Democrats Trade Places on War and McCarthyism

Exclusive: The anti-Russia hysteria gripping the Democratic Party marks a “trading places” moment as the Democrats embrace the New Cold War and the New McCarthyism, flipping the script on Republicans, writes Robert Parry.

Caught up in the frenzy to delegitimize Donald Trump by blaming his victory on Russian meddling, national Democrats are finishing the transformation of their party from one that was relatively supportive of peace to one pushing for war, including a confrontation with nuclear-armed Russia.

This “trading places” moment was obvious in watching the belligerent tone of Democrats on the House Intelligence Committee on Monday as they impugned the patriotism of any Trump adviser who may have communicated with anyone connected to Russia.

Ranking Democrat, Rep. Adam Schiff of California, acknowledged that there was no hard evidence of any Trump-Russia cabal, but he pressed ahead with what he called “circumstantial evidence of collusion,” a kind of guilt-by-association conspiracy theory that made him look like a mild-mannered version of Joe McCarthy.

Schiff cited by name a number of Trump’s aides and associates who – as The New York Times reported – were “believed to have some kind of contact or communications with Russians.” These Americans, whose patriotism was being questioned, included foreign policy adviser Carter Page, Trump’s second campaign manager Paul Manafort, political adviser Roger Stone and Trump’s first national security adviser retired Lt. Gen. Michael Flynn.

In a 15-minute opening statement, Schiff summed up his circumstantial case by asking: “Is it possible that all of these events and reports are completely unrelated and nothing more than an entirely unhappy coincidence? Yes, it is possible. But it is also possible, maybe more than possible, that they are not coincidental, not disconnected and not unrelated.”

As an investigative journalist who has covered (and uncovered) national security scandals for several decades, I would never accuse people of something as serious as betraying their country based on nothing more than coincidences that, who knows, might not be coincidental.

Before we published anything on such topics, the news organizations that I worked for required multiple layers of information from a variety of sources including insiders who could describe what had happened and why. Such stories included Nicaraguan Contra cocaine smuggling, Oliver North’s secret Contra supply operation, and the Reagan campaign’s undermining of President Carter’s Iran-hostage negotiations in 1980.

For breaking those stories, we still took enormous heat from Republicans, some Democrats who wanted to show how bipartisan they were, and many establishment-protecting journalists, but the stories contained strong evidence that misconduct occurred – and we were highly circumspect in how the allegations were framed.

Going Whole-Hog

By contrast, national Democrats, some super-hawk Republicans and the establishment media are going whole-hog on these vague suspicions of contacts between some Russians and some Americans who have provided some help or advice to Trump.

Given the paucity of evidence – both regarding the claims that Russia hacked Democratic emails and slipped them to WikiLeaks, and the allegations that somehow Trump’s advisers colluded in that process – it would appear that what is happening is a political maneuver to damage Trump politically and possibly remove him from office.

But those machinations require the Democratic Party’s continued demonization of Russia and implicitly put the Democrats on the side of escalating New Cold War tensions, such as military support for the  fiercely anti-Russian regime in Ukraine which seized power in a 2014 U.S.-backed putsch overthrowing elected President Viktor Yanukovych.

One of the attack lines that Democrats have used against Trump is that his people toned down language in the Republican platform about shipping arms to the Ukrainian military, which includes battalions of neo-Nazi fighters and has killed thousands of ethnic Russian Ukrainians in the east in what is officially called an Anti-Terrorism Operation (or ATO).

The Democratic Party leaders have fully bought into the slanted Western narrative justifying the violent overthrow of Yanukovych. They also have ignored the human rights of Ukraine’s ethnic Russian minorities, which voted overwhelmingly in Crimea and the Donbass to secede from post-coup Ukraine. The more complex reality is simply summed up as a “Russian invasion.”

Key Democrats also have pressed for escalation of the U.S. military attacks inside Syria to force “regime change” on Bashar al-Assad’s secular government even if that risks another military confrontation with Russia and a victory by Al Qaeda and other Sunni extremists.

In short, the national Democratic Party is turning itself into the more extreme war party. It’s not that the Republicans have become all that dovish; it’s just that the Democrats have become all that hawkish. The significance of this change can hardly be overstated.

Questioning War

Since late in the Vietnam War, the Democrats have acted as the more restrained of the two major parties on issues of war, with the Republicans associated with tough-guy rhetoric and higher military spending. By contrast, Democrats generally were more hesitant to rush into foreign wars and confrontations (although they were far from pacifists).

Especially after the revelations of the Pentagon Papers in the 1971 revealing the government deceptions used to pull the American people into the Vietnam War, Democrats questioned shady rationalizations for other wars.

Some Democratic skepticism continued into the 1980s as President Ronald Reagan was modernizing U.S. propaganda techniques to whitewash the gross human rights crimes of right-wing regimes in Central America and to blacken the reputations of Nicaragua’s Sandinistas and other leftists.

The Democratic resolve against war propaganda began to crack by the mid-to-late 1980s – around Reagan’s Grenada invasion and George H.W. Bush’s attack on Panama. By then, the Republicans had enjoyed nearly two decades of bashing the Democrats as “weak on defense” – from George McGovern to Jimmy Carter to Walter Mondale to Michael Dukakis.

But the Democratic Party’s resistance to dubious war rationalizations collapsed in 1991 over George H.W. Bush’s Persian Gulf War, in which the President rebuffed less violent solutions(even ones favored by the U.S. military) to assure a dramatic ground-war victory after which Bush declared, “By God, we’ve kicked the Vietnam Syndrome once and for all.”

Fearful of being labeled disloyal to “the troops” and “weak,” national Democrats scrambled to show their readiness to kill. In 1992, Gov. Bill Clinton left the campaign trail to return to Arkansas to oversee the execution of the mentally impaired Ricky Ray Rector.

