The Syrian government is ready to negotiate a ceasefire agreement with opposition forces in the flashpoint city of Aleppo, Foreign Minister Walid Moallem has said. A list of rebel prisoners has also been drawn up in preparation for a proposed exchange.
Damascus has handed Moscow a plan for a ceasefire in the city of Aleppo, Moallem announced at a news conference with his Russian counterpart, Sergey Lavrov, in Moscow on Friday.

“Taking into account the role of the Russian Federation in halting the bloodshed in Syria and our relationship of trust, today I have given Minister Lavrov a ceasefire plan for the city of Aleppo,” he said. Moallem asked Lavrov to coordinate with his contacts in the Syrian opposition in order to ensure the execution of the new plan, adding that if it is successful it could be implemented in other areas of the war-torn country.
“I really hope all sides will keep to the terms of the agreement. If this happens, then we can implement this plan in other cities.”

Addressing the issue of the humanitarian crisis in Syria, Moallem said the Syrian government is already working with the UN to deliver aid to “a number of regions.” However, the success of the humanitarian program depends on rebel fighters keeping to their pledge not to open fire on humanitarian convoys, he said.
The UN estimates that over 100,000 people have died since the violence broke out three years ago.

Zur Staatskrise in der Türkei ein Dokument der TKP (Türkische Kommunisten)

Die Staatskrise in der Türkei richtig zu erfassen, ist von großer Bedeutung für friedenspolitische Kräfte auch hierzulande. Die Verlautbarung der TKP könnten ein Anstoß zur Befassung mit diesem wichtigen Thema darstellen. (Bloggerin)

"Die Krise des AKP -Regime und die Organisationen des Volkes

1-Das AKP - Regime ist mit allen Institutionen und Komponenten ruiniert.

2- Die ab 17. Dezember endgültig zur Spaltung führenden internen Risse des AKP - Regimes zeigen deutlich die Diskrepanz zwischen der türkischen Realitäten und der AKP - Ideologie. Das Ende dieser Regime nahm seinen Anfang mit dem Juni-Widerstand des Jahres 2013.
3- Es wurde deutlich, dass die Türkei nicht in die Passformen des AKP-Regimes passt. Die volksfeindliche, religiöse, kapitalfreundliche und kollaborative Charakter des AKP - Regimes wurde von dynamischen Teilen der Bevölkerung abgelehnt.
4- Die Ablehnung des AKP – Regime durch unser Volk und das Scheitern der Interventionspolitik in Syrien, die den Sturz des Baath - Regimes mit Unterstützung der fremden Mächte zur Ziel hatte, haben die imperialistischen Mächte und die türkische Bourgeoisie dazu veranlasst, nach Alternativen für Erdogan zu suchen.

5- Der aktuelle Kampf Erdogans mit der Gülen - Gemeinde ist das Ergebnis dieser Suche und ist nur ein kleiner Aspekt der umfassenden politischen Krise.
6- Die Imperialistischen Länder, allen voran die USA und die Kapitalistenklasse verfolgen die Formel, wie sie die Fortsetzung der ihnen gewinnbringenden grundlegenden Eigenschaften des AKP Regimes gewährleisten, während sie nach einer Alternative zu Erdogan suchen.
7- Die politische Zukunft der Türkei wird auf der einen Seite durch die internen Machtkämpfe des AKP - Regimes sowie dieser Suche der internationalen und nationalen Monopole nach Alternativen und auf der anderen Seite durch den Kampf und die Positionen der gesellschaftlichen Widerstandskräfte des AKP - Regimes bestimmt.
8- Statt heute über die möglichen Folgen und Ergebnisse dieser komplexen und chaotischen Prozesses zu spekulieren, müssen sich unsere Bemühungen darauf zielen, die Politik zum Wohle der Arbeiterklasse zu gewichten und die organisierten Kräfte des Volkes zu stärken.

9- Einen Teil des AKP - Regimes dem anderen vorzuziehen oder Verbrüderung mit Teilen dieses Regimes, die die Hauptmerkmale der AKP –Regimes bewahren wollen, wäre der größte Fehler im Namen der Linken bedeuten. Das Linke sollte sich von Positionen fernhalten, die ein Verrat am Juni-Widerstand bedeuten würde.

