?

Head of the referendum commission of Crimea's Supreme Council Mikhail Malyshev said 96.77% of people who had taken part in the plebiscite voted for joining Russia. The turnout stood at 83.1%.

On Monday evening, Russian President Vladimir Putin signed a decree recognizing the Republic of Crimea as a sovereign and independent state.

China’s Ministry of Foreign Affairs "Recognition of the Crimea referendum results would meet the interests of Ukraine"

Crimea Referendum Results at First Glance

Nikolai MALISHEVSKI | 18.03.2014 | 09:30

According to China’s Ministry of Foreign Affairs official statement, the recognition of the Crimea referendum results would meet the interests of Ukraine and its people. Left-wing MPs in Germany call on the West to accept the results of Crimea referendum. Sahra Wagenknecht, deputy chairperson of the Left party, said that there are realities that should be taken as an accomplished fact. She called for accounts belonging to Ukraine’s oligarchs to be frozen. Even before the referendum Wagenknecht accused the German government of having a «deeply hypocritical foreign policy» and rejected plans by the EU and the International Monetary Fund (IMF) to lend Ukraine billions of euros.
Gregor Gysi, a parliamentary head of the largest lower-house opposition party in Germany – the Left Party – has spoken out against German Chancellor’s unquestioning support of the coup-appointed Ukrainian government. He said, «The EU and the German government accepted that the overthrow of President Yanukovich was a coup against the Constitution… but now they base their criticism of Putin’s actions in the Crimea on that very broken Constitution. Just when does this Constitution apply?»
The observers from France and Poland said there were no violations and the procedures corresponded to international norms.
Emerique Chopard (France), a French geopolitical analyst, visited the polling stations in Simferopol and Sebastopol. He said the referendum was democratic and the voters expressed their will, the atmosphere was calm and turnout was high as the overwhelming majority supported the reunification with Russia.
Polish MP Mateusz Piskorsky, who headed the Polish group of observers, said, that «everything was quiet, peaceful and up to major international standards»…
The majority of Western media outlets have done their best to ignore the statements, the same way they have done it with the survey published by Le Figaro for the French Institute of Public Opinion (IFOP). The predominant majority of French (71%) and Germans (57%) don’t want to see Ukraine as a member of the European Union. At that, great attention is paid to statements by politicians and diplomats similar to the one made by Polish Foreign Minister Radek Sikorski and his compatriots who remembered that Poland was the first European state to recognize the independence of Ukraine in 1991. Looks like the European establishment gives Poland a carte-blanche as newsmaker guiding the EU eastern policy without taking into consideration the opinion of its own citizens.
Eastern Europe is very responsive to such things. Polish Gazeta Wyborcza and Czech weekly Respekt (the front page of the last edition offers a map with the word cholera written on the territory of Russia) wrote that Radoslaw Sikorski is the new leader of Europe who is going to change the European politics and history. The interviews Sikorski gave to BBC and CNN are widely reprinted and highlighted. The head of Polish diplomacy admitted that the Crimea referendum is «an accomplished fact» but he found it proper to threaten Russia saying that Russians are going to pay dearly for Crimea.«We are all reluctant to impose sanctions because Russia will probably respond and we'll all suffer as a result. But Russia is leaving us no choice»,Poland's Foreign Minister Radoslaw Sikorski has told CNN.
The authors of Polish outlets are serious when they say that the events in Ukraine make Poland a growing European power, the fact confirmed by the intensification of its foreign policy efforts.
Polish media reporting on the referendum results is rather tedious making by and large the same conclusion concerning the gist of the matter. For instance, central Rzeczpospolita writes that Russia has taken measures to counter possible Western sanctions (1). It adds that Crimea is lost for Ukraine for many years ahead if not forever because the «supporters of secession won the referendum».
Journalist Jagienka Wilczak is an editor for the weekly Polityka, where she is in charge of the social issues section and is an expert of Eastern Europe and military conflicts. According to her, «the referendum results the Kosovo precedent acquires new relevance. If the majority wants independence it must get it».
(1) It literally said that the US treasures held by central banks reached the peak of demand in the period between March 5 - 12, and the Bank of Russia, the $138, 6 billion US security bonds holder, is the chief suspect: the sales have already reached the level of $104 billion.