During his presidency, Clinton deployed so-called “smart power” aggressively, including maintaining harsh sanctions on Iraq even as they led to the unnecessary deaths of hundreds of thousands of Iraqi children. He also intervened in the Yugoslavian civil war by bombing civilian targets in Belgrade including the lethal destruction of the Serb TV station for the supposed offense of broadcasting “propaganda.”

After the 9/11 attacks in 2001, many leading congressional Democrats – including presidential hopefuls John Kerry, Joe Biden and Hillary Clinton – voted to authorize President George W. Bush to invade Iraq. Though they offered various excuses (especially after the Iraq War went badly), the obvious real reason was their fear of being labeled “soft” in Republican attack ads.

The American public’s revulsion over the Iraq War and the resulting casualties contributed to Barack Obama’s election. But he, too, moved to protect his political flanks by staffing his young administration with hawks, such as Secretary of State Hillary Clinton, Defense Secretary Robert Gates and Gen. (and later CIA Director) David Petraeus. Despite receiving the Nobel Peace Prize, Obama also became comfortable with continuing Bush’s wars and starting some of his own, such as the bombing war against Libya and the violent subversion of Syria.

By nominating Hillary Clinton in 2016, the Democratic Party completed its transformation into the Party of War. Clinton not only ran as an unapologetic hawk in the Democratic primaries against Sen. Bernie Sanders – urging, for instance, a direct U.S. military invasion of Syria to create “no fly zones” – but positioned herself as a harsh critic of Trump’s hopes to reduce hostilities with Russia, deeming the Republican nominee Vladimir Putin’s “puppet.”

Ironically, Trump’s shocking victory served to solidify the Democratic Party’s interest in pushing for a military confrontation with Russia over Ukraine. After all, baiting Trump over his alleged “softness” toward Russia has become the centerpiece of Democratic hopes for somehow ousting Trump or at least crippling his presidency. Any efforts by Trump to ease those tensions will be cited as prima facie evidence that he is Putin’s “Manchurian candidate.”

Being Joe McCarthy

National Democrats and their media supporters don’t even seem troubled by the parallels between their smears of Americans for alleged contacts with Russians and Sen. Joe McCarthy’s guilt-by-association hearings of the early Cold War. Every link to Russia – no matter how tenuous or disconnected from Trump’s election – is trumpeted by Democrats and across the mainstream news media.

But it’s not even clear that this promotion of the New Cold War and the New McCarthyism will redound to the Democrats’ political advantage. Clinton apparently thought that her embrace of a neoconservative foreign policy would bring in many “moderate” Republicans opposed to Trump’s criticism of the Bush-Obama wars, but exit polls showed Republicans largely rallying to their party’s nominee.

Meanwhile, there were many anti-war Democrats who have become deeply uncomfortable with the party’s new hawkish persona. In the 2016 election, some peace Democrats voted for third parties or didn’t vote at all for president, although it’s difficult to assess how instrumental those defections were in costing Clinton the key states of Pennsylvania, Michigan and Wisconsin.

More broadly, the Democratic obsession with Russia and the hopes for somehow exploiting those investigations in order to oust Trump have distracted the party from a necessary autopsy into why the Democrats have lost so much ground over the past decade.

While many Democratic leaders and activists are sliding into full-scale conspiracy-mode over the Russia-Trump story, they are not looking at the party’s many mistakes and failings, such as:

–Why did party leaders push so hard to run an unpopular establishment candidate in a strongly anti-establishment year? Was it the fact that many are beholden to the Clinton cash machine?

–How can Democrats justify the undemocratic use of “super-delegates” to make many rank-and-file voters feel that the process is rigged in favor of the establishment’s choice?

–What can the Democratic Party do to reengage with many working-class voters, especially downwardly mobile whites, to stop the defection of this former Democratic base to Trump’s populism?

–Do national Democrats understand how out of touch they are with the future as they insist that the United States must remain the sole military superpower in a uni-polar world when the world is rapidly shifting toward a multi-polar reality?

Yet, rather than come up with new strategies to address the future, Democratic leaders would rather pretend that Putin is at fault for the Trump presidency and hope that the U.S. intelligence community – with its fearsome surveillance powers – can come up with enough evidence to justify Trump’s impeachment.

Then, of course, the Democrats would be stuck with President Mike Pence, a more traditional Religious Right Republican whose first step on foreign policy would be to turn it over to neocon Senators John McCain and Lindsey Graham, a move that would likely mean a new wave of “regime change” wars.

At such a point, that might put the Democrats and Republicans in sync as two equally warmongering parties, but what good that would do for the American people and the world is hard to fathom.

There was a time when Russophobia served as an effective form of population control – used by the American ruling class in particular to command the general US population into patriotic loyalty. Not any longer. Now, Russophobia is a sign of weakness, of desperate implosion among the US ruling class from their own rotten, internal decay.

This propaganda technique worked adequately well during the Cold War decades when the former Soviet Union could be easily demonized as «godless communism» and an «evil empire». Such stereotypes, no matter how false, could be sustained largely because of the monopoly control of Western media by governments and official regulators.

The Soviet Union passed away more than a quarter of a century ago, but Russophobia among the US political class is more virulent than ever.

This week it was evident from Congressional hearings in Washington into alleged Russian interference in US politics that large sections of American government and establishment media are fixated by Russophobia and a belief that Russia is a malign foreign adversary.

However, the power of the Russophobia propaganda technique over the wider population seems to have greatly diminished from its Cold War heyday. This is partly due to more diverse global communications which challenge the previous Western monopoly for controlling narrative and perception. Contemporary Russophobia – demonizing Russian President Vladimir Putin or Russian military forces – does not have the same potency for scaring the Western public. Indeed, due to greater diversity in global news media sources, it is fair to say that «official» Western depictions of Russia as an enemy, for example allegedly about to invade Europe or allegedly interfering in electoral politics, are met with a healthy skepticism – if not ridicule by many Western citizens.