10- Der Kampf zwischen der AKP - Regierung und der Gülen - Gemeinschaft beweist nur, dass der Zusammenbruch des AKP - Regimes beschleunigt wurde. Beide Flügel der Macht versuchen, ihr Mitschuld in den letzten Jahren dem Anderen zu schieben und so ihre Machtposition für die Zukunft zu legitimieren. Die Widerstandskräfte des Volkes müssen diese Versuche demaskieren sowie diese Postionen schwächen und so den Zusammenbruch beschleunigen.
11- Erdogan und seine Partei sind die Verantwortlichen des AKP - Regimes. Die Regierungspartei muss für die unrechtmäßigen Gerichtsverfahren, volksfeindliche Wirtschaftspolitik, für die Ausplünderung der Reichtümer des Landes, für die religion-orientierte Umgestaltung der Außenpolitik und des sozialen Lebens zur Verantwortung gezogen werden.

12- Gülen - Gemeinschaft hat als eine illegale Organisation der AKP - Regierung logistische Unterstützung und Verbreitung gegeben und war ihr dankbarer Diener. Die deutliche Mittäterschaft ist unbestreitbar vorhanden.
13- Es ist eine große Lüge, dass die Gülen - Gemeinde die AKP Regierung reingelegt, ja gar für ihre Machenschaften benutzt habe. Sie haben gemeinsam die Verbrechen gegen das Volk begangen.

14- Die Festsetzung der Meinung in Teilen der Gesellschaft, dass die AKP die Gülen - Gemeinde liquidiert oder, dass ein AKP ohne Erdogan der Türkei den Weg bereitet, muss verhindert werden. Die Zukunft des Landes kann nicht dem Wettbewerb von zwei religiösen Konservativen überlassen werden.
15- Jede Strategie, die auf der These fußt, zwischen Erdogan und Gemeinde wählen zu können, ist verwerflich. Wem die Vertreter dieser These dienen, muss der Öffentlichkeit verdeutlicht werden.
16- Die Kollaboration des AKP –Regime mit dem Imperialismus, der religiöse Konservatismus (?)und neoliberaler Markt-Faschismus sind Teile des Ganzen und können nicht einzeln bekämpft werden.
17- Das Volk, wenn es organisiert ist, kann dem Zwang entgehen, das kleinere Übel zu wählen und kann ihre eigene Alternative erschaffen. So muss eine Mobilisierung im ganzen Land zur Organisation gestartet und die aufgeklärten, patriotischen und sozialistischen Bürger zusammengeführt werden. Die Linksfront, die überall, wo sie schon gegründet wurde, in die bewegungen neuen Elan brachte, muss ausgeweitet werden.

18- Die Kommunistische Partei der Türkei kämpft darum, den Organisationsgrad des Volkes zu erhöhen und die Realisierung der sozialistischen Option schneller herbeizuführen. Teil dieses Kampfes ist auch die Durchsetzung folgender aktuellen Forderungen:

a) Die Regierung muss sofort zurücktreten.

b) Alle Sekten und religiösen Gemeindestrukturen müssen aufgelöst werden!

c) Alle Staatsanwälte und Richter, die in der Zeit der AKP - Regierung politische Anklagen vertreten und Verurteilungen ausgesprochen haben, müssen sofort entlassen werden.

d) Auch der Staatspräsident, der im Interesse des AKP - Regime, zwischen der Regierung und den religiösen Gemeinden zu vermitteln versuchte, muss sofort zurücktreten.
e) Jeder, der wegen Bestechung und Korruption angeklagt wurde, muss vor Gericht gestellt werden und deren Untersuchungen zu Ende geführt werden. Alle Privatisierungen, die auf die Korruption basieren, müssen rückgängig gemacht, alle Ausschreibungen durch TOKI (Soziale Wohnungsbaugesellschaft) nochmals überprüft werden.

f) Alle Verurteilten und inhaftierten politischen Häftlinge des AKP - Regimes müssen sofort, ohne Vorbedingungen und ohne Ausnahme freigelassen werden. Die evtl. nötigen Verfahren müssen von freien und unabhängigen Gerichten durchgeführt werden.

g) Die Polizisten, die während des Juni-Widerstandes das Volk unverhältnismäßig hart attackiert, die friedlich demonstrierenden Jugendlichen getötet, verletzt oder rechtswidrig in Beugehaft genommen haben, deren Befehlsgeber, Gouverneure und die lokalen Ordnungshüter sowie die Politiker, die diese Tyrannei veranlasst haben, müssen soft vor Gericht gestellt werden.