What is increasingly apparent here is a gaping chasm between the political class and the wider public on the matter of Russophobia. This is true for Western countries generally, but especially in the US. The political class – the lawmakers in Washington and the mainstream news media – are frenzied by claims that Russia interfered in the US presidential elections and that Russia has some kind of sinister leverage on the presidency of Donald Trump.

But this frenzy of Russophobia is not reflected among the wider public of ordinary American citizens. Rabid accusations that Russia hacked the computers of Trump’s Democrat rival Hillary Clinton to spread damaging information about her; that this alleged sabotage of American democracy was an «act of war»; that President Trump is guilty of «treason» by «colluding» with a «Russian influence campaign» – all of these sensational claims seem to be only a preoccupation of the privileged political class. Most ordinary Americans, concerned about making a living in a crumbling society, either don’t buy the claims or view them as idle chatter.

Kremlin spokesman Dmitry Peskov this week dismissed the Congressional hearings into alleged Russian interference in US politics. He aptly said that US lawmakers and the corporate media have become «entangled» in their own fabrications. «They are trying to find evidence for conclusions that they have already made», said Peskov.

Other suitable imagery is that the US political class are tilting at windmills, chasing their own tails, or running from their own shadows. There seems to be a collective delusional mindset.

Unable to accept the reality that the governing structure of the US has lost legitimacy in the eyes of the people, that the people rebelled by electing an outsider in the form of business mogul-turned-politician Donald Trump, that the collapse of American traditional politics is due to the atrophy of its bankrupt capitalist economy over several decades – the ruling class have fabricated their own excuse for demise by blaming it all on Russia.

The American ruling class cannot accept, or come to terms, with the fact of systemic failure in their own political system. The election of Trump is a symptom of this failure and the widespread disillusionment among voters towards the two-party train wreck of Republicans and Democrats. That is why the specter of Russian interference in the US political system had to be conjured up, by necessity, as a way of «explaining» the abject failure and the ensuing popular revolt.

Russophobia was rehabilitated from the Cold War closet by the American political establishment to distract from the glaring internal collapse of American politics.

The corrosive, self-destruction seems to know no bounds. James Comey, the head of the Federal Bureau of Investigation, told Congress this week that the White House is being probed for illicit contacts with Russia. This dramatic notice served by Comey was greeted with general approval by political opponents of the Trump administration, as well as by news media outlets.

The New York Times said the FBI was in effect holding a «criminal investigation at the doorstep of the White House».

Other news outlets are openly airing discussions on the probability of President Trump being impeached from office.

The toxic political atmosphere of Russophobia in Washington is unprecedented. The Trump administration is being crippled at every turn from conducting normal political business under a toxic cloud of suspicion that it is guilty of treason from colluding with Russia.

President Trump has run afoul with Republicans in Congress over his planned healthcare reforms because many Republicans are taking issue instead over the vaunted Russian probe.

When Trump’s Secretary of State Rex Tillerson was reported to be skipping a NATO summit next month but was planning to visit Moscow later in the same month, the itinerary was interpreted as a sign of untoward Russian influence.

What makes the spectacle of political infighting so unprecedented is that there is such little evidence to back up allegations of Trump-Russia collusion. It is preponderantly based on innuendo and anonymous leaks to the media, which are then recycled as «evidence».

Devin Nunes, the ranking Republican on the House Intelligence Committee, said earlier this week that he has seen no actual evidence among classified documents indicating any collusion between the Trump campaign team and the Russian government.

Even former senior intelligence officials, James Clapper and Michael Morell who are no friends of Trump, have lately admitted in media interviews that there is no such evidence.

Yet, FBI chief James Comey told Congress that his agency was pursuing a potentially criminal investigation into the Trump administration, while at the same time not confirming or denying the existence of any evidence.

And, as already noted, this declaration of open-ended snooping by Comey on the White House was met with avid approval by political opponents of Trump, both on Capitol Hill and in the corporate media.

Let’s just assume for a moment that the whole Trump-Russia collusion story is indeed fake. That it is groundless, a figment of imagination. There are solid reasons to believe that is the case. But let’s just assume here that it is fake for the sake of argument.

That then means that the Washington seat of government and the US presidency are tearing themselves apart in a futile civil war.

The real war here is a power struggle within the US in the context of ruling parties no longer having legitimacy to govern.

This is an American implosion. An historic Made-in-America meltdown. And Russophobia is but a symptom of the internal decay at the heart of US politics.

The Conspiracy Against President Trump by Paul Craig ROBERTS

It is all about protecting the massive military/security budget and powers. Trump threatened both the budget and the power when he declared that his policy would be to normalize relations with Russia. If relations are normalized, the carefully orchestrated “Russian threat” disappears. 

March 20, 2017: Listening today to the broadcast of testimony by FBI Director Comey and National Security Agency Director Admiral Michael Rogers before the House Intelligence Committee (an oxymoron) made it clear that the Democrats, Comey, and Rogers intend conflict with Russia.

The Republicans, for the most part, were interested to know how security leaks targeted at Trump Republicans came from meetings at which only the CIA Director, NSA Director, and FBI director were present. Of course, they did not get an answer, which shows how powerless congressional oversight committees are. Comey repeatedly said that he could not tell the committee anything, because it would confirm that a press leak was true. But, he said, speaking generally and of no specific leak, most leaks come from “someone who heard something” and passes it on to the media, which also explains the inaccuracy of some leaks. In other words, don’t blame us.

The Democrats were out in force to demonize Russia, Putin, and everyone, especially Trump Republicans, who speaks to a Russian even if the person is still a private citizen, as was Gen. Flynn when he recommended to the Russian ambassador that Russia not respond in kind to President Obama’s expulsion of Russian diplomats over Christmas. The Democrats bestowed yet another demonic title on Putin. In addition to being “the new Hitler,” a “thug,” and a “Mafia don,” today Putin became a “tarantula in the center of the spy web.”

The Democrats’ position was that Flynn, by discouraging a Russian tit for tat, had interfered with the Obama regime’s policy of worsening relations between the US and Russia. Some Democrats saw this as treason. Others saw it as proof that Flynn and Trump are in Putin’s pocket, and still others see it as even worse.

The Democrats were also very concerned about lobbyists, if they be Republican, working for Russian interests, including Tillerson, the Secretary of State. The fact that every country employs lobbyists and that the lobbyists don’t always register as foreign agents, such as Israel’s lobbyists, or if news reports at the time were correct, neocon Richard Perle who represented Turkey in Washington.

Democrats were also after Gen. Flynn for saying that he had not received money from the Russian government. Flynn received a fee for attending the 10th Anniversary celebration of RT in Moscow. Is RT, a news organization, the Russian government? Its budget is supported by the Russian government, but how does this differ from the US government’s support of the budgets of National Public Radio, Radio Free Europe/Radio Liberty, Voice of America? Does this mean that everyone who gives an interview to NPR, Radio Liberty, and VOA is an American agent in the pocket of the US president? If you attend a function of one of these organizations, does it make you an “American agent/dupe”? Will there be a list of these people?

What the Democrats tried to do today was to criminalize everyone who works for better relations between the US and Russia. To be for peace between the nuclear powers is to be a Russian agent and to be put on a list. The Democrats insisted that Russia was an enemy out to get us, and the Democrats had no difficulty getting Comey and Rogers, both Obama appointees, to agree.

Comey and Rogers said that Russia was the main threat to the US, was working against our interests, and intends to harm us. Harming us includes opposing US hegemony and unilateralism. In other words, if the Russian government acts in the interests of Russia, the Russian government is harming the US. From the testimony it clearly emerged that any kind of opposition to anything Washington does is against American interests.

Both Comey and Rogers declared, falsely, that Russia had invaded Ukraine and seized Crimea by force. If Comey and Rogers are so poorly informed that they believe this, they are unfit for office. Crimea has been a part of Russia for 300 years. The population is almost entirely Russian. When the Soviet Union collapsed and Washington broke it apart, the Ukraine became independent for the first time in history. Crimea, which had been transferred by Khrushchev in 1954 from the Russian Soviet Socialist Republic to the Ukrainian Soviet Socialist Republic, was included in the transfer on the condition that Russia had a long term lease on the naval base in Crimea.

When Washington’s coup overthrew the democratically elected government in Ukraine, the Russian populations in Crimea, and in the new republics of Luhansk and Donetsk, were attacked and threatened by the neo-nazi elements in eastern Ukraine that had fought for Hitler against the Soviet Union. The populations of these areas voted overwhelmingly to reunite with Russia, from whence they had come. The votes were fair and open. As Crimea is the Russian Navy’s Black Sea base, Crimea was already occupied by Russian forces. For Comey and Rogers to call this an “invasion” displays either ignorance or a lack of integrity.

Indeed, the lack of integrity of the FBI, NSA, CIA, and Obama regime is evidenced by the sustained campaign of lies, distortions, and targeted “news leaks,” that is, stories planted on the presstitutes by the intelligence services about Russian interference in the presidential election. It is all about protecting the massive military/security budget and powers. Trump threatened both the budget and the power when he declared that his policy would be to normalize relations with Russia. If relations are normalized, the carefully orchestrated “Russian threat” disappears. The intelligence services are not willing for this to happen. The US intelligence services prefer the risk of nuclear Armageddon to a budget cut.

The Democrats are probably not sufficiently intelligent to understand that they are fanning the flames of war between nuclear powers. The Democrats are desperate to find someone on whom to pin their loss of the election. Moreover, by pinning it on a conspiracy between Trump and Putin, they hope to remove Trump from office. Although Pence, who is a Russophobe, is acceptable to the military/security complex, the Democrats have hopes of clearing out Pence as well, as his election resulted from the alleged conspiracy, and reinstalling themselves in the White House.

Americans need to understand that the political competition between the Democrats and Republicans is over which party gets to collect the money for being the whore for the One Percent. Traditionally, the party in the White House gets most of the money, so that is where both parties want to be.

Michael Morell, a supporter of Hillary Clinton and President Obama’s last CIA director in an acting capacity, who was slated to become CIA director under Hillary, said, “On the question of the Trump campaign conspiring with the Russians, there is smoke, but there is no fire, at all. There’s no little campfire, there’s no little candle, there’s no spark. And there’s a lot of people looking for it.”

Morell does believe that it was the Russians who hacked Hillary’s incriminating emails but not in collusion with Trump, although the evidence is that they were a leak from inside the Democratic National Committee by disaffected supporters of Bernie Sanders.

Obama’s Director of National Intelligence James Clapper said on Meet the Press on March 5 that he had seen no evidence of a Putin-Trump conspiracy when he left office on January 20.

Listening to Comey and Rogers today, if they are not working against President Trump, what would classify as working against Trump? Trump supporters ask why Trump doesn’t fire these two men who are working to block a reduction in the dangerous tensions between Washington and Russia. Are the Democrats, Comey, Rogers, the CIA and their media whores so stupid that they don’t understand what it means when the President of Russia says, “the Americans have destroyed our trust in them?”

Trump doesn’t fire Comey and Rogers, because he cannot fire them. If he fires them, the Democrats and presstitutes will explain the firings as proof that Trump is a Russian agent and is covering up his treason by removing those investigating it.

Trump is trying to use Twitter to respond to the orchestrated media assault against him and to achieve some organization among his supporters, the working class that elected him. However, Trump cannot even count on the Republican Party. Most Republicans are also dependent on political contributions from the military/security complex, and Republicans know that the intelligence agencies have all the dirt on them. To fight for Trump is to expose themselves.

It is undeniable that the CIA controls the media, both in Europe and in the US. Udo Ulfkotte’s book, Gekauftge Journalisten, exposed the CIA’s hold on European journalists when it was published in Germany in 2014. An English language edition, Journalists for Hire: How the CIA Buys the News, is due out in May. In the meantime Joel Whitney’s book, Finks: How the C.I.A. Tricked the World’s Best Writers, suffices to establish that America’s most respected journalists drank the CIA’s Kool-Aid “and thought they were saving freedom” by serving as propagandists.