h) Die Verbrechen des AKP - Regimes gegen die Menschlichkeit und das Volk müssen aufgelistet werden. Die politische und juristische Aufarbeitung dieser Verbrechen und der Verantwortlichen muss sofort aufgenommen werden.
i) Die Struktur des Obersten Rat für Wahlen muss geändert, alle Parteien müssen bei der Auswahl der Mitglieder des Rates berücksichtigt werden. Die Vorschläge zur Verhinderung von Betrug und Unregelmäßigkeiten bei den Wahlen müssen sorgfältig überprüft und zügig umgesetzt werden.
j) Die 10%-Hürde muss gänzlich abgeschafft, die Wahlkampfhilfe muss allen an den Wahlen teilnehmenden Parteien gerecht verteilt werden.

k) Der Ministerpräsident, der Außenminister und Staatssekretär für Geheimdienste und alle Verantwortlichen, die in Syrien Kriegsverbrechen begangen haben, müssen strafrechtlich verfolgt werden."

"Syrien - von der Wiege der Menschheit bis zur Krise" Erhellendes von Karam Khella

"Syrien - von der Wiege der Menschheit bis zur Krise" -ein außerordentliches Büchlein, gefunden auf einem winzigen Büchertisch bei der Rosa-Luxremburg-Konferenz am vergangenen Wochenende in Berlin, erschienen 2012 im Theorie und Praxis-Verlag, Goldbachstraße 2,  22765 Hamburg (info@tup-verlag.com)

Der Autor, 1934 in Ägypten gebürtig, ist promovierter Historiker, Philosoph, Kirchenpolitiker, Sozialpädagoge, Experte für Übersetzungstechnik und manches mehr. Seinen Abschluss hat er in Kiel gemacht, als Hochschullehrer war er an verschiedenen deutschen  Universitäten tätig. Seine Publikationsliste ist umfangreich und vielseitig.

Schade, dass diese Büchlein auf der Konferenz "gegen imperialistische Kriege" nicht zur Grundlage gemacht wurde, um den brennendsten Konfliktherd dieser Tage Syrien und die arabische Welt ins Zentrum einer aufzubauenden Antik-Kriegsbewegung zu rücken.

Ein zweiter, diesmal antiquarischer Bücherfund birgt auch Erhellendes. Arnold Hottinger "7mal Naher Osten" -Serie Piper Panoramen der Welt", München/Zürich, 1972 . Der ehemalige Korrespondent der Neuen Zürcher Zeitung klärt auf über die Hintergründe des autarken und schuldenfreien Syriens, das für seine Unabhängigkeitsbestrebungen heute  bitter bezahlen muss.

Solche Texte und die Einblicke, die sie ermöglichen sind kleine Hoffnungsschimmer in einem Meer von Dunkelheit. Sie lassen darauf schließen, dass dem unheilvollen, bitterbösen Wirken des Imperialismus enge Grenzen gesetzt sind. Seine Todeswut macht ihn allerdings besonders aggressiv.
Das sollten wir erkennen und entsprechend weise handeln.





Geneva Deal Promotes Settlement of Iranian Nuclear Problem

The agreement regarding the Iranian nuclear program, which has been reached at the Geneva negotiations with the P5+1 group, will help resolve that problem, Moscow believes.
"The joint action plan the Sextet and Iran adopted in Geneva on November 24, 2013 has fostered the settlement of one of the most complex problems in international political affairs - the Iranian nuclear program. The deal struck in Geneva lays down a solid foundation for further negotiations targeting a comprehensive solution," says a commentary of the Russian Foreign Ministry's information and press department posted on Wednesday.
"Same as before, Russia will continue doing everything in its power for the positive development of this process and the final settlement of the problem at the negotiating table," the ministry said.
Iranian Foreign Minister Javad Zarif will pay a working visit to Russia on January 16, and Russian Foreign Minister Sergei Lavrov will hold negotiations with Zarif on the same day, the ministry said.
"Russia-Iran relations have been active lately. The political dialogue dynamics has grown, and economic contacts have intensified. We intend to continue the expansion of mutually advantageous relations with Iran and interaction in the interests of regional stability and international security. Our relations are based on the principles of friendship and neighborliness and are immune to political fluctuations. We expect to strengthen positive trends in every sphere of Russia-Iran cooperation," the ministry remarked.
In the opinion of Moscow, Russia and Iran "are capable of combining their sizable potentials, which may be used efficiently for the development of both countries."
"In addition, interaction between the two countries can have a positive influence on the general situation in the Middle and Near East and create additional conditions for [regional] stability," the commentary runs.