People in the West need to understand that if the news they receive bears on the interests of the US military/security complex, the news is scripted by the CIA. The CIA serves its interests, not the interests of the American people or the interests of peace.

Im Wortlaut: Wladimir Putins Rede bei der UN-Generalversammlung

Sehr geehrter Herr Vorsitzender, sehr geehrter Herr Generalsekretär, sehr geehrte Staatsoberhäupter und Regierungschefs, meine Damen und Herren!

Das 70. Jubiläum der Vereinten Nationen ist ein guter Anlass, um sowohl über die Geschichte, als auch über unsere gemeinsame Zukunft zu sprechen. Im Jahr 1945 haben die Staaten, die den Nazismus besiegt haben, ihre Anstrengungen vereinigt, um feste Grundlagen für die Nachkriegsordnung zu schaffen. Ich erinnere daran, dass die wichtigsten Entscheidungen über die Prinzipien der Zusammenarbeit von Staaten und über die Gründung der UNO in unserem Land getroffen wurden, bei der Jalta-Konferenz der Anführer der Anti-Hitler-Koalition. Das System von Jalta war wirklich mit viel Leid und den Leben von Dutzenden Millionen Menschen bezahlt, mit zwei Weltkriegen, die den Planeten im 20. Jahrhundert heimgesucht haben und, wenn wir objektiv sind, half es der Menschheit, das turbulente und oft dramatische Geschehen der letzten 70 Jahre zu überstehen und bewahrte die Welt vor weitreichenden Erschütterungen.

Die Vereinten Nationen sind eine Struktur, für die es im Hinblick auf Legitimität, Repräsentativität und Universalität keine vergleichbare gibt. Ja, an der UNO gibt es in letzter Zeit viel Kritik. Sie sei nicht effizient genug und das Treffen von prinzipiellen Entscheidungen stoße auf unüberwindbare Widersprüche, vor allem zwischen Mitgliedern des Sicherheitsrats.

Allerdings möchte ich anmerken, dass es in der UNO immer Differenzen gab, im Verlauf der gesamten 70 Jahre ihrer Existenz. Das Vetorecht wurde immer verwendet, sowohl von den Vereinigten Staaten, als auch von Großbritannien, von Frankreich, von China und von der UdSSR, später von Russland. Das ist völlig natürlich für eine derart vielfältige und repräsentative Organisation. Bei der Gründung der UNO war es auch nicht geplant, dass hier Gleichgesinnung herrschen würde. Das Wesen dieser Organisation besteht eigentlich in der Suche und der Ausarbeitung von Kompromissen, ihre Stärke ist die Berücksichtigung der verschiedenen Meinungen und Sichtweisen.

Die bei der UNO diskutierten Lösungen werden in Form von Resolutionen miteinander abgestimmt - oder eben nicht; wie Diplomaten sagen: sie kommen entweder durch oder nicht. Und alle Handlungen eines jeden Staates, der diese Ordnung umgeht, sind illegitim und widersprechen der Charta der Vereinten Nationen sowie dem Völkerrecht.

Wir alle wissen, dass in der Welt nach dem Ende des Kalten Krieges ein einziges Zentrum der Dominanz entstanden ist. Und dann entstand bei denen, die an der Spitze dieser Pyramide standen, die Verführung zu denken, dass wenn sie so stark und exzeptionell sind, sie besser als alle anderen wissen, was zu tun ist. Und folglich muss man die UNO nicht berücksichtigen, die oftmals, anstatt eine gewünschte Entscheidung automatisch zu legitimieren, nur unnötig stört. Man begann davon zu sprechen, dass die Organisation in der Form, in der sie erschaffen wurde, veraltet ist und ihre historische Mission erfüllt hat.

Sicherlich, die Welt wandelt sich und die UNO muss dieser natürlichen Transformation entsprechen. Russland ist bereit, auf der Basis eines breiten Konsens mit allen Partnern an der Weiterentwicklung der UNO zu arbeiten, doch die Versuche, die Autorität und die Legitimität der UNO zu zerrütten, sind äußerst gefährlich.  Das kann zu einem Einsturz der gesamten Architektur der internationalen Beziehungen führen. Dann werden uns wirklich keine Regeln bleiben, außer dem Recht des Stärkeren. Das wird eine Welt sein, in der statt kollektiver Arbeit der Egoismus herrschen wird, eine Welt mit immer mehr Diktat und immer weniger Gleichberechtigung, realer Demokrate und Freiheit, eine Welt, in der sich anstelle wirklich souveräner Staaten die Zahl der Protektorate und von außen gesteuerter Territorien mehren wird. Denn was ist staatliche Souveränität, von der hier bereits Kollegen gesprochen haben? Das ist in erster Linie eine Frage der Freiheit, der freien Wahl des Schicksals für jeden Menschen, jedes Volk und jeden Staat.

In der selben Reihe, verehrte Kollegen, steht auch die Frage nach der sogenannten Legitimität der Staatsmacht. Man darf hierbei nicht spielen und nicht mit Worten manipulieren. Im internationalen Recht und bei internationalen Angelegenheiten muss jeder Begriff verständlich, transparent sein, eine Einheitlichkeit des Verständnisses und der Kriterien haben. Wir alle sind verschieden und das muss man mit Respekt behandeln. Niemand ist verpflichtet, sich an ein Entwicklungsmodell anzupassen, das von irgendjemand ein für alle Mal als einzig richtiges bestimmt wurde.

Wir alle sollten nicht die Erfahrung der Vergangenheit vergessen. Wir haben etwa Beispiele aus der Geschichte der Sowjetunion im Gedächtnis. Der Export von sozialen Experimenten, die Versuche, Veränderungen in diesen oder jenen Staaten auf Basis der eigenen ideologischen Einstellungen herbeizuführen, führten oftmals zu tragischen Folgen, brachten nicht den Fortschritt, sondern die Degradation. Wie es jedoch aussieht, lernt niemand aus den Fehlern der anderen, sondern wiederholt sie nur. Und der Export von sogenannten "demokratischen" Revolutionen setzt sich fort.