...with strong recommendations for upcoming peace talks

A two-day meeting to support women’s participation and voice in the Syrian peace process, convened in Geneva by UN Women together with the Government of the Netherlands, ended today with a statement by Syrian women civil society members and activists.

The Outcome Statement calls for support of the political process, urging all parties to transcend their differences to reach an agreement for a free, pluralistic and democratic Syria that respects human rights, including the rights and equality between men and women; and for decision-makers to respect Syrian women’s right to full political participation in all matters related to shaping the future of their country. 
“We cannot remain silent regarding events in Syria, such as daily death, massive destruction, starvation, displacement of hundreds of thousands of families (in Syria and abroad); and the spread of terror, violence, ongoing detentions, acts of kidnapping, destruction of infrastructure and the spread of disease, particularly among children,” said Sabah Alhallak, who together with Kefah Ali Deeb, Rafif Jouejati and Delsha Ayo, were selected by approximately 50 women from inside and outside Syria who participated in the meeting to address the media on their behalf.
Phumzile Mlambo-Ngcuka, Executive Director of UN Women, thanked the participants who travelled far distances and at great personal risk to attend the meeting. “These women worked day and night to identify solutions to bring back security, rights and dignity to the suffering Syrian people”, she said. “Women have a critical role to play in creating the foundations for a sustainable peace and a pluralistic Syria based on democracy and respect for human rights. UN Women will continue to be a strong partner for Syrian women to support their collective voice and peace initiatives in the political process,” Mlambo-Ngcuka added.
The meeting was part of UN Women’s long-term efforts to support Syrian women and civil society’s active participation in the Syrian peace process, and to create spaces to hear and advance women’s voices and perspectives in peace efforts, consistent with Security Council Resolutions 1325 and 2122 and the Geneva Communiqué I, which call for the full inclusion and engagement of women in peace processes.
UN-Arab League Joint Special Representative for Syria, Lakhdar Brahimi, joined the women during the conference’s opening session, which was held 10 days before the expected start of the “Geneva II” talks on Syria.
“This meeting conveys to both parties that will sit together at the negotiating table the importance of listening to the voices of Syrian women and incorporating women as a key player in the efforts leading to a peaceful resolution of the Syrian crisis,” said Mr. Brahimi, during the meeting of Syrian women civil society.
Mr. Brahimi is expected to meet again with the participants on 14 January to receive the Outcome Document and hear in person about the Syrian women’s collective asks and conclusions.
Frans Timmermans, Minister of Foreign Affairs of the Netherlands sent a message to the participants congratulating their efforts and courage "I am pleased to hear that Syrian women are letting the world know that the future of Syria should not exclusively be decided by those who carry the arms. Women have a crucial role in implementing a future peace agreement. That is why their voice matters."