Es genügt, auf die Situation im Nahen Osten und in Nordafrika zu schauen, von der mein Vorredner gesprochen hat. Gewiss, die politischen und die sozialen Probleme häuften sich in diesen Regionen seit Langem an und die Menschen wollten Veränderungen. Doch was passierte in Wirklichkeit?  Eine aggressive äußere Einmischung führte dazu, dass anstelle der Reformen die staatlichen Institutionen und die Lebensweise der Menschen rücksichtslos zerstört wurden. Statt des Triumphs von Demokratie und Fortschritt gibt es Gewalt, Armut, eine soziale Katastrophe, während die Menschenrechte, einschließlich des Rechts auf Leben, keinen Wert mehr haben.

Man möchte diejenigen fragen, die eine solche Situation geschaffen haben: "Versteht ihr wenigstens jetzt, was ihr gemacht habt?" Doch ich fürchte, diese Frage wird in der Luft hängen bleiben, denn niemand hat sich von der Politik verabschiedet, deren Grundlage die Selbstherrlichkeit, die Überzeugung von der eigenen Exklusivität und Straffreiheit ist.

Es ist bereits offensichtlich, dass das in mehreren Ländern des Nahen Ostens und Nordafrikas entstandene Machtvakuum zu Anarchiezonen geführt hat, die sofort von Extremisten und Terroristen gefüllt wurden. Unter den Fahnen des sogenannten Islamischen Staates stehen bereits Zehntausende Kämpfer. Unter ihnen sind ehemalige irakische Militärs, die nach der Irak-Invasion 2003 auf die Straße geworfen wurden. Ein Ursprungsland für Rekrute ist auch Libyen, dessen Staatlichkeit durch grobe Verletzung der Resolution des UN-Sicherheitsrats Nr. 1973 zerstört wurde. Und heute werden die Reihen der Radikalen durch Mitglieder der sogenannten gemäßigten syrischen Opposition gefüllt, die vom Westen unterstützt wird.

Zuerst werden sie bewaffnet und ausgebildet und dann laufen sie zum sogenannten Islamischen Staat über. Doch auch der IS selbst enstand nicht aus dem Nichts, er wurde anfangs ebenso als Waffe gegen die unerwünschten säkularen Regime hochgezüchtet. Nach der Bildung der Ausgangsbasis in Syrien und dem Irak, versucht der IS aktiv, in andere Regionen zu expandieren und zielt auf die Herrschaft in der islamischen Welt und nicht nur dort. Er beschränkt sich nicht auf diese Pläne. Die Lage ist mehr als gefährlich.

In einer solchen Situation ist es heuchlerich und verantwortungslos, mit lauten Deklarationen über die Bedrohung, die vom internationalen Terrorismus ausgeht, aufzutreten und gleichzeitig die Augen vor Finanzierungs- und Unterstützungskanälen der Terroristen zu verschliessen, darunter Handel mit Drogen, illegalem Öl und Waffen, oder zu versuchen, die extremistischen Gruppen zu steuern, sich ihrer für die eigenen politischen Ziele zu bedienen, in der Hoffnung, dass man sie später irgendwie erledigt oder, einfacher gesagt, liquidiert.

Denjenigen, die wirklich so denken und handeln, möchte ich sagen: meine geehrten Herren, ihr habt es natürlich mit sehr brutalen Menschen zu tun, doch das sind keineswegs dumme und primitive Menschen, sie sind nicht dümmer als ihr und es ist noch zu klären, wer wen für seine Ziele ausnutzt. Die jüngsten Informationen über die Übergabe von Waffen durch die bereits erwähnte "gemäßigte Opposition" an Terroristen sind dafür die beste Bestätigung.

Wir halten alle Versuche, mit Terroristen zu flirten, und sie erst recht zu bewaffnen, nicht nur für kurzsichtig, sondern auch für brandgefährlich. Im Endergebnis kann die terroristische Gefahr kritisch anwachsen und neue Regionen der Erde erfassen. Umso mehr, als dass Kämpfer aus vielen Ländern die Ausbildungslager des IS durchlaufen, auch aus europäischen Ländern.

Leider muss ich ehrlich sagen, geehrte Kollegen, dass auch Russland hierbei keine Ausnahme ist. Wir dürfen nicht zulassen, dass diese Halsabschneider, die bereits Blut geleckt haben, später nach Hause zurückkehren und dort ihre dunkle Sache fortführen. Wir wollen das nicht. Und niemand will das, nicht wahr? Russland trat immer hart und konsequent gegen den Terrorismus in allen seinen Formen auf.

Heute leisten wir militärische und techniche Hilfe für den Irak und Syrien sowie für andere Länder der Region, die gegen terroristische Gruppen kämpfen. Wir halten die Absage an eine Zusammenarbeit mit den syrischen Behörden, die mutig Angesicht zu Angesicht gegen den Terror kämpfen, für einen riesigen Fehler. Man muss endlich anerkennen, dass außer den Regierungstruppen des Präsidenten Assad und den kurdischen Milizen niemand in Syrien gegen den IS und andere Terrororganisationen kämpft.Wir kennen alle Probleme und Widersprüche in der Region, doch man sollte von den Realien ausgehen.

Geehrte Kollegen! Ich muss anmerken, dass unsere ehrliche und direkte Herangehensweise in letzter Zeit als Vorwand genutzt wird, um Russland der wachsenden Ambitionen zu beschuldigen. Als ob diejenigen, die davon sprechen, selbst keine Ambitionen haben. Doch die Punkt sind nicht die Ambitionen Russlands, geehrte Kollegen, sondern die Unmöglichkeit, die sich ergebende Situation in der Welt weiter hinzunehmen. In Wirklichkeit schlagen wir vor, sich nicht von Ambitionen, sondern von gemeinsamen Werten und Interessen auf der Basis des interantionalen Rechts leiten zu lassen, unsere Anstrengungen für die Lösung der vor uns stehenden neuen Probleme zusammenzutun und eine wirklich breite internationale antiterroristische Koaltion zu bilden. Wie die Anti-Hitler-Koalition, könnte sie in ihren Reihen unterschiedlichste Kräfte vereinen, die bereit sind, denjenigen entschieden entgegenzutreten, die wie die Nazis das Böse und die Menschenverachtung säen.