Syrian Women’s Initiative for Peace and Democracy
11-13 January 2014
Geneva
Syrian women and men, as well as the international community, are focused on the Geneva II peace conference.
We are Syrian women of diverse backgrounds and positions, and we represent a broad range of women’s and civil society organizations. We have come together to prepare this set of demands and priorities based on our first-hand experience of the suffering of the Syrian people, which has become intolerable. We share the hopes of the Syrian people that the Geneva II conference will be a serious step towards ending the violence and bloodshed in Syria.
We believe that the Geneva I Communique provides a foundation to end all forms of tyranny and to initiate the transition to a civil, democratic, pluralistic, and united state.
Priorities as related to ending the fighting, promoting the peace process and improving the humanitarian situation
1. Adopt the Geneva 1 Communique (stop the fighting and achieve a cessation of armed violence, the release of arbitrarily detained women and men, freedom of movement throughout the country for journalists, respect for freedom of association and the right to demonstrate peacefully). To this we add: release the women and men who have been abducted by the various armed groups.
2. Lift the siege and allow for the timely provision of humanitarian and medical aid to all affected regions, under the supervision of an independent commission with international oversight.
3. Implement an immediate ceasefire as a first step towards the permanent cessation of military operations. This can be achieved by relying upon mutually reinforcing negotiation tracks at local, national and international levels, with the robust (?) participation of Syrian civil society.
4. Call upon the United Nations Security Council to support the efforts of the UN Arab League Joint Mission, by authorizing the appointment and deployment of negotiators, observers and peacekeepers, as needed.
5.  Take immediate measures to stop gender-based violence as per UN Security Council Resolutions 1820 1888, 1960; adopt gender-sensitive policies and protect women and girls against sexual exploitation, early marriage, human trafficking and rape.
6. Cooperate with neighboring states and secure international guarantees to ensure the expulsion of all non-Syrian combatants.
7. Put an end to all arbitrary detentions, court rulings and administrative decisions, and lift all travel restrictions on activists and politicians so as to assure their freedom of movement.
8. Ensure the safe and dignified return of all refugees and internally displaced people to their former cities and places of residence, with provisions for compensation, family reunification, and guaranteeing gender equality in this process.
9.  Put an immediate end to the recruitment of child soldiers as per UN Security Council resolutions 1261, 1612, and 1882. Immediately establish a national education program that suspends all ideological curricula and which adopts modern unified curricula that respect human rights, the equality of citizens regardless of gender, and which addresses the issue of children who have been unable to attend school.
10.          Demand the lifting of economic sanctions on the Syrian people immediately upon signing of the agreement between the parties and the launching of a transitional process. This demand does not include the lifting of sanctions imposed on individuals and private corporations.(?)
11.          Dismantle all arbitrary tribunals, terror-related courts, as well as sharia commissions, and reinstate civil law throughout Syria.
12.          Develop a national plan that protects vulnerable structures, including economic, security, administrative and cultural sites, as well as the country’s infrastructure.
13.          Take measures to secure all official records and documentation in cooperation with appropriate civil society organizations.
14.          Restructure and reform security and police institutions in line with international norms of human rights and gender sensitivity.
15.          Bring to justice and render accountable the perpetrators of war crimes and crimes against humanity, and launch the process of transitional justice.
Demands on the Negotiation Process
1.            Adopt the Geneva 1 Communique as the baseline for a political solution and as the starting point for the negotiation process that seeks to build a comprehensive and lasting peace, and which lays the foundation for a state based on citizenship and the rule of law.
2.            Start the democratic transition process to end tyranny in all its forms and lay the foundations for a pluralistic, civil and democratic state in which all components of society are equal, and which upholds human rights in accordance with international norms and guarantees freedom of speech and belief.
3.            Affirm that the State should be based on the principles of peaceful transfer of power, separation of powers, independence of the judiciary, rule of law and neutrality of the military.
4.            Reject any political solution based on ethnicity, confessionalism, religion or military balance on the ground, to protect the territorial integrity of Syria and the unity of its people.
5.            Demand that the constitution guarantees the equality of women and men and penalizes all forms of discrimination and violence against women.
6.            Demand a constitution that guarantees the rights of equal citizenship to the Syrian people in all their diversity and affiliations.
7.            Establish a clear timetable for the negotiation phase.
8.            Urge all relevant international actors to end all forms of military support to the parties and call upon neighboring states to control their borders with Syria in accordance with international laws.
9.            Develop a national Disarmament Demobilization and Reintegration program.
10.          Incorporate strategies to guarantee gender-sensitive transitional justice.
11.          Prohibit the transitional government from entering into contractual agreements that extend beyond its tenure or from signing contracts that may bind the country beyond the transitional stage or threaten its independence in any way.
Demands related to the participation of women in the peace process
1.            We call on the United Nations to uphold its commitments to implement Security Council Resolutions 1325, 1820, 1888, 1889, 1960, 2106, 2122, regarding the status of women in armed conflict. We ask the United Nations pressure on the international community and on the negotiating parties to guarantee the effective participation of women on all negotiating teams and committees in a proportion of no less than 30% for the duration of the negotiation process.
2.            Ensure that representatives of women’s organizations and civil society organizations be included as observers in the negotiations.
3.            Ensure the meaningful participation of women in the entire political process, including in the formation of the transitional governing body, the constitutional drafting committee, the drafting of the election law, mechanisms of transitional justice, the local administration and local committees for civil peace.
4.            Appoint a Syrian gender advisor to the mediation team and establish communication channels to enable joint action and coordination with women’s and civil society organizations.
5.            Exert pressure on all the parties and mobilize public opinion campaigns to uphold international commitments and ensure the implementation of the outcomes of the Geneva 2 conference.
6.            Work with the mediation team to ensure that the negotiating parties adopt the document produced by this meeting.
7.            Take all necessary measures to protect women who participate in negotiations and throughout the political process.
8.            Build the capacity of Syrian women activists and civil society organizations in the areas of negotiation and peacebuilding skills.