Und, natürlich, müssen islamische Staaten Schlüsselteilnehmer einer solchen Koalition werden. Denn der IS birgt nicht nur für sie eine direkte Bedrohung, sondern kompromittiert durch seine blutigen Verbrechen eine der größten Weltreligionen, den Islam. Die Ideologen der Kämpfer verhöhnen den Islam und verfälschen seine wahren humanistischen Werte. Ich möchte mich an die geistlichen Führer der Muslime wenden: heute sind sowohl eure Autorität, als auch ihr weisendes Wort sehr gefragt. Es ist nötig, diejenigen Menschen vor unüberlegten Schritten zu bewahren, die die  Kämpfer versuchen, anzuwerben. Und denjenigen, die betrogen wurden und aus verschiedenen Gründen bei den Terroristen landeten, muss man helfen, einen Weg zum normalen Leben zu finden, die Waffen niederzulegen und den brudermordenden Krieg zu beenden.

Schon in den nächsten Tagen wird Russland als Vorsitzender des Sicherheitsrats eine Ministersitzung für eine komplexe Analyse der Bedrohungen im Nahen Osten einberufen. Wir schlagen vor allem vor, die Möglichkeit einer Resolution über die Koordination der Aktivitäten aller Kräfte zu diskutieren, die dem IS und anderen Terrorgruppierungen widerstehen. Um es zu wiederholen, muss eine solche Koordination auf den Prinzipien der UN-Charta basieren.

Wir hoffen darauf, dass die internationale Gemeinschaft in der Lage sein wird, eine umfassende Strategie der politischen Stabilisierung und des sozial-wirtschaftlichen Wiederaufbaus des Nahen Ostens auszuarbeiten. Dann, geehrte Freunde, wird man keine Flüchtlingslager aufbauen müssen. Der Strom der Menschen, die genötigt sind, ihre Heimat zu verlassen, hat buchstäblich zunächst die Nachbarstaaten erfasst und dann auch Europa. Die Zahlen gehen in die Hunderttausende und können in die Millionen gehen. Das ist im Grunde eine neue große und bittere Völkerwanderung und eine schwere Lektionen für uns alle, darunter auch Europa.

Ich würde gern betonen: die Flüchtlinge brauchen, zweifellos, Mitgefühl und Unterstützung. Doch das Problem grundlegend lösen kann man nur durch die Wiederherstellung der Staatlichkeit dort, wo sie zerstört wurde, durch die Stärkung der Machtinstitutionen, wo sie noch erhalten werden konnten oder wiederaufgebaut werden, durch allseitige Hilfe - sei es militärisch, wirtschaftlich oder materiell - für Länder, die sich in der schwierigen Situation befinden, und natürlich für Menschen, die trotz aller Härte die Heimatorte nicht verlassen.

Es versteht sich, dass jede Hilfe an souveräne Staaten nicht aufgezwungen, sondern nur im Einklang mit der UN-Charta angeboten werden muss. Alles,was heute und in der Zukunft in dieser Sphäre entsprechend der Normen des internationalen Rechts geleistet wird, muss von unserer Organisation unterstützt werden, und alles was der UN-Charta widerspricht, abgelehnt werden. In erster Linie erachte ich es als äußerst wichtig, staatliche Strukturen in Libyen wiederaufzubauen, die neue Regierung des Iraks zu unterstützen und allseitige Hilfe für Syrien zu leisten.

Geehrte Kollegen, eine Schlüsselaufgabe der internationalen Gemeinschaft mit der UNO an der Spitze bleibt die Gewährleistung des Friedens, der regionalen und der globalen Sicherheit. Wir glauben, dass von der Schaffung eines Sicherheitsraums gesprochen werden muss, der gleich und ungeteilt ist, der Sicherheit nicht nur für Auserwählte, sondern für alle. Ja, es ist eine komplexe, schwierige und zeitaufwändige Arbeit, doch dazu gibt es keine Alternative.

Jedoch dominiert leider bei einigen unseren Kollgen immer noch das Blockdenken des Kalten Krieges und das Streben nach der Aneignung neuer geopolitischer Räume. Zunächst wurde die Politik der NATO-Erweiterung weiterverfolgt. Es stellt sich die Frage: wozu, wenn der Warschauer Pakt aufhörte, zu existierenund die Sowjetunion zerfiel? Nichtsdestotrotz bleibt die NATO nicht nur, sondern sie expandiert, wie auch ihre militärische Infrastruktur. Danach wurden postsowjetische Staaten vor eine falsche Wahl gestellt: sollen sie mit dem Westen oder mit dem Osten sein? Früher oder später musste diese Konfrontationslogik eine schwere geopolitische Krise herbeiführen. Genau das passierte in der Ukraine, wo mandie Unzufriedenheit eines bedeutenden Teils der Bevölkerung ausnutzte und von außen einen bewaffneten Umsturz provozierte. Als Ergebnis davon entflammte ein Bürgerkrieg.

Wir sind überzeugt: man kann das Blutvergießen stoppen und den Ausweg aus der Sackgasse nur bei vollumfänglicher und gewissenhafter Realisierung der Minsker Vereinbarungen vom 12. Februar des aktuellen Jahres finden. Durch Drohungen und Waffengewalt kann die territoriale Einheit der Ukraine nicht gewährleistet werden. Wobei dies aber getan werden sollte. Wir brauchen eine reale Berücksichtigung der Interessen und der Rechte der Menschen im Donbass, die Respektierung ihrer Wahl, die gemeinsame Bestimmung (wie es die Minsker Vereinbarungen vorsehen), der Schlüsselelemente der politischen Aufbaus des Staates. Darin liegt der Unterpfand dessen, dass sich die Ukraine als ein zivilisierter Staat und als wichtigstes Bindeglied im Aufbau eines Sicherheitsraums und einer wirtschaftlichen Zusammenarbeit sowohl in Europa, als auch in Eurasien entwickelt.

Meine Damen und Herren, ich habe jetzt nicht zufällig  von einem gemeinsamen Raum der wirtschaftlichen Kooperation gesprochen. Erst vor kurzem schien noch, dass wir es lernen, in der Wirtschaft, wo objektive Marktgesetze herrschen, ohne Trennlinien auszukommen und auf der Grundlage der transparenten und gemeinsam ausgearbeiteten Regeln, darunter den Prinzipien der WTO handeln können, die Handels- und Investitionsfreiheit sowie eine offene Konkurrenz bedeuten. Doch heute wurden einseitige Sanktionen unter Umgehung der UN-Charta fast schon zur Norm. Sie verfolgen nicht nur politische Ziele, sondern dienen auch als Mittel der Beseitigung der Marktkonkurrenz.

Es gibt noch ein weiteres Symptom des wachsenden wirtschaftlichen Egoismus. Eine Reihe von Staaten haben den Weg von geschlossenen exklusiven wirtschaftlichen Vereinigungen beschritten, wobei die Gespräche über ihre Schaffung intransparent und geheim verlaufen, selbst für die eigenen Bürger, Geschäftskreise und andere Länder. Andere Staaten, deren Interessen betroffen sein könnten, werden über nichts informiert. Vermutlich will man uns alle vor fertige Tatsachen stellen, dass die Spielregeln neu geschrieben wurden, zugunsten eines engen Kreises der Auserwählten, dabei ohne Beteiligung der WTO. Das kann das Handelssystem völlig aus der Balance bringen und den globalen Wirtschaftsraum zerstückeln.

Die genanten Probleme betreffen die  Interessen aller Staaten, sie beeinflussen die Perspektiven der ganzen Weltwirtschaft, daher schlagen wir vor, sie in solchen Formaten wie die UNO, die WTO und die G20 zu diskutieren. Als Gegenentwurf der Politik der Exklusivität schlägt Russland eine Harmonisierung der regionalen wirtschaftlichen Projekte vor, die sogenannte Integration der Integrationen, die auf universalen transparenten Prinzipien des internationalen Handels beruht. Als Beispiel führe ich unsere Pläne zur Verbindung des Eurasischen Wirtschaftsunion mit der chinesischen Initiative der Schaffung des "wirtschaftlichen Gürtels der Seidenstrasse". Nach wie vor sehen wir große Perspektiven in der Harmonisierung der Integrationsprozesse im Rahmen der Eurasischen Wirtschaftsunion und der Europäischen Union.

Meine Damen und Herren, unter den Problemen, die die Zukunft der ganzen Menschheit betreffen, befindet sich auch eine solche Herausforderung wie der globale Klimawandel. Wir sind an der Effizienz der UNO-Klimakonferenz interessiert, die im Dezember in Paris stattfinden wird. Im Rahmen unseres nationalen Beitrags planen wir bis 2030, den Ausstoß an Treibhausgasen auf 70 bis 75 % des Niveaus von 1990 zu beschränken.

Doch ich schlage vor, dieses Problem breiter zu sehen. Ja, indem Quoten auf schadhafte Emissionen eingeführt werden und indem andere taktische Maßnahmen getroffen werden, können wir die Schärfe des Problems für eine Weile herabsenken, doch wir werden es nicht grundlegend lösen. Wir brauch qualitativ neue Herangehensweisen. Die Rede muss von der Einführung prinzipiell neuer naturähnlicher Technologien sein, die der Umwelt nicht schädigen, sondern sich mit ihr in harmonischer Koexistenz befinden und erlauben, die vom Menschen gestörte Balance zwischen der Biosphäre und der Technosphäre wiederherzustellen. Das ist wahrlich eine Herausforderung vom planetaren Maßstab. Ich bin überzeugt, dass die Menschheit das intellektuelle Potenzial hat, sie zu bewältigen.

Es ist notwendig, dass wir unsere Kräfte vereinigen, vor allen derjenigen Staaten, die über eine mächtige Forschungsbasis und Ansatzpunkte in der fundamentalen Wissenschaft verfügen.Wir schlagen vor, ein spezielles Forum unter der Ägide der UNO zu berufen, auf dem man allseitig auf Probleme schauen kann, die mit der Erschöpfung der Naturressourcen, der Umweltzerstörung und des Klimawandel zusammenhängen. Russland ist bereit, als einer der Organisatoren eines solchen Forums aufzutreten.

Geehrte Damen und Herren, am 10. Januar 1946 hat in Lodon die erste UN-Generalversammlung ihre Arbeit aufgenommen. Bei der Eröffnung hat der Vorsitzende der Vorbereitungskommission, der kolumbianische Diplomat Zuleta Angel meiner Ansicht nach sehr treffend die Prinzipien formuliert, auf deren die UNO ihre Tätigkeit beruhen lassen sollte. Das sind guter Wille, Verachtung für Intrigen und Tricks, der Geist der Zusammenarbeit. Heute klingt das wie ein Geleitwort für uns alle. Russland glaubt an das riesige Potenzial der UNO, das uns helfen sollte, eine neue globale Konfrontation zu vermeiden und zur Strategie der Kooperation überzugehen. Zusammen mit anderen Staaten werden wir konsequent auf die Stärkung der zentralen und koordinierenden Rolle der UNO hinarbeiten.

Ich bin überzeugt, dass wenn wir gemeinsam handeln, wir die Welt stabil und sicher machen und die Bedinungen für die Entwicklung aller Staaten und Völker schaffen können.
